I have seen many affiliate programs but I came across RoboForex multi-tier affiliate program and I am more than impressed. It has 5 levels of affiliates for which you can get a commission share from their traders.

Tier 1 - 100%
Tier 2 - 20%
Tier 3 - 15%
Tier 4 - 7%
Tier 5 - 3%

When only some affiliate programs have only one or two levels you may only get 15% of the tier 2 but here you can get that out of your 3rd tier!

Having traded forex for a number of years, I can say that their product is great too with tight spreads, low latency and competitive platforms.
