Dr. Sinan Shabibi, Governor of the Central Bank, said that this year's budget is an investment budget because it focused on increasing the size of investment.

He indicated that this action will reduce the prices of imported goods such as the private sector imports and the government's imports for development that come from the conversion of the Iraqi dinar to the dollar.
He added that while this policy weakens the ability of the government to buy the dinar, it strengthens the Iraqi dinar owned by the government.
Pointing out that the bank wants a means to affect the economic and monetary policy by making the dinar valuable and powerful.

The only thing this lady is right about is her argument that they should "not cry over spilled milk". Her statements that Iraq is a lost cause are just her own bad opinions. Nice to see such honest journalists that can offer facts, as opposed to pointing fingers and name calling.... Oops sorry I'm mistaken.

Just like to thank all those who took the trouble to respond to my question on whether a currency needs to be internationally traded before WTO membership. I quoted Vietnam as an example as they became a member of the WTO but don't have an internationally tradeable currency as yet.
Going through the info provided by various posters, there still isn't a definite link/article that states a prerequisite of having the currency traded internationally before gaining WTO membership.
Once again, thanks to all the posters who participated in the discussion. I couldn't respond to individual posts as the other thread was closed. Cheers.

More yes but several hundred thousand? The Powell doctrine says this regarding troop size: "the force, when used, should be overwhelming and disproportionate to the force used by the enemy". Based on how our troops rolled over the Revelutionary Guard and the Iraqi Army I'd say that worked. After that all that really had to be removed were the militias and Al Qaida. Some say Sadr's militia is 20,000 some say 8,000, Al Qaida had 4,000 to 15,000 either way I'd say 135,000 troops compared to those numbers qualifies as "overwhelming" and "disproportionate". But when you have enough troops and you don't use them properly, ie seal Syria's border to prevent new fighters, attack supplies coming in from Iran. If they did that then they could say what Powell said: "Our strategy to go after the Army is very, very simple. First we are going to cut it off, and then we're going to kill it." We didn't cut it off so now it's harder to kill it.
