Demands for economic reforms in Iraq
Cultural Foundation held term economic conference discussed the economic demands of the demonstrators who turned out in recent weeks, demanding the reform of economic and political system of government.
The Chairman of the Preparatory Committee for the conference, Abbas told Ghalibi Kurdistan News (Rn) that "the conference comes within a series of economic conferences by the institution-term aim of developing a roadmap for the implementation of the popular demands that a predominantly economic nature."
He added that "the Foundation collected a range of experts and economic officials in the State to discuss with them ways to achieve the economic demands of the demonstrators and that would meet the economic reality in the administrative structure of the Iraqi state."
He said, "The conference discussed three axes first was focused on the implementation of energy for electricity and a number of working papers, which nurture the work of electrical power in the country either second axis focused on food security and specifically about the card and the hub-third focused on the financial and administrative corruption."
In turn, the deputy central bank governor Ahmad Obrihi's (Rn) that "investment contracts with all the energy and oil not only require an analysis of economic and financial deals to see the gains and economic benefits expected from it the reality of Iraq."
"The electrical energy needed to expand production capacities in all areas of oil and gas in addition to the development of local industry and the development of local production capacity."

Iraq Parliament to question President Talabani over Kirkuk
The statements of Iraqi President Jalal Talabani in which he described Kirkuk as “Jerusalem of Kurdistan” spurred wide reservation.
In result, a number of Iraqi MPs gathered signatures to question President Talabani in Parliament on account of his latest statements on Kirkuk.
Parliament Speaker Ousama Al Nujaifi welcomed the request and political parties called on Iraqi President to either backtrack his statements or apologize.
Kurdistan Alliance affirmed that the mechanism of gathering MPs signatures to question Iraqi President Jalal Talabani is non-constitutional.
President Talabani’s statements coincided with the rising tension in Kirkuk on account of Peshmerga Forces’ presence in the city.

Iraq’s oil exports through Iraqi-Turkish pipeline to resume in 24 hours
Technicians of Iraq’s state-owned North Oil Company in Kirkuk have completed repairs on the damaged part of the Iraqi-Turkish pipeline, close to the city of Tikrit, and the crude oil exports would resume during the forthcoming 24 hours, a Company source said on Monday.
The Company’s source told Aswat al-Iraq news agency that the experimental pumping had not started after the successful repair of the damaged of the oil pipeline, but it would be completed in order to resume pumping crude oil within the forthcoming 24 hours.
“The halt in pumping oil through the said pipeline did not affect Iraq’s oil exports, because there is enough storage in Turkey’s Ceyhan Terminal on the Mediterranean.
Noteworthy is that oil exports had halted since last Wednesday through the Iraqi-Turkish pipeline due to an explosion that took place on it between Ninewa and Salahaddin provinces.

Investors and officials: a system No. 7 an obstacle to investment in Iraq

Iraq’s Per Capita Income to Double by 2015
An economist from the Central Bank of Iraq (CBI) has said that per capita income in the country is projected to more than double within the next four years as a result of a sharp increase in Iraq’s oil output and higher market prices for oil, according to a report from RFE/RL’s Radio Free Iraq (RFI).
Majid al-Suri told RFI that per capita income in Iraq is expected to reach $10,000 by the end of 2015 compared with about $4,500 at present.
He said the projections are based on data provided by the Oil Ministry showing that oil contracts signed with major energy firms such as ExxonMobil, Shell, and BP will boost Iraq’s oil production to an estimated 12 million barrels per day, including 3 million barrels that will be used domestically.
But he said he does not expect the considerable increase in oil revenue to guarantee proportionally higher living standards for the populace due to the “rampant corruption” in the country and the “mismanagement of public funds.”
Iraq affairs analyst Bassim Jamil Anton told RFI that emphasis should be placed on promoting other economic sectors to help increase Iraq’s per capita income rather than putting all of the country’s development prospects on the oil sector.
He said Iraq can only hope to match the prosperity of its oil-rich Arab counterparts with growth in such potentially promising sectors as agriculture and tourism and by attracting foreign investment.
Anton said that despite the continuing terror attacks in some parts of Iraq, economic progress is being made and the number of Iraqis living below the poverty line is projected to decline in the coming years to some 5 million people from the current 7 million.
He said that in the meantime, the government’s priority should be lowering the country’s high unemployment rate of 30 percent.

Iraq Investors face obstructions
Baghdad Governor Salah Abdul Razzak said on Sunday that many Ministries are not cooperating with the province and some other implement their projects based on the capital’s budget. The Governor said that the foreign investor is facing obstructions especially when it comes to reviews.

Three UN Organizations to conclude plans for cooperation with Iraq for 2011-2014
The UN Organization for Children Affairs (UNICIF), the UN Development Program (UNDP) and the UN Housing Fund have signed with the Iraqi government on Monday plans for Iraq’s national cooperation programs, to be implemented by those organizations during the years 2011-2014, according to a UNAMI statement.
“The signing of the said plans represents the basic objectives to be achieved by the said UN organizations during the forthcoming four years, to support the Iraqi government’s development efforts,” the statement stressed.
The statement quoted the UN Secretary-General’s Special Representative in Iraq, as saying that “the said plans includes the United Nation’s support for different vital fields in the national development plan, laid by the government of Iraq, including the development goals, to cover the period till 2015, aimed at improving the welfare of the Iraqi people.
“A number of activities shall be implemented to support the Iraqi government’s potentials, regarding the achievement of basic services for the needy ones, the creation of employment opportunities and the protection of the basic rights of the citizens,” the statement quoted her as saying.
The statement also said that the three UN Organizations would strive through active programs to activate the public sector, through the creation of high-level services, especially in the fields of education, water, sewage and health services.
In addition to that, assistance would be granted to help rehabilitating the electric power generation, building new power plants, along with the continuation of clearing explosive mines and other war-remnants.
The private sector would also be encouraged through special programs to create new employment chances, as well as opening equal opportunities for men and women, to get education and employment.
The statement also pointed out that the working national programs for the said three organizations shall exceed US$600 millions for the forthcoming four years, representing one-third of the revenues need by the UN development assistance framework for Iraq for the years 2011-2014, agreed upon by the Iraqi government.

Economists and Iraqi lawmakers call for the formation of a higher power to organize projects

In turn, said a member of the Iraqi organization of energy Rafie al-Janabi, an organization that coordinates Btimalmcharie between the government and a number of international companies known worldwide for the implementation of electricity projects in the country's (Rn) that "the formation of higher energy will contribute to raise the level of Iraq's ability to cope with the most important challenge before the government is the implementation of infrastructure projects of energy during the next stage."

He pointed out that "the individual work to see to the implementation of energy projects, a government error occurred when the previously unknown and must be addressed at the present stage that the time is right too."
For his part, member of the Commission on oil and energy parliamentary Furat al-Shara's (Rn) that "the formation of the higher energy is supposed to submit a form of law by the government to the oil and gas representative for the purpose of organizing its work, provided that Aitqata with the work of ministries included by."
He said, "Parliamentary Committee prefers the formation of a Higher Council of Energy provided that the work goes on according to its legal and legislative contexts and clear."
He continued that "the government in organizing the work of ministries according to the roadmap expansive and mature for the development of energy projects in the country during the next stage."
The Prime Minister Nuri al-Maliki has developed in his council, which consists of the current 42 and the Ministry of vice president for energy affairs. Iraq is facing great challenges on the development of energy projects related to oil and electricity due to the deterioration of infrastructure in the past years due to wars and violence in the country in the past eight years.

Iraq investment law still contains flaws, US source
Trade Charge D’Affaires in the US Embassy said on Friday that Iraq current investment law still contains flaws and needs to be amended. He also pointed out that one of the major problems in this law is the ratio of foreign companies’ ownership in real estate sector. The same source added that US companies will come back to work in Iraq.
