I can't see them giving the Iraqi citizens this 10,000 Dinar and then a few weeks or months later doing a RV, the citizens will be up in arms and ready to roll with some heads if the I-GOV screwed them like that...
Also remember the USA GOV (REPUBS) would want this to occur before the Nov elections if it is going to happen to save face as well as secure votes...
