Although I agree that there are other loose ends that need done...Iraq is out of time and they are about to implode and they know it. The HCL does not need to be complete for a reval to take place. The reval however needs to take place before the HCL. The revaluation of the dinar is the ONLY step that will cause IMMEDIATE AND LASTING RELIEF. The poor and starving of Iraq want to feed their families and afford the basic necessities of life...the HCL does not mean anything to them for immediate relief. It all comes down to this....REVALUE the dinar now to feed, clothe, and house the country......Continue without a revalue and the world watches as they continue to starve and neglect their own. They are literally in a fishbowl and are globally being watched every second. They are quickly losing credibility and the patience of nations who have given so much humanitarian, economic, and military support.

I agree that the hydrocarbon law is important but it will not feed an Iraqi today, a dinar with purchasing power will. It's a no-brainer folks.

Actually, how i understand the HCL is that Iraq wants to use oil futures in addition to it foreign currency reserves.

If the exchange rate was 1:1 today, the CBI would need reserves otherwise to back it up. If people cash in all their dinars without proper reserves, they (CBI) would go bankrupt. This called a run on the bank.

Now, if Iraq can use oil futures as part of the foreign currency reserves, it means they have a ton more in reserves.

This is how important the HCL is.

I agree though, the sooner the better cuz inflation is out of hand and the purchasing power of the average Iraqi is nil. They need the reserves to back up a high RV.
