As the world still debates the execution of deposed Iraqi President Saddam Hussein, it has been revealed that the Iraqi government is preparing to send to Parliament important arrangements on how the country's oil resources are to be carved up.

Proposed new arrangements have been frozen since 2003 because of disagreement between Kurdish, Shiite Arab and Sunni Arab groups.
The draft oil law foresees transfer of the exploitation of oil fields, nationalized by the Baath government in 1972, to oil companies via 30-year privileged contracts. The draft is expected to be voted into law this week, and Shiite, Sunni and Kurdish factions have agreed on the text on Christmas day, after three and a half months of debate.

According to Referans sources, a meeting was held in London over the weekend in which Vice Prime Minister Berham Salih attended, representing Iraq. His counterparts included representatives of big oil companies. The fact that Salih, a Kurd who is also the president of the Iraq Oil Committee, is active in the process has been interpreted as a sign that Kurds have been persuaded for a national, not regional, arrangement.

However, after the national agreement is implemented Kurds will start to prepare a similar arrangement in their own region, a source close to the talks told Referans on condition of anonymity. This new agreement will be in accordance with the draft which will soon be on the parliamentary agenda.

Advantages to oil giants:
The Independent on Sunday revealed the text of the draft law, which is expected to be put into effect as of March 2007. The British newspaper wrote in its headline story, “Future of Iraq: The Spoils of War,” that the world's oil giants now have an important chance to be active in Iraq, three years after the invasion.

Moreover, the companies will have the right to retain 75 percent of their annual income from Iraqi oilfields, until they match their oil production costs, thanks to the Production Sharing Agreement (PSA) system. After then the companies will be able to pocket 20 percent of the annual income. Experts point to the fact that this is double normal market rates.

Unsurprisingly, the U.S. government played a major role in the preparation of the draft. The lion's share in the PSAs will go to giants such as BP, Shell and ExxonMobil.

The Independent on Sunday commented that if the draft is voted into law, previous promises that “the oil of Iraq will belong to the Iraqi people” will prove to be false.

Iraq, ranked third in the world for oil reserves, has proven resources of 112.5 billion barrels, while the total reserves are estimated at 220 billion barrels.

Increased demand for the dollar in meeting the Central Bank today, Sunday, a large recording 103 million and 410 thousand dollars compared to 56 million and 840 thousand dollars last Thursday.

This is the highest demand for the dollar in four months.

The daily bulletin of the Central Bank, which received the news agency (Voices of Iraq) independent copy of the request distributed today by 21 million and 910 thousand dollars in cash and 81 million 500 thousand dollars in the form of remittances outside the bank full coverage of exchange rate amounted to 1315 dinars, which is the same rate of the previous meeting.

The bulletin pointed out that the 14 banks submitted bids for the sale of 75 thousand dollars, the bank bought at the 1313 dinars.

For his part, Sinan Shabibi governor of the Iraqi Central Bank monetary policy established by the Central Bank to support the exchange rate of the dinar supports the investment budget was done in collaboration with the Ministry of Finance.

He pointed in his presentation to the policy of the Central Bank today to the House of Representatives to raise(here it says to raise thats great) the exchange rate is the decision of the bank, to increase the confidence of citizens in Iraqi dinars and increase the acquiring of dinars in addition to making the dinar is a store of value which contributes to the withdrawal of inflation.

He added that the citizen began inclined to buy dinar instead of the dollar because the currency has become more confident because it brings to the detriment of foreign exchange and began to withdraw liquidity from the market and put it in banks, which reduced the inflation to maintain the dinar's purchasing power and lifting and maintain inflation within acceptable limits.

For his part, Mr. Sadiq Abdul Razzaq as far as economic and industrial expert in a statement to Al (Voices of Iraq) "We expect continued high demand for the dollar if the economic climate of stability and security situation on the relative safety undergone by now."

Demand on the dollar went up during Sunday's Iraqi Central Bank session to the highest level in four months reaching $103.410 million from $56.840 million last Thursday.

"Demands registered $21.910 dollars in cash and $81.500 million in remittances, completely covered by the bank at an exchange rate of 1,315 dinars per dollar, unchanged from the last session," according to the bank's daily bulletin received by the independent news agency Voices of Iraq (VOI).

The bulletin read that 14 banks have offered to sell of 75,000 dollars, which the Iraqi Central Bank purchased at an exchange rate of 1,313 dinars per dollar.

Iraqi Central Bank Governor Senan al-Shabibi said the bank's monetary policy of enhancing the dinar's exchange rate would improve the investment budget in cooperation with the finance ministry.

Expounding on the central bank's policy before a parliament session on Sunday, Shabibi said boosting the exchange rate was(past singular 1st person was, as in was last week) a decision that was taken by the bank to improve Iraqis' confidence in the dinar and to have the dinar as a value standard in a bid to bring down inflation and maintain the dinar's purchasing power.

Economist and industrialist Abd al-Razeq al-Abaiji told VOI that he expected "a continuously growing demand on the dollar if the economic and security atmosphere became more stable."

They have

1. tried to attack our site with Ddos., to prevent normal users in getting online. We have had to do alot to contain this. Attack has lasted for last 7 days, and we are still under a DDos attack.

DDos is done to bring a site down, so it does not display to its users... Its very hard to deal with such stuff, and we have had to

Get a very expensive Ddos protection after trying out a few companies that did not work.

Install DDos software.
Hire people and Hardware to take care of this 24/7 attack on our site.

This attack has nothing to do with your Computers, so please dont worry. Its only mounted in taking down our servers...

2. Send Spoof email from a email like [email protected], but check the FULL HEADERS of this email, as this is not an email from us telling you to stay away from our site as you will get lots of trojans and spyware. This is to funny. We do not have any such thing on our site, and never will.

3. Hacking attempts by another forum, which has been reported to the police, and we wait news.

All this is beeing done from someone, that has something against us growing to become the 3rd largest forum online in hyip and probably the 2nd largest in Dinar market.

We will over come this.
All Our resources has been set inn to fight this, and we will fight it til we have to.

Rolclub is here to stay, and we will not go anywhere.
