Someone is trying to get you to give up, for whatever reason. Kinda like people who send "worms" out in emails...somehow, they get a thrill out of watching people squirm.

The first time I saw it, it appeared to be posted as fact. Like I said, I didn't trust it, ever if it wasn't simply an opinion. I wasn't privvy to the post that it was copied from.

أفاد مدير بلديات المثنى اليوم الثلاثاء عن إقرار عدد من المشاريع الخدمية التي ستنفذ ضمن خطة عام ( 2007) بكلفة (21) مليار دينار .According to the Director of Municipalities Muthanna today, Tuesday, on the adoption of a number of service projects to be implemented within the framework of the plan year (2007) at (21) billion dinars.
وذكر مدير البلديات المهندس جلاوي محمود حساني لوكالة أنباء ( أصوات العراق) المستقلة أنه " تم تخصيص (21) مليار دينار ضمن خطة عام ( 2007) الخاصة بتنمية وإعمار المحافظات ،لتنفيذ العديد من المشاريع الجديدة في مدن المحافظة لغرض تحسين واقع الخدمات وتطوير معالم تلك المدن."The director of the municipal engineer Glaoui Mahmoud Hassani News Agency (Voices of Iraq) Independent that "the allocation of (21) billion dinars within the plan year (2007) for the development and reconstruction of the provinces, the implementation of several new projects in the cities of preservation for the purpose of improving the reality of the development of services and features those cities."

Kind of a broad based question. If you are meaning anything certain or concrete about a date and what amount, that falls under the spec-u-latin category.
