    No funds for Article 140 in Iraqi budget

    The current Iraqi budget has no money allocated for implementation of Article 140 of the constitution.

    The Committee assigned to for implementing the Article has invited a number of directors of offices in Kirkuk to go to Baghdad to specify a mechanism to receive coordination for their work to facilitate the implementation of the Article and the normalization of situations in Kirkuk Province.

    "The current Iraqi budget has not spelt out any money for Article 140," Pishtiwan Ahmed, Iraqi MP of Kurdistan Alliance told the weekly Aso. "(Although) it has not been mentioned particularly in the budget; it is said that it was included in the prime minister's expenditures." He added that Kurdistan Alliance "will not accept that," adding, "we have put pressure and will try to change it."

    On other hand, a delegation from the Council of Kirkuk Province met Prime Minister of Kurdistan Region and pressed for more money to be put aside by the Kurdistand Regional Government for the project.

    The head of the committee has asked administers from Kirkuk offices to go to Baghdad for a meeting, schdueld to take place January 31, 2007 for further discussions. Directors of Personal Affairs and Citizenship, the municipalities, the Kirkuk Municipality and other office managers will attend the meeting.

    "The problem of ownership will be discussed in the meeting," the Head of Kirkuk committee said. He added that Kirkuk's Real Estate Manager may also take part in the meeting, "for the same reason."

    The Prime Minister of the government of Iraq's Kurdistan Najirfan Barzani pointed last week to start new talks between the territorial government and the Iraqi government to reach the preparation of the oil.
    He pointed out that the new law "will address (60%) of the problems" between the two sides on the pending oil production and the distribution of dividends.
    It demands that the Kurds have the right to choose the companies Explored oil in the Kurdistan region and signing contracts with them without interference from the central government in Baghdad, as well as increasing the proportion of the revenues from Iraqi oil (17%) to (20%).

    Police : arrest of more than 90 smugglers of fuel after clashes with the police in Baiji

    A security source in Tikrit today, Tuesday, said a policeman was killed and a police officer was arrested on more than ninety armed deserters fuel in Baiji in armed clashes between police and smugglers of fuel.
    The source said News Agency (Voices of Iraq) Independent that "clashes between police and smugglers of fuel in the neighborhood east of Baiji Sugar morning resulted in the death of a policeman and wounding submitted Khalid Al-Bayati is the second batch of Iraqi police."

    Article 140:
    First: The executive authority shall undertake the necessary steps to complete the implementation of the requirements of all subparagraphs of Article 58 of the Transitional Administrative Law.
    Second: The responsibility placed upon the executive branch of the Iraqi
    Transitional Government stipulated in Article 58 of the Transitional
    Administrative Law shall extend and continue to the executive authority elected in accordance with this Constitution, provided that it accomplishes completely (normalization and census and concludes with a referendum in Kirkuk and other disputed territories to determine the will of their citizens), by a date not to exceed the 31st of December 2007.

    USD/IQD exchange rate dropped (raise in value for the dinar) during November, ...the process accelerated in December, in what almost seemed like a mad dash to end the year at 1,325.

    That also happened to be the USD/EUR exchange rate (with three decimals moved) at the end of December.

    This USD/EUR vs IQD ratio has continued from end of year to the present.

    The two have been tracking each other very closely.....

    The dinar has been almost exactly at the USD/EUR (three decimals) for the last 30 days!!!!

    As of today that would be 1 Dinar = 1.29 dollars

    I don't have any inside information, but these to track each other so closely is a mathematical improbability.

    Wouldn't the dinar move with the USD/EUR at the same pace simply because the dinar is currently pegged to the USD? Am I missing the boat big time here or what???
    What were the USD/EUR rates at before the dinar started appriciating in value? I mean like when it it was at 1470 /1 USD.

    Parliament to form financial and economic committee to revise Iraq's budget


    Sources in Iraq's parliament said an economic and financial committee will be formed to revise the government's $42 billion 2007 budget.

    The sources said the committee will address certain issues including earlier decisions to withdraw the funding from projects taken on by ministries and provincial authorities if they fail to complete 75 percent of the project.
    The sources added it is not possible to punish a whole ministry or province for the underperformance of a limited number of people.

    Conference on Investment in Iraqi Kurdistan Region to Be Organized


    The U.S. Embassy in Iraq is to organize a special conference on investment in Iraqi Kurdistan Region.

    Funded by the U.S. Embassy, the one-week-long event will take place in United Arab Emirates (UAE) and will focus on potential housing, water, and electricity projects for Iraqi Kurdistan Region.
    "The conference is to be held very soon and will last for one week," said Jamal Abdullah, press spokesman for the KRG deputy Prime Minister, to Kurdistani News last week.

    "More than 300 Arab and foreign companies are to participate in the conference in addition to 150 local companies from Kurdistan Region and Iraq. Eight representatives from the KRG and the king of UAE are also to attend the conference," added Abdullah.

    The conference is expected to attract more investors to the Iraqi Kurdistan Region in the near future.
