to this exception~ but just on a technicality... rv should really come BEFORE those laws are enacted, or right on the same day? So no one snakes in with a quickness and gets something valuable (like large stock positions or commodity futures or whatever) on the cheap. Investors are lining up like wolves at the gate, just waiting for an easy opening. mho

Dollar demand higher in Iraqi central bank auction
By Dergham Mohammed Ali
Baghdad, Jan 25, (VOI) – Dollar demand moved higher in the Iraqi central bank daily auction on Thursday reaching 101.510 million compared to $65.810 million on Wednesday.
In its daily statement, the bank said it covered all bids which were $15.110 million in cash and $86.400 million in foreign transfers at an exchange rate of 1,292 dinars per dollar, three ticks lower than yesterday.
Fourteen banks participated in Thursday’s auction and offered to sell $10 million, the highest over a year, that the central bank bought all at 1,290 dinars per dollar rate.
Ali al-Yasseri, a trader, told the independent news agency Voices of Iraq (VOI) bids will increase in the daily auction for the finance ministry is seeking dinars to cover the 2007 budget in Iraqi dinars.

Iraq's hydrocarbon law. The two speakers were one of the original drafters of the central government's version, and the legal advisor to the Kurdish Minister of Natural Resources and former adviser on the constitution to the USIP.
• The Iraqi participant in drafting the law said the parties were still ironing out final wording on approval of contracts, after which the framework law will be submitted to the Council of Ministers. He said there would be an appropriate return to the investor so that Iraq could develop a long-term relationship with the international oil community.
• The Iraqi participant said that once an agreement is reached between the various parties, the oil articles in the constitution should be amended to reflect the political agreement contained in the law.
• The Kurdistan Regional Government (KRG) legal advisor claimed that the KRG will have a separate petroleum regime and that it is not subject to the Iraq National Oil Company, the Oil Ministry in Baghdad, or other Baghdad-based offices. He disagreed with the central government spokesman that a constitutional agreement was necessary, and doubted it would occur.

Help Iraq Strengthen Its Economy
The Iraq December consumer price index (CPI) inflation was 11.3%; making 2006 inflation 64.8%, a relative increase from the 51.7% year-on-year rate in November.
The US government estimate of Iraq’s core inflation figure (which excludes fuel, transport, and rent) was 3.0% in December and 32.5% 2006. The International Monetary Fund (IMF) core inflation figure (which excludes fuel, transport, but includes rent, and which the IMF uses to judge the efficacy of exchange rate appreciation) was 3.2% in December and 31.9% in 2006. The sharp rise in December was driven largely by a 37.6% rise in fuel prices, while other CPI components rose less than 5% or fell slightly.
