Thursday, January 25, 2007 USAID allocates $9.9m for Iraqi microfinance organizations
(MENAFN) Officials at the United States Agency for International Development (USAID) said that the agency has allocated $9.9 million to set up or develop sustainable Iraqi microfinance firms, Iraq Economy reported. USAID also helped to establish three local microfinance organizations in the north, west and center of the war-torn country. The U.S agency assisted the Iraqi founders in registering with the NGO office, awarded each a start-up grant of $250,000 in loan capital, provided staff training and individualized technical assistance, and worked with local U.S. military civilian affairs teams, which support initial operational costs. Microfinance operations throughout Iraq support lending to around 17,000 clients with a total portfolio of approximately $19 million.

The International Federation of Businessmen in Iraq intends to hold an extensive conference overseas aimed at the return of Iraqi capital to invest in Iraq, as prescribed by the new investment law.
Head of the Federation, Hamid Al-Uqabi, said that this conference seeks to achieve the reverse migration of Iraqi businessmen and capitals, which migrated because of the security situation in Iraq.
He explained that the conference, which is adopted by the International Federation in coordination with the Iraqi government and businessmen at home and abroad as well as the institutions of civil and economic society, is expected to be held next mid-April after completing communications, procedures and official approvals in Iraq and then the approval of the host which will be Egypt, Oman or Syria, but most probably Jordan.
Al-Uqabi pointed out that the Iraqi capital, scientists, and businessmen have intensified their activities in the neighboring countries and most countries of the world at a time when Iraq is in great need to its people's funds to build it.
As for the question of whether the conference will be held in Baghdad and the reason for holding it in neighboring countries, he said that: the security conditions that led to the migration of capital and contracts are still there, but we believe that the future is very promising and this conference will define the mechanism and orientations for an investment immune from terrorism and complexities.
He stressed the importance of such a conference to discuss the implementation of the new investment law where the difficulties before the private sector to be overcome and raise the dominance of the public sector over economy and all joints, leading to the basics of market economy.
Al-Uqabi hinted to the fact that the explosive policy which the government looks forward to implement is optimistic and heartened by the businessmen, but he reiterated the need to provide guarantees for the rights of foreign and Iraqi investors.
He said that: the financial and administrative corruption rampant among the State institutions stands as an obstacle to start the construction and reconstruction of that investment. He also considered administrative corruption and terrorism as two sides of one coin and called for action to purge government departments of corrupt and abolition the laws and regulations that justify the corruption continuity in the private sector.
He recalled the importance of laying the groundwork for the return of reverse migration of businessmen and capital through coordination with the resolution centers, including the economy chancellor in the Cabinet and Parliament and the Ministry of Planning.
And on the question about the eligibility of the Iraqi private sector Hamid Al-Uqabi said that:
there is considerable experience in the area of steering the economy but that, however, does not prevent the rehabilitation of businessmen to promote their role and performance in the implementation of the explosive policy which Iraq looks forward to achieve.
He called for the adoption of the principle of transparency and the abolishing of discriminatory feature of the public sector and its dominance over economic decisions as well as over the private sector.
Al-Uqabi reiterated the call for the formation of a supreme council of Iraqi businessmen adopts the coming economic policy in coordination with the government, pointing out that the government economic program which is moving towards the market economy must balance among the three conditions which are the most important challenges facing the world, namely, (globalization, free economy and technological development), pointing out that many economic politicians condone this fact which indicates the weakness of the movement towards a specific economic approach .
He called for legislating laws that encourage the free trade system of currencies and flexible laws that would remove restrictions on the movement of funds and encourage investors to attract investments through reconsideration of tax rates.
He said: still many economic politicians in Iraq believe that the process of economic reform is merely gains accomplished by the private sector. This wrong vision is delaying the required changes. Stressing that the time for such thinking has gone. He urged the government to adopt an effectively ambitious program that would dispel such fears which are groundless.
He added at the end of his talk that foreign investment is an important source of financing development programs through the establishment of important projects that create jobs and absorb unemployment, raise the standard of living, contribute in increasing the national income, rebuild the infrastructure and promote the level of services.
Stressing the need to match between the process of economic development and human development, which is in the forefront, to begin the construction of the new home.

The relationship between the dollar and the dinar.
It was said that the reduction would affect the exchange rate of inflation I asked yesterday, I remain convinced that the actions taken did not have any real impact on the market is that the differentials in rates will benefit the treasury in the finance? Said that the issue of "independence" of what is meant here as "independence!" Will we have in this case (15) the government and not a single government! Seven-back to another important issue related to the budget. The budget is based on the exchange rate of our currency is 1260 dinars to the dollar. But the dinar has not attained this level until now. And that will reach practically counted towards surplus of the budget itself. This may be viewed as a kind of tax deduction imposed on the budget, had at least 14% of the budget. It is natural that this will be reflected on the overall allocations, including investment budget allocations (dinars). Raising the rate of the Iraqi dinar would lead to an increase in the cost of the investment dollar, and this concerns not only foreign investors, but the Iraqi investor who saves dollars. Raising the rate of the dinar will be the cost and price of exports of Iraqi products, as compared to lower the prices of imports, and therefore would encourage consumption at the expense of production. Raising the rate of the dinar would have a significant impact in the direction of lowering the rates of inflation because inflation have resulted in the scarcity of supply, not increasing the supply of money. The inflation in the prices of the imported linked primarily to the higher degree of risk in Iraq because of the security situation, resulting in a rise in transport costs and insurance.
Generally such a decision (on lifting the dinar rate of exchange) a multifaceted and complex dimensions, is a decision of great importance to the economic policy and was necessary to be considered and adopted by the Council of Ministers and the federal government before taking its implementation. Nibras Kazimi has a column in today's (Thursday January 25, 2007) New York Sun titled "Turnaround in Baghdad." His thesis is that we are making real progress in Iraq:
The wider Sunni insurgency - the groups beyond Al Qaeda - is being slowly, and surely, defeated.
Kazimi is a skeptic about the reputation of Geneeral Petraeus, seeing severe flaws in the execution of his two previous assignments in Iraq, but nevertheless thinks that he may reap the benefit of progress that is already evident. He thinks the turning point came in the fall:
Last October, my sources began telling me about rumblings among the insurgent strategists suggesting that their murderous endeavor was about to run out of steam.

Is there any other evidence to support Kazimi's scenario? We here at AT have been pointing to the remarkable surge in the value of the Iraqi dinar that started at about the same time and has continued right through today. Since the September/October period, as can be seen in the chart, the Iraqi dinar has gained about 14% in value, a very large move for a currency.
Following an initial slide in value, the dinar had been essentially flat since its introduction by the Coalition Provisional Authority in October 2003. So the move since September represents a real change in its status. Why has it advanced in value? One reason is doubtless the increase in the interest rate - the Policy Rate - by the Central Bank of Iraq from 12% in September to 20% recently.
But this cannot be the whole reason, nor even the principal reason. Why? Because if there were real fear that the regime would fall, this would be nowhere near sufficient inducement to buy the dinar, which will be worthless if the regime does fall. What the increase in the value of the dinar very likely represents is a "voting with their feet" of the participants in the economy and an increase in the need for dinars for transactions within Iraq.
This increase in value coincides with Kazimi's hypothesis of a turning point in the military situation in October. Of course, there can be no guarantees on any of these points. But we, as citizens, want to strive to assemble our own mosaic on Iraq and not be panicked about the future when we may, after considerable sacrifice and effort, be finally cresting the peak of the hill there.
