KRG Oil Deals to Go Through Baghdad
The spokesman for the Iraqi Ministry of Oil said that potential oil deals and projects in the Iraqi Kurdistan Region must be forwarded to the parliament in Baghdad.
"Once drafts and proposals are submitted, they will be reviewed and discussed for approval at the parliament where representatives of the Kurdish list can offer their suggestions and comments regarding the proposed plans," said the Iraqi Minister of Oil.
"Oil revenues from across the country will be kept in a special treasury box to be handled by the central government for later distribution to the country's regions, depending on the size of the population in each region," added the Minister.
In a recent statement, Kurdish authorities said they had not been informed by the central government of the new legislation regarding oil revenues. Iraqi Kurdistan Region had earlier been given the authority to negotiate contracts and sign them, according to Kurdish officials.

This is one very good piece of work I might add further the CBI has not updated their money aggregate since the end of May 2006. To me this is a red flag. It would appear that the CBI for now wants to keep this figure as an unknown to the public. Plus we then have that interesting piece from USAID that revealed 4.62 trillion dinar in Nov '05 when the official figures for that time frame stated double that amount.
I agree they are pulling dinar out by the wheel barrel these days. The drying up process is being felt from the streets of Iraq to the vaults of Chase and BofA. Price is up and I feel that the circulation level is far less than anyone realizes....It seems that the state insists, or preserve the value of the Iraqi dinar 148 against the dollar ...Monetary value of the Iraqi dinar must revert to the previous level, or at least to acceptable levels as it is in the Iraqi neighboring states [ MOF Sept 2006]

DAVOS, Jan 27 (KUNA) -- Vice-President of Iraq Adil Abd Al-Mahdi told participants in the Swiss Ski-DAVOS resort that if Iraqis cannot help themselves nobody can help them.
He added, in a panel discussion including the Deputy Prime Minister Foreign Minister of Turkey Abdullah Gul, Arab League Secretary General Amre Moussa, former US Democratic presidential candidate John F. Kerry, former Iranian president Mohammad Khatami and Egyptian Prime Minister Ahmed Mahmoud Nazif that Iraqis have to work together away from revenge and hatred and to introduce a system in Iraq defined by Iraqis not imported, and to deal with militias and death squads, and to work on readjusting relations with neighboring countries.
Al-Mahdi stressed that what is essential is that the Iraqi new strategy has been discussed with many American delegations, with the American administration, and that Baghdad is a key issue for securing the country.
The Egyptian prime minister told the panel that there are core issues that have plagued the region for so long at the outset is the core Palestinian problem.
He warned that labeling people by sectarian tendencies a no win situation is reached.
Nazif stressed that strong unity governments are needed in Iraq, Palestine and Lebanon and those governments must exercise the principle of inclusion.
On his part, Gul said that his country holds important the territorial integrity of Iraq, and warned that if Iraq is divided there will be chaos there.
This, he added, if happens will create a real burden on the region therefore this cannot be tolerated in the region.
Khatami said that he would like to see the Middle East as the cradle of civilization and religions; however he expressed his sadness to conflict, war and destruction in the Middle East in the past half century or more.
Khatami called for a new equilibrium of oil development for stability and democracy in the Middle East.
He stressed that if countries of the region rely on themselves others would not interfere, and the countries of the region would reach a stable union.
Khatami said that the main problems of the Middle East result from the intervention of others in Palestine and Iraq .
He said that the Baker-Hamilton report on Iraq was good and it was in favor of the people in the region.
Khatami praised the United States and its constitutional law, however he criticized the mistakes done by some politicians that want to impose their will as a superpower, and stressed that Iran should be treated with justice by the US.
He noted that the door is still open for negotiations with the US, and flexibility by Iran depends on the position of the American administration.
Khatami described the American policy in Iraq as a terrible policy, and called upon all to support the new government of Iraq so that Iraq could be the turning point for everybody and a point of union for all of us in the region.
Senator Kerry said that he heard ten different opportunities from President Khatami as a follow up.
He added that he has never felt before how dangerous is the situation is today in the Middle East, there is too much talk, while people are passing by each other.
Kerry said the US is taking a na?ve approach, empowered the Shiites through the ballot box in Iraq, and added that the fundamental differences between Sunnis and Shiites are not addressed.
Unless those issues are resolved, he said, it will not matter how many troops are sent to Iraq.
He proposed President Clinton as a special envoy with another high ranking Republican to try to reach solutions.
The Arab League secretary-general said that there is a major problem in Iraq that goes beyond meeting there or visiting, it is related to a wider political agenda, reform in the Middle East, the relations between the West and Islam, Iran and the Arab world and the unveiling clash brought out of the bottle between the Sunni-Shiite divide, which has to be returned, if could be, back to the bottle.
He added the end of the Arab-Israeli conflict is that which has to be dealt with seriously, and "we" have all elements to move forward with complete files, if we are serious and in particular if Israel is serious "we" can reach peace in 2007. Moussa added that "we" are in no need of photo opportunities.
He expressed his belief that the Bush plan for Iraq is aimed at finding an honorable exit for America from Iraq , this is a matter "we" should not reject, if "we" can help, "we" should help.
"In my opinion, we are all in a fix, and if we are wise we would settle the problem now through dialogue, with multiple effects that would benefit Iraq and move away from this confrontation between Shiites and Sunnis, which is the most negative aspect that has resulted from what happened in 2003," he stressed. Magdi: Iraq could be caught in US-Iran crossfire
US air strike kills 14 Iraq militants in Baquba, 15 people killed in twin Baghdad suicide bombings.

Iraqi Vice President Adel Abdel Mahdi warned here Saturday that Iraq must not be caught in any crossfire between neighbouring Iran and the United States.
Mahdi, a member of the Shiite community which is traditionally regarded as close to Iran, also cautioned Iranians not to interfere or provoke US-led forces in Iraq.
"We don't want to see Iraq in the crossfire between Americans, Iranians, or any other power," Mahdi said during a debate at the World Economic Forum.
His comments came a day after Washington announced a tough new policy that allows US troops in Iraq to capture or kill Iranian agents found in the country.
In response to questioning on the policy, Mahdi said it was up to the Iraqi government to deal with the US-led force.
"It's not the duty of any neighbouring country, whether it's Iran or any other country," he added.
"Anyone trying to really tempt Americans in Iraq is something that we reject as Iraqis, because we consider the multinational forces as part of our security."
However, Mahdi also appeared to have qualms about any policy to kill Iranians in Iraq.
"If we are people who advocate peaceful means and dialogue, trying to kill is not the way to do things, but at the same time we do not accept any interference," he added.
Former Iranian president Mohamed Khatami, who was taking part in the same debate, said he hoped reports of the policy were not true, warning that they could lead to an escalation in tensions between Iran and the United States.
"If you ... arrest any Iranian you find, then the Iranians would do the same, and then you know what would happen. I think it would be a very chaotic situation," Khatami told the meeting.
US and Iraqi officials on Friday confirmed a report in The Washington Post that US forces were now authorised to kill or capture Iranian spies or members of the Iranian Revolutionary Guard.
Mahdi said in Davos that he was due to make a visit to Tehran soon.
"We will be frank, we defend Iraqi interests... Iran is a friendly country," Mahdi emphasised, calling for dialogue between all the countries involved.
US Senator John McCain told reporters in Davos that he supported the new policy.
"Obviously we would want to prevent people from acting within Iraq in ways that would kill Americans," said McCain, amember of the Senate Armed Services Committee.
"I don't think that's too complicated and I think most Americans would say "fine, kill as many of them as you can, or capture as many as you can," he added.
Washington had "ample evidence" that there were Iranians in Iraq who were "financing and training and even supplying very high-tech equipment" to builders of explosive devices in Iraq, according to McCain.
15 killed in twin Baghdad suicide bombings
Meanwhile, two suicide bombers blew up their vehicles near a cinema in east Baghdad Saturday killing 15 people and wounding 55 in an apparently coordinated attack, security officials said.
The explosions rocked Baghdad Jadida district near the Al-Bayadh cinema which is now closed.
The bombers struck on a main road that has shops and businesses on both sides, a security official said.
Attacks against markets and shopping areas have stepped up in the past few weeks in a bid to inflict as many civilian casualties as possible, security officials say.
US air strike kills 14 Iraq militants
US air strikes killed 14 militants northeast of Baghdad on Saturday and also destroyed a suspected hideout for foreign fighters, the military said.
A statement said 14 "terrorists" were killed as ground troops supported by aircraft raided a building south of Baquba, the flashpoint capital of Iraq's confessionally divided province of Diyala.
"As ground forces approached the objective building, several terrorists began to flee the targeted and surrounding buildings," the statement said.
"Ground forces called for close air support resulting in 14 enemy fighters killed during the air strike."
The statement said that foreigners who had travelled to Iraq to join the insurgency were being organized in the area to attack government and coalition troops.
"Additionally, coalition aircraft delivered precision munitions and destroyed the building to prevent it from further use as a terrorist safe haven."
US forces carry out frequent raids in Diyala, the most violent province in Iraq after Baghdad.
Sadr group renews support for Baghdad security plan
The Shiite movement of Moqtada Sadr, whose militia wing US commanders accuse of involvement in the sectarian violence gripping Iraq, voiced renewed support Saturday for a new security plan for the capital.
The movement "clearly supports the Baghdad security plan and is ready to help implement it if asked," said an official from Sadr's main office in the Shiite shrine city of Najaf.
The official's comments confirmed a shift in the movement's position first announced by one of its 32 MPs on Thursday.
"We are in favour of this plan," said Baha al-Aaraji, who along with the rest of Sadr's bloc returned to parliament earlier this month after a nearly two-month boycott.
Baghdad has been the scene of intense sectarian fighting for almost a year. US commanders says Sadr's Mahdi Army militia has been responsibile for much of the violence on the Shiite side.
Amid US criticism of his government's failure to do more to rein in the militias, Prime Minister Nuri al-Maliki has announced a new security plan to rein in the violence.
Up to 35,000 US troops and 50,000 Iraqi soldiers and policemen are to be deployed on the capital's streets to tackle the sectarian death squads.
The Sadr aide, who asked to remain anaonymous, declined to say whether the Mahdi Army was ready to lay down its weapons in support of the plan.
"The Sadr movement gives the plan its unconditional support as long as it responds to the Iraqi people's wishes and conforms to national political positions by working to eliminate terrorism, death squads and kidnappings, and restores security in Iraq," the official said.
"As long as this plan aims to achieve our objectives, we will support it and contribute our efforts."
A government official in the Baghdad bastion of Sadr City had said Friday that Mahdi Army fighters there were ready to disarm if police provided residents with protection against attacks by Sunni Arab insurgents.
US soldiers killed in Karbala raid were kidnapped
Four of five US soldiers killed by insurgents in a raid in the southern shrine city of Karbala were kidnapped and executed by men wearing "American-looking uniforms," the military revealed Saturday.
The January 20 attack had been "well rehearsed" by the insurgents, who got past Iraqi checkpoints in "a convoy consisting of at least five sport utility vehicles (SUVs)," a military statement said.
Releasing details for the first time since the audacious attack, the US military said one soldier had been killed in the initial assault while the other four were seized by the insurgents who fled with them in the SUVs.
Iraqi police later found the vehicles near the town of Al-Mahawil.
"Two soldiers were found handcuffed together in the back of one of the SUVs. Both had suffered gunshot wounds and were dead. A third soldier was found shot and dead on the ground," the statement said.
"Nearby, the fourth soldier was still alive, despite a gunshot wound to the head. The Iraqi police rushed the severely wounded soldier to a nearby hospital, but the soldier died enroute," the military said.
The US troops were part of a team of Iraqi and US authorities who were planning security for the Shiite mourning ceremony of Ashura, which began on January 21 and ends on Tuesday in Karbala, home to the tomb of revered Imam Hussein.
According to the statement, "an estimated nine to 12 armed militants" with US-type weapons gained access to the Provincial Joint Coordination Centre in Karbala, south of Baghdad, where they opened fire and hurled hand grenades at US troops.
One soldier died and three were wounded when a grenade exploded in the local police chief's office on an upper floor of the building.
Three US Humvee vehicles were damaged by separate explosions before "the attackers broke off the assault, withdrawing from the compound with four captured US soldiers."
After passing an Iraqi police checkpoint in the neighbouring Babil province, the insurgents, who were then being tailed, crossed the Euphrates River and drove north toward Hillah, ditching "five SUVs, US Army-type combat uniforms, boots, radios and a non-US made rifle."
"The precision of the attack, the equipment used and the possible use of explosives to destroy the military vehicles in the compound suggests that the attack was well rehearsed prior to execution," Lieutenant Colonel Scott Bleichwehl, US military spokesman was quoted as saying.
"The attackers went straight to where Americans were located in the provincial government facility, by-passing the Iraqi police in the compound," said Bleichwehl.
"We are looking at all the evidence to determine who or what was responsible for the breakdown in security at the compound and the perpetration of the assault."
Two days before the attack, Karbala governor Akil al-Khazali had said 8,000 policemen and security guards would be deployed in and around Karbala for Ashura, a frequent target of insurgent attacks.
Nearly three million pilgrims were expected to flock to the city to commemorate the death of Imam Hussein, one of the holiest days on the Shiite calendar.

The one approach that seems to fit Iraq is approach number two:

Sounds as if the formula allows a gauge of future tradables such as oil and other sector tradables plus foreign currency reserves, not to mention gold and of course oil reserves themselves. So i see this as "if future oil production over the medium term is believed to be higher than today, it is to be taken in to account in gauging the currency value. وكانت جلسة اليوم شهدت جدلا بين أعضاء الائتلاف العراقي الموحد والتحالف الكردستاني حول المنافع الاجتماعية للرئاسات الثلاث فى العراق (الجمهورية والوزراء والنواب) ما اضطر رئيس المجلس إلى رفع الجلسة لمدة ساعة، لكن لم يلتئم عقد المجلس.The meeting today witnessed a debate between members of the United Iraqi Alliance and the Kurdistan Alliance on the social benefits of the three presidencies in Iraq (Republic, ministers and deputies) as President of the Council was forced to adjourn the meeting for one hour, but the Council has not healed.
