    Blasts kill 15 as Bush, Maliki talkby Sabah Jerges in Baghdad

    TWO suicide car bombings in the Iraqi capital killed 15 people overnight, as the US military revealed that militants abducted and then shot dead four of its soldiers in a recent raid.

    Police also recovered 40 corpses of people killed execution-style in Baghdad yesterday, a security official said.

    US President George W. Bush and Iraq's Prime Minister Nuri al-Maliki, meanwhile, held talks on the telephone on the new security plan for Baghdad that envisages putting a total of 80,000 US and Iraqi troops on the streets.

    The coordinated suicide car bomb attack near Al-Bayadh cinema in the Jadida district of eastern Baghdad killed 15 people and wounded 55 others, security officials said.

    The bombers struck on a high street with shops and businesses on both sides in the mixed Shiite-Sunni area.

    A series of similar attacks against Baghdad's commercial districts have left more than 150 people dead over the past week.

    At least eight more people died in other attacks on Saturday, while the heavily fortified Green Zone - site of Iraq's parliament and the US embassy - came under rocket attack for a second consecutive day, with no casualties reported.

    Mr Maliki's office said he and Mr Bush discussed "ways and means of making the Baghdad security plan successful", adding that Mr Bush had also renewed his commitment to the Iraqi government.

    The US military said overnight that 14 militants were killed in air strikes northeast of the capital, while eight people from a Baghdad electronics company were reported kidnapped by armed men.

    The military also revealed details of one of the most brazen raids carried out to date by militants on its troops, leaving five soldiers dead on January 20 in the central shrine city of Karbala.

    It said in a statement that four of the five US troops killed were first abducted and later shot in the head.

    The dusk raid was carried out by English-speaking men in US military style uniforms on American troops who were at a meeting to plan security for the 10-day Shiite mourning ceremonies of Ashura which culminates on Tuesday.

    Heavily armed gunmen stormed into Karbala's coordination centre, hurled stun grenades at a group inside a police office and shot dead one US soldier, it said.

    They then fled in 4WD vehicles with four kidnapped soldiers, the military said. Iraqi police later found the vehicles near the town of Al-Mahawil, east of Karbala.

    "Two soldiers were found handcuffed together in the back of one of the SUVs. Both had suffered gunshot wounds and were dead. A third soldier was found shot and dead on the ground," the US military said.

    "Nearby, the fourth soldier was still alive, despite a gunshot wound to the head." He died on the way to a nearby hospital.

    On January 21 the military said five US soldiers were killed and three wounded "while repelling" an attack.

    But overnight it said the raid had been "well rehearsed", with nine to 12 gunmen crossing Iraqi checkpoints in "a convoy consisting of at least five sport utility vehicles".

    After damaging three US vehicles with explosives, "the attackers broke off the assault, withdrawing from the compound with the four captured US soldiers.

    "The precision of the attack, the equipment used and the possible use of explosives to destroy the military vehicles in the compound suggests that the attack was well rehearsed prior to execution," US spokesman Lieutenant Colonel Scott Bleichwehl said in the statement.

    "The attackers went straight to where Americans were located in the provincial government facility, bypassing the Iraqi police in the compound," Lt Col Bleichwehl said.

    The military said it was "looking at all the evidence to determine who or what was responsible for the breakdown in security at the compound and the perpetration of the assault."

    An Iraqi security source in Karbala said the attackers used eight SUVs, one of which stayed at the first of three gates leading to the office while the others penetrated the compound.

    Four of the attackers "stormed into the room where a US officer and soldiers were located, threw stun grenades and shot at US troops", he said. Other militants outside killed a captive US soldier and blew up his Humvee.

    وأوضح الدكتور الشهرستاني في تصريح لوكالة أنباء ( أصوات العراق) المستقلة أنه " وبسبب رفع الدعم الحكومي عن المشتقات النفطية فان االاسعار الحالية باقية على حالها حتى شهر نيسان إبريل المقبل الذي من المحتمل ان يشهد ارتفاعا في اسعار تلك المشتقات."He explained Dr. Shahrastani in a statement to the News Agency (Voices of Iraq) Independent, "and because of the lifting of government support for oil derivatives in the current Aalasar remain unchanged until the month of April next, which is likely to witness a rise in the prices of those products."

    Finance Minister announces raising the dinar exchange rate

    The Iraqi Minister of Finance, Baqer Jabr Al-Zubaydi, described the budget of 2007, as “ambitious” seeking to resolve the problems of the country in the area of security, investment and unemployment, and expressed his hope that it will to contribute to increased economic growth to 8 or 10%.

    The minister said in a press interview that oil resources forms 93% of the budget, while the rest will be secured from taxes and fees. He referred to the allocation of more than ten billion dollars for investment eight billion for security, in addition to about seven billion dollars to support the Ministry of Oil.

    He pointed out that the latter amount came from the sale of oil derivatives to citizens, in addition to three billion dollars, for the implementation of projects and building new refinaries.

    As for the role of the budget in raising the value of the dinar against the dollar, Azzubeidi said that a decision was made to raise the value of the dinar against the dollar in the budget, and the rate was determined purely by 1260 dinar, hoping to return to its normal state like the Gulf currency, as befits a country rich in oil and other wealth, and hoping to decrease the rate of the dollar to 1000 dinar during the three or four years. And on the subject of lifting support from oil derivatives, he pointed to an agreement with the International Monetary Fund, which pledged to cancel $ 100 billion of Iraq's debt in return for the implementation of economic reforms, pointing out that these reforms developed by international experts, in coordination with the Iraqi government, the Ministry of Oil and Iraqi economists.

    He pointed out that the Ministry will continue to support oil derivatives with about seven billion dollars this year, by providing the refineries with free crude oil by 400 thousand barrels a day. The ministry then will sell oil derivatives to citizens, in order to allow it to recover the outstanding amounts estimated at seven billion dollars for the implementation of projects, in addition to allocating three billion dollars of the budget to develop the drilling of oil wells, extending oil transport pipelines and building new oil refineries. He explained that the increase in the prices of oil derivatives will include high-quality imported gasoline, used by luxurious cars, according to the source.

    He stressed that dealing with inflation lies in the dinar, since its low rate against the dollar is the main cause of inflation, in addition to obstructing the arrival of goods to the Iraqi depth. He pointed out that the current inflation is temporary and the high prices of oil derivatives are another cause for it, since it affects the prices of other goods and services.

    He emphasized that the crisis of the arrival of goods from the border outlets to the Iraqi market, caused by the deteriorating security situation, the presence of criminal gangs, and administrative corruption, which led to the loss of large quantities of goods and the revival of smuggling operations.

    He pointed out that the port of Basra is unable to complete unloading cargo, as some ships delayed more than a month from the date of discharge, which costs the authorities huge fines. He also revealed that his ministry is preparing a study for the rehabilitation of “Khafar Al-Mai” outlet between Iraq and Saudi Arabia, associated to the Saudi port “Al-Ameeq”, to provide a route for the entry of goods into Iraq.

    Default HCL discussed on BBC radio.

    Go to BBC.Com and search for World Business Review to read the transcript of the discussion of the HCL. They were talking about PSA's in Iraqi oilfield production. One Iraqi ex-pat, two Britons and one American oilman. Very interesting. One Brit and the Iraqi were naysaying bleeding hearts but one Brit and the American were more informed and realistic. It will be a long transcript has the show was almost an hour long but it should make for an interesting read.
