So it's possible that the recent remarks could mean three or four years since the issue of the new currency. He alluded to this back in June '06 in his famous three zero lift report. By the way 2007 is the fourth year and increasing the dinar value to equal what a 1000 is today would be a lifting of three zeros wouldn't it? Plus he is saying the increase is in the budget.

It does look as if the Kurds were the ones that left the meeting which meant there were no longer enough members to do a vote on the budget.

Baghdad, Jan 27, (VOI) - Heated debates and controversy over the presidency's allocations in Iraq's long-awaited 2007 budget ended an extraordinary parliamentary session for one hour.
Saturday's session saw strong arguments between the Shiite Unified Iraqi Coalition (UIC), the largest bloc in parliament with 130 seats out of a total of 275 seats, and the Kurdistan Coalition over allocations for the three leading institutions in the country - the presidency, the cabinet and parliament.
Parliament Speaker Dr. Mahmoud al-Mashhadani proposed concluding the session "pending an end to the bloc and sectarian arguments." The proposal, however, did not obtain the approval of the parliament as members of the Kurdistan Coalition, the Iraqi parliament's second largest bloc with 55 seats, walked out of the session.
The motion to keep financial appropriations for the presidency, cabinet and parliament as they were did not win the approval of members as only 74 deputies voted for it.
Fouad Maasoum, leader of the Kurdistan Coalition bloc in palriament, protested what he believed discrimination in the debates about appropriations.
"Why focus is lent to the presidential approprations while the cabinet's remained intact?" Maasoum asked during a stormy session.
Hassan al-Sanid of the UIC criticized the heated debates between Shiites and Kurds in parliament.
"The brothers in the Kurdistan Coalition have been defending the president (Kurdish Jalal Talabani) while the brothers in the UIC have been defending the prime minister (Shiite Nouri al-Maliki), which is entirely wrong because the president is one for all Iraqis and so is the prime minister," said al-Sanid.
Shaza al-Abbousi of the UIC said Saturday's session was concluded for one hour to reach an entente cordiale among all the parliamentary blocs.
She considered the Kurds' withdrawal from the session as an attempt to upset the quorum, adding "most of the members have voted against keeping appropriations as they were."
Members of the Kurdistan Coalition declined to give any statements to the press.
Mashhadani had said in the beginning of this session that passing the 2007 budget as scheduled on Saturday would be a great achievement expected by the Iraqi people.
Kurdistan Coalition member Nawzad Saleh told the independent news agency Voices of Iraq (VOI) earlier on Saturday "if the quorum is observed in today's session, the draft budget will be read and offered for voting by the members, and if not, the session will be postponed until after Muharram 10th in the hegira calendar," the day marking the major Shiite celebrations of Ashuraa.
UIC member Abbas al-Bayyati told VOI "the draft budget has gone a long way in agreement among the blocs as the meeting of leaders of the blocs on Thursday helped a great deal bridging points of differences."
Parliamentary sessions had been postponed more than once last month due to incompletion of the quorum (more than half the total members, prompting parliament to hold only consultative sessions, which also stopped for the Eid al-Adha holidays and the absence of several members out of the country to perform the Muslim duty of hajj (pilgrimage).
Meanwhile, Kurdistan Coalition member Abdul-Bari Zibari said his bloc's objection and withdrawal was due to the failure to set realistic and acceptable rates for reducing appropriations in this year's budget.
Zibari told VOI "there was a proposal to cut the presidency's appropriations by about 80% and the premiership's by 40%."
The draft budget is allocating 120.9 billion Iraqi dinars (roughly 94 million U.S. dollars) for the presidency and 762.8 billion Iraqi dinars (roughly 591 million U.S. dollars) for the cabinet.

ان ابتلاء الشعب المسلم بحكام سفله اميين وفقهاء غارقين بالجمود الفكري لايفقهون سوى مصلحة انفسهم ولاقيمون اي اعتبار لتاريخ او دين او اخلاق لننظر الى التوجس والقلق والخوف عند حكام العرب وما يسمى برائيس رابطة علماء المسلمين في العالم الشيخ القرضاوي من انتشارمذهب التشيع في العالم السني الا يسئل العقلاء والمثقفون ماهي القوة في هذا المذهب التي تجعل السياسي السني والعالم السني يهرج ويتهم ويشتم المذهب الشيع برغم ان المؤسسات السنيه الدينيه والسياسيه تمسك بزمام الامور في العالمين العربي والاسلامي ماهو سر التحول من المذهب السني الى المذهب الشيعي هل هناك عاقل في الدنيا يضحي براحته وسمعته وتمتعه بملذات الدنيا ويتحول الى مذهب طريقه مليء بالمصاعب والقتل والشبهات الضاغطه والاقصاء؟ اذن هناك اسرار غيبت عن المسلمين وادرك الباحثون عن الحقيقه ان هناك غش وتضليل, ولنضرب مثالا على طريقة تعامل الطالباني وبيانات ما يسمى بلقاعده الطالبان عندما سيطرون على افغانستان قدموا ادلتهم العلميه للشيعه في سبيل تحولهم من المذهب الشيعي الى المذهب السني اولا سبي النساء وصنع مجزرة في الرجال نحروهم كما تنحر الابل وليس عندهم ما يقدمون من ادله مقنعه سوى انهم عزلوا الاطفال وادخلوهم في مدارس يدرسونهم كفر الشيعه والبرائه من اهل البيت عليهم السلام وهذا ما نشرته بيانات القاعده في بلاد الرافدين فهل من الانصاف والمنطق السديد تسود العالم العربي والاسلامي هذه الفوضى الفكريه؟ نحن نتحدى المؤسسه الدينيه وبالتحديد في السعوديه ان تطلب حوارا عقيديا في الفضائيات واتمنى ان تزيف الفكر الشيعي وتثبت خرافته حتى تحصن افكار من تخشى عليهم من الدخول في المذهب الشيعي .هذا الارهاب الفكري والتجني وابعاد الانسان عن رغبته وقناعاته وفرض اجنده عليه بشعارات دينيه لاتتصل باهداف الاسلام يشكل اخطر انواع الارهاب . وانابعكس الاتجاه ادعوا ابناء الشيعه الى الدخول في المذهب السني ولكن عن قناعة وبحث وتدبر بعيدا عن التعصب والتذبذب والجهل المركب فالمذهب السني لماذا لايخيفنا ولايشكل عدوانيه في نفوسنا نحن نتقدم بالسؤال الى المثقف العربي وليس لنا كلام مع من خرجته مدرسة التطرف وغسل دماغه بحيث وضع في اركان عقيدته التقرب الى الله بتكفير الشيعه نقول ان التضعضع الحاصل في سير المعتقدات السنيه هو التشدد الزائد والتطرف عندما علماء السنه الذين يخشون من وضع كتاب شيعي في المكتبة السنيه بينما الشيعه لايعتمدون في نقل الحوارات الى على كتب اخوتنا السنه اذهب الى المغرب العربي واسئل عن كتاب شيعي سيجيبك المواطن العادي منهم الشيعه انظر الى فضائية المغرب عاصمة الدوله الحسنيه تجد العيد في يوم العاشر من المحرم اقتدءا بالبرنامج الاموي وتنكيلا برسول الله هل من الانصاف للمسلم ان يعظم الفاسق الذي اجمع علماء السنه المنصفون على خروج يزيد من المله يحتفلون بقتل ريحانة رسول الله انا ابرا الشعوب ولكن هذه سياسة التجهيل والاستغفال اذا لم يلتفت اليها الحريصون على المذهب السني ستحل الكارثه ان عاجلا او اجلا ان السنة فيهم عظماء صنعوا التاريخ وفيهم فقهاء منصفون وباحثون حقيقيون موضوعيون وفيهم الادباء والفلاسفه والعباقره تبقى مسئلة الاختيار للتعبد هو مسؤل امام الله ولست انا من يفرض عليه قناعات نتمنى ان يدرك الجميع من سخروا انفسهم لترويج تجارة الفتن وجندوا طاقاتهم فهذا سعود الفيصل والمملوك عبد الله صغير وعجوز مصر الشاذ جنسيا يجرون المنطقه الى هاوية الصراع المذهبي الطائفي ويجعلون من انفسهم قيمين على الشعب العراقي اما شيوخ الخليج فهم كربات الحجال لايعرفون سوى الجنس ولذة التسط على شعوبهم المخدره المذلوله فهم ليسوا الا موضفين لايملك احدهم قرار طلاق زوجته لقد كشف النواح على صدام عورات العرب وارجعهم الى تاريخ اوسخ من نفوسهم
