BAGHDAD (Reuters) -Iraq's Shi'ite vice president and a cabinet minister were wounded in an apparent assassination attempt on Monday when a bomb killed six people at a ministry in Baghdad where they were attending an official ceremony.


While militants defied a new security crackdown in Baghdad, the Iraqi cabinet made a politically significant move by endorsing a draft oil law and sending it to parliament for approval, a senior Iraqi oil official told Reuters.
Passing an oil law that equally distributes Iraq's oil wealth among its warring ethnic and sectarian communities has been a key demand of the United States to keep its support for Shi'ite Prime Minister Nuri al-Maliki's government.

Police sources said Public Works Minister Riad Ghareeb, also a Shi'ite, had been seriously wounded when a bomb hidden at a ministry's meeting hall exploded. Aides to Vice President Adel Abdul-Mahdi said he escaped with light wounds caused by shrapnel.

The CBI dinar exchange rate has stayed the same for a number of days now, but finally the draft oil law has been submitted to Parliment for approval. Maybe this time it is for real. I have tried to envision what could derail the process now and I can't come up with any logical reasons, except that we are dealing with Iraq and 2000 years of anonmosity between the different religious factions. I have to admit, I was a little hyped up this past weekend. Trying to keep things in persepective and focusing on my job and business while still hoping for the day when ALL our lives will change significantly. I still believe and still feel it will be sooner rather than later. I have family and friends that think it will be two years or more, I just can't imagine it taking that long. IMO I believe the Oil Summit in Amman, Jordan in mid April will be key. Hope it is sooner, but thats the date I'm looking to. Everyone have a good week and we'll see what unfolds in the next few days. We have now passed the 5.75 trillion mark for dinars extracted from circulation. Thanks to all.

thanks for the updates! Once question though. You mentioned April 1. What do you make of these rumors of Exxon being at the border? Does not make sense that they would be over there if there were not going to be an rv sooner than April. Or, those rumors are just hogwash? Your input would be appreciated. Thanks.

This is how its going to work in my opinion..... You hear about talabani having a heart attack or what ever from the stress... The US doesnt care, no one cares. IF they didnt take so many vacations then they wouldnt have so much work. The bottom line is, THEY NEED TO FINISH THESE LAWS and the us will push them even if they do have heart attacks, strokes or any other medical condition.....

(With HLT-IRAQ-PRESIDENT-HEALTH) BAGHDAD, Feb 26 (KUNA) -- Iraqi President Jalal Al-Talabani is to leave the Jordanian hospital, where he has been receiving treatment from extreme energy drain causing loss of fluids from his body, Iraqi state TV said in breaking news on Monday.

"Doctors treating him at the specialist King Hussein Medical Center in Amman since Sunday afternoon said his state of health was satisfactory and stable after undergoing tests and he will leave hospital today (Monday) or tomorrow (Tuesday,)" a statement by Talabani's office said.

It added that Talabani's basic body organs were functioning properly and there was no reason for concern over his state of health. (end) ayh.

Fears haunt refugees venturing back home

Baghdad: Hundreds of displaced Iraqi families are moving back to their homes, a week after implementation of the new security plan "Imposing Law", a week ago.

Brigadier Qasim Al Mussawi, Baghdad security plan spokesman, said more than 630 families have returned to their homes accompanied by Iraqi military troops after fleeing from the sectarian violence and ethnic cleansing.

According to the Iraqi Ministry of Immigration and Immigrants' statistics, more than 35,000 Iraqi families were displaced after receiving threats from terrorists.

Umm Kaisar, a Shiite citizen living in a Sunni-majority Al Saydia district, told Gulf News: "I left my house in September after finding a threat letter left under the door one morning. It was the worst day I have ever lived.

"By the grace of God, I was able to return home a few days ago after implementation of the new security plan. Yet we decide to lock the doors before 4pm and not to meet any visitors - we are still scared and cautious."

Armed Shiite and Sunni extremists exploited the absence of state authority in most of Baghdad neighbourhoods to wage violent and broader campaigns of displacements based on sectarian identity.

The campaigns try to segregate Iraqi capital into a majority Shiite sector where Sunnis are prohibited and a Sunni neighbourhood where Shiites are forced out.

Sami Al Rawi, a resident of Shiite-majority Al Karada district, told Gulf News: "I was forced to leave my house last June because of the intolerable situation. Despite that the people are good and considered the true original residents of Baghdad.

"After the arrival of Shiite political parties in the district, two men asked me, in threatening tone, to flee the neighbourhood. And so I did."

He added: "Five days ago, I was able to move back to the neighbourhood I lived and the people I love."

Tents for the displaced

Tents are erected in some open areas in Sunni and Shiite Iraqi governorates to accommodate more than one million internally displaced Iraqis.

The areas resemble Palestinian refugee camps in Arab countries during the Israeli occupation in 1948.

Iraq's cabinet has agreed a draft law which would regulate how the country's oil wealth would be shared between its ethnic and sectarian communities.

The law, which will now be sent to the parliament for approval, will also set out terms regulating how foreign oil firms will be able to operate in Iraq.

Barham Salih, Iraq's deputy prime minister and head of the committee that drafted the law, told Reuters news agency on Sunday: "The council of ministers in an extraordinary meeting today approved the draft of the national hydrocarbon law.
"The law is hoped to enable Iraq to achieve its potential and utilise its revenues for the benefit of all Iraqi people."

The government of Nuri al-Maliki, the Iraqi prime minister, had pledged to reach an agreement on an oil law by the end of 2006 but missed its self-imposed deadline due to Kurdish concerns about relations between the regions and Baghdad.

Federal council

The Kurdish government had reservations about the wording regarding the powers of a federal council, to be established under the law, which would set oil policy and lay down ground rules for contracts signed with foreign firms.

Officials from Kurdistan, where relative security has encouraged more development than elsewhere in Iraq, had said they want assurances the federal council will not invalidate their existing contracts.

But on Sunday, Massoud Barzani, the president of the self-governing Kurdish region in the north of Iraq, said that "a final agreement" had been reached.

Washington has linked its continuing support for the Shia-led national unity government, which also includes ethnic Kurds and Sunni Arabs, to them passing the law but acknowledges the difficulties it faces in reaching a deal.

"The oil law is not just an oil law. It's a law about dividing the resources of the country and therefore maintaining the unity of Iraq. So it's not easy," Condoleezza Rice, the US secretary of state, told the Fox News Sunday programme.

Iraq has the world's second largest proven oil reserves but has been unable to develop them fully because of decades of sanctions under Saddam Hussein and the violence since the US-led invasion in March 2003.

Constitutional committee sessions to resume next month – MP

Baghdad, Feb 25, (VOI) – The committee reconsidering items in the Iraqi constitution will hold its coming meeting next March, a Shiite Unified Iraqi Coalition (UIC) member of parliament said on Monday.
"Most members of the committee are now attending workshops outside Iraq over constitutional matters," Sami al-Aaskari told the independent news agency Voices of Iraq (VOI) by telephone.
The forthcoming meeting, he added, will "envisage proposals tabled by different parties on amendments of certain items in the Iraqi constitution."
In light of these recommendations there will be consultations among political blocs in this respect, he said.
The Iraqi Parliament had set up a committee in November 2006 to reconsider certain constitutional items and that it should finalize its work in a period not more than four months, not including the legislative recess.
The committee is composed of 29 members representing the Iraqi political and ethnic spectrum. The members elected Sheikh Hammam Hammoudi of the UIC as chairman, Fouad Maasoum of the Kurdistan Coalition, the second largest parliamentary bloc, as vice chairman and Abbas al-Bayyati of the UIC as rapporteur.

Iraq's government has fulfilled all requirements and procedures to apply for the membership of the World Trade Organization (WTO), a USAID official in Baghdad said on Saturday.

"Iraq's WTO membership would guarantee Iraqi commodities and services undistinguished access to global markets and it would also give a strong sign to re-merge Iraq into the international community," the USAID official noted.

He said this membership would also bring Iraq more stable trade relations, enhanced income, stimulated economic growth, more jobs and less corruption.
