Kurds the winner in Iraq oil law
The passage appears to have ended, at least for now, the most difficult phase of creating and passing legislation aimed at governing all of Iraq`s vast oil and natural gas reserves.
The Iraqi Parliament still needs to approve the hydrocarbon law, backed by the majority Shiites, which is likely now that the Kurdistan Regional Government has endorsed it.
The 'annexes' to the draft law, as Hawrami calls them, include detailing authority to territories and oil fields to the regions, the Iraq Oil Ministry and the Iraq National Oil Co.; the model and guidelines for contracts; and a law setting the terms of collecting revenues and mechanisms for redistributing them.
These issues have yet to be decided and, Hawrami said, 'will also be agreed upon before submitting the whole package to the Council of Representatives,' the Parliament said.
Despite what appears to be an agreement, Hawrami set a window of two months for action.
'If in two months time the law is still under debate by the Council of Representatives, then we will be reasonable about it and maintain support for the process being completed. However, if the oil law is still facing difficulties and the annexes and the Revenue Sharing Law have not been agreed,' Hawrami said, 'then that would be unfortunate as we will be facing a new situation and we will have to review our options again.'

Arab, int'l farm businesses seek investment in Iraq
AMMAN, March 1 (KUNA) -- International and Arab, including Kuwaiti, agricultural companies are expected to take part in an international exhibition on farm revamp in Iraq here on March 3-6.
The First International Exhibition for Developing Agriculture, Animal Resources and Food Sector in Iraq, organized by the Green Iraq Group, will attract Arab and foreign companies, involving six Kuwaiti ones, specialized in farm and irrigation high-tech.
Green Iraq Group Director General Nedal Abdullah told Kuwait News Agency (KUNA) Wednesday that exhibits would feature sophisticated technology for irrigation and digging wells, pumps, fertilizers, pesticides, farm supplies, high-quality seeds and saplings, machines and animal fodder.
In addition to Kuwait, farm companies from Egypt, Jordan, Iraq, Syria, Lebanon, United Arab Emirates (UAE), Saudi Arabia, Tunisia, Palestine, Sudan, Turkey, Australia, France and Russia, as well as international food and farm organizations are to partake in the international agricultural exhibition, Abdullah added.
Furthermore, an agricultural conference will be held on the sidelines of the event, with the attendance of specialists in the agricultural and food areas, Haitham Al-Nasour, spokesman for the group, told KUNA.
Jordan plays host to a series of trade and industrial exhibitions aiming to attract agencies working at the Iraqi market and in the field of reconstruction in Iraq. (end) ab.

Russia welcomes meeting of Iraq's neighbors in Baghdad
MOSCOW, March 1 (KUNA) -- Russia on Thursday welcomed the Iraqi government's initiative to host a meeting of Iraq's neighbors in Baghdad, a gathering that will also bring about representatives from the five UN Security Council (UNSC) permanent members.
Official spokesman Mikhail Kamynin said in a statement Moscow welcomed the meeting that would group the neighbors, the five UNSC permanent members and regional organizations.
He said Russia has already received an invitation and would attend the meeting in order to pave the way for an international conference at the foreign ministers' level.
Kamynin said Russia would participate in all meetings about Iraq to achieve national conciliation among the Iraqis and halt the bloodshed. (end) as.

Iraqis slightly safer as security plan bites

BAGHDAD (1137 GMT) -- Iraqi civilians were marginally safer in February than in the month before, official casualty figures showed Thursday, despite a spate of car bombings in response to a US-led security operation.
According to figures compiled by the Iraqi defense, interior, and health ministries, at least 1,646 non-combatants were killed by Iraq's warring factions last month, down 8 percent on January's toll.
The figure is still vastly higher, however, than the 548 people killed in February 2006, the month when the bombing of the revered Shiite shrine in Samarra triggered a sectarian war between Sunnis and Shiites.
And casualties among the beleaguered Iraqi security forces are up sharply, with about twice as many police and soldiers killed last month, compared to January, in a sign that insurgents and militia fighters are far from defeated.
US commanders have been cautiously optimistic about the progress being made by Operation Fardh Al Qanoon (Imposing Law), but warn that it will be months before anyone can tell if it is working.
"This operation is still in the early phases, additional Iraqi security forces continue to flow to Baghdad with four more battalions due over the next two weeks," Rear Admiral Mark Fox told reporters Wednesday. "Although, we've seen some initial progress, we know that our enemies will continue to attempt to disrupt our efforts and that improving security in Iraq will take time. We know that we have tough days ahead."
The operation was formally launched two weeks ago when Iraqi Brigadier General Abboud Gambar assumed sweeping emergency powers and tens of thousands of US and Iraqi reinforcements began to arrive in the capital.
Since then, the joint forces have set up 15 fortified outposts in flashpoint districts around Baghdad, from where US combat troops will operate alongside Iraqi police and army units and seek to quell sectarian violence.
Commanders now claim that death squad murders have decreased significantly, but admit that suicide bomb attacks and roadside bombings are up, as Sunni rebels step up their bid to undermine the Shiite-led government.
One civilian was killed and four wounded Thursday when two more bombs exploded on Palestine Street, in the center of the capital, medics said.
And three other people died when a bomb exploded in a cemetery in Iskandariyah, 60 kilometers (35 miles) south of the capital, police said.
Meanwhile, the black-clad militia fighters who were once a common sight in Shiite districts such as Sadr City have melted away, after the radical cleric Moqtada Al Sadr urged them to cooperate with the plan.
But this week Sadr - who has himself disappeared from public view - issued a statement urging Iraqi forces not to cooperate with the American "enemy occupiers" and warned that the plan would otherwise fail.
US officers warn that Sunni fighters have modified their tactics. There have been increasing numbers of attacks in Baghdad's outer suburbs - including chlorine gas bombs - and several US helicopters have been shot down.
According to Thursday's figures, 1,646 Iraqi civilians were killed in February, or around 59 per day, compared to 64 per day in January.
However, almost six members of the security forces were killed every day - 131 police and 29 soldiers - almost double the figure for the month before.
A US Army OH-58 Kiowa reconnaissance helicopter made an emergency landing in northern Iraq Thursday, injuring its two pilots.
"The incident is under investigation. Preliminary reporting shows the cause of the hard landing was mechanical and not hostile fire," the US military said.
According to the Iraqi police, the helicopter came down in Assyria-Mahmoud, a town 85 kilometers south of the oil city of Kirkuk.
A US marine was killed in western Iraq Wednesday, the military said, bringing to 3,160 the US military's losses in Iraq since the March 2003 invasion.

heres a question for you guys does kurdistan use the same dinars as the rest of iraq??? If so then what is this...its dated 2006. If they use a different dinar then i neeed to get rid of some of mine and get theirs. Since the new Iqd came out in 2003 i thought everyone used the same currency.
