Back in the saddle? Iyad Allawi, shown here in 2005, might be involved in a plot to bring down the Maliki government, according to reports.
Iraqi MPs, led by former interim prime minister Iyad Allawi, may make a play at replacing the Maliki government with a government of "national salvation," the Sadrist website nahrainnet.net is warning.
The site refers to broadcast reports from Sawt al-Iraq which suggest a plan involving ex-PM Allawi and his "Iraqi National List" bloc, along with the Iraqi Accord Front, and some members of the governing Shi'a bloc, with the goal of "pulling the rug out" from under the governing coalition and achieving a no-confidence vote in PM Maliki himself.
According the the report, the major goals of this bloc include the repeal of the de-Ba'thification law, and the reintegration of some former Ba'thists into the state. The Sadrist site, naturally, opposes this policy. Nahrainnet.net also wonders if this rumor is part of a larger plot to strike down the new-found power of the Iraqi Shi'a, and push back the Sadrist current.
In another report, nahrainnet.net points to meetings that Allawi held in Iraq and in Amman, Jordan, with various Iraqi opposition leaders as further evidence of this alleged upcoming maneuver.

Council of Ministers's resulotion
This is the translation of the latest resolution of the Council of Ministers approving the oil law and submitting it to the Council of Representatives. You can notice that this creates an unconstitutional loophole in article 5, setting May 31st as a deadline for enacting the oil law even of the council of representatives did not approve it.

Pakistan security forces say they arrested senior member of Islamist militia

ISLAMABAD, Pakistan - Pakistani security forces have captured a high-ranking Taliban leader in the southwestern city of Quetta, a senior Pakistani security official and Taliban sources said on Thursday.
The capture of Mullah Obaidullah Akhund marked the first time Pakistan had arrested a senior leader of the Islamist militia since it was driven from power in Afghanistan in 2001, and thousands of its fighters fled into Pakistan.
The security official, who requested anonymity, and the Taliban sources said Akhund, the third most senior member of the Taliban’s 10-member leadership council, was arrested late on Monday, hours after a surprise visit to Pakistan by U.S. Vice-President Dick Cheney.
The head of the Interior Ministry’s Crisis Management Unit, retired Brigadier Javed Iqbal Cheema, denied Akhund had been detained when asked by Reuters.
Aside from being on the leadership council, headed by Mullah Mohammad Omar, Akhund was defense minister in the Taliban government before it fell.
The arrest comes at a time when the Bush administration is facing a welter of skepticism from Democrats, the American media and several think-tanks over Pakistan’s role as an ally in the war on terrorism.
Cheney had asked Pakistani President Pervez Musharraf to “do more” to stop al-Qaida rebuilding its network from safe havens in Pakistani tribal lands, and step up efforts to thwart a spring offensive by the Taliban against Afghan and NATO troops.
No connection to Cheney's visit
The Pakistani security official said Akhund’s arrest was the culmination of a planned operation, and was not a result of Cheney’s visit.
Taliban sources, who spoke on satellite telephones from undisclosed locations, said Akhund was caught at the home of one of his relatives at the Baluchistan provincial capital.
They said two other Taliban leaders had been arrested in Quetta this week, but the Pakistani security official could not confirm this.
While Akhund’s capture would represent a major coup, it sits uneasily with Pakistan’s past denials of allegations that Taliban leaders were running the Afghan insurgency from Quetta.
Musharraf said last month that he was “500 percent” sure that Mullah Omar was in Afghanistan, though he admits there are Taliban fighters in Pakistan.
The lack of arrests in the past fed speculation that Pakistani intelligence services or rogue agents have allowed Taliban leaders to operate freely.
Having supported the Taliban prior to al-Qaida’s Sept. 11, 2001, attacks on the United States, Pakistan has struggled to shake off suspicions that its spies continue to play a double game in case the West’s commitment to Afghanistan does not last.
U.S. generals have spoken of Taliban “command and control” centers on Pakistani territory.
Yet NATO officials have thanked Pakistan for its help in several recent counter-insurgency operations, including a U.S. air strike that killed a senior commander, Mullah Akhtar Mohammad Osmani, in southern Afghanistan on Dec. 19.JULY STILL AINT NO LIE!!!

Imposing Law enters week III
Operation “Imposing Law” continues in Baghdad. In contrast with previous operations to secure the city, this one is managing to not only keep the initial momentum, but the operation’s effects seem to be growing as well.
A few days ago the government announced a more traffic-related measures to support “Imposing Law” in Baghdad. Under the first order, it will be forbidden to park any private vehicles in the main streets of the city.
Under the second - a reinstating of an old order- vehicles with odd and even numbered plates would only be allowed on the streets on alternate days. This means that only half of the several hundred thousand of private vehicles will be on the streets on any day. The order applies to private vehicles only, but cuts the work involved in screening vehicles approximately in half.
Aside from security concerns, the order also reduces the huge traffic jams caused by the numerous checkpoints. The downside, if any, is being felt mostly by one particular class of Baghdadis: taxi drivers. They can now work only every other day and still have to live with sluggish traffic and expensive fuel.
Still, things are a long way from perfectly peaceful. Bombs continue to disrupt the calm of Baghdad. The suicide bombings carried out by al-Qaeda constitute the largest number of incidents. At the same time there has been a sharp decline in the number of bombings set off by remote control on the part of the regular insurgents.
As we noted in earlier reports, we feel safer about moving around in the city now than we did a month before. I have recently been to districts in Baghdad where a month or two ago I wouldn’t have thought of going to. In the last week or two I’ve showed my ID to soldiers and policemen in checkpoints dozens of times. A few months ago this was considered an extremely risky thing to do — especially for someone whose ID shows a name and profession such as mine. “Omar” is a pure Sunni name and everyone here knows that scores of young Baghdadi men were killed by death squads just because they had the name.
Numbers are always useful in assessing results of any effort, and the numbers so far are on the good guys’ side. I read today that the count of various death squads’ victims for this month is one half that of January, and little more than one third that of December of last year. This comes from the official figures reported by the Baghdad morgue.
The other number that’s become one of the important parameters for assessing the situation in the Baghdad is the number of displaced families that have returned to their homes since the beginning of Operation “Imposing Law.” This one too is giving a positive sign. The last official count by the authorities brought the total to little over 1,020 families in just two weeks according to Baghdad paper al-Mada.

While many Iraqi families are returning to the homes they once were forced to leave, there are also Baghdadis who are reopening their stores, ending the months they spent out of business because of violence and intimidation. Some streets that were virtually deserted a few months ago are slowly showing signs of returning to life.
The reopening stores even include some liquor shops! There are two stores on one street that I used to shop that closed early last year when their owners received death threats from the insurgents and the militias. Yesterday I walked through that street and, to my amazement, I found both stores open and back in business.
Of course the reopening of two liquor stores is no big deal by itself when we are talking about a city where thousands of businesses are still shuttered. I regard this as a further positive sign of a change in Baghdad’s daily life. It means that those shopkeepers are leaving their fear behind, and openly ignoring the threats of militias and insurgents who once ruled the streets and intimidated the people with threats and violence.
The results of Operation “Imposing Law” are not magical. We didn’t expect them to be magical. The commanders didn’t claim they’d be when the Operation began. Still these latest developments are certainly promising. And let’s not forget that what has been achieved so far was achieved while many thousands of the new troops assigned to Baghdad are yet to arrive.

Cabinet passes law that will see revenues spread across country
Iraq's Cabinet has finally endorsed a landmark draft oil law in a move seen as crucial in determining how the country's oil wealth will be shared by its ethnic and sectarian groups.
In a political milestone the Cabinet, which includes members of the country's three main sectarian-political blocs the Shia, Sunni Arabs and the Kurds voted unanimously in favour of the legislation.
The move is a step towards ending the long-running stalemate over the powers of Iraq's federal and regional governments.
Passing a law to help settle potentially explosive disputes over theworld's third largest oil reserves has been a key demand of the US, which has linked it to continuing support for the Shi'ite-led national unity government of Prime Minister Nuri al-Maliki.
Under the draft oil law, regional administrations will be empowered to negotiate contracts with Western oil companies.
These contracts will be reviewed by a central government committee in Baghdad, headed by the prime minister.
The law still has to be approved by the Iraqi parliament, which is out of session until next week. A number of key documents need to be written to complete the full legislative package, which will govern the oil industry.
Deputy Prime Minister Barham Salih said Iraq's leaders had pledged to have the new law enacted by the end of May.
"The Cabinet endorsement...represents a major breakthrough for Iraq's political and economic transition," added Salih, who is also head of the committee that drafted the law.
Under the new law, revenues will be distributed to all 18 provinces based on the population size, a concession to the Sunni Arabs in central and western Iraq.
Most of the country's vast proven oil reserves are in the Kurdish north and the Shi'ite south, leaving many Sunnis fearful they will miss out on any windfall should the overall security situation improve enough to substantially boost production.
The draft law will allow the Kurdish Regional Government (KRG) to review existing contracts it has signed with foreign firms, to ensure consistency with the terms of the new law, Salih said.
Agreement on the law had been held up partly because officials from Kurdistan, where relative security has encouraged more development than elsewhere in Iraq, said they wanted assurances a new federal council will not invalidate their existing contracts.
In recent months, the KRG has signed oil exploration and development contracts with Norway's DNO, the Turkish-Canadian Genel-Addax, Canada's Western-Zagros, and Turkish-US PetPrime and A&T Energy.
The KRG said it didn't envisage any further changes being necessary on these contracts, but said it would submit them to the draft law's independent panel of experts. "to ensure that they meet Iraq-wide required standards. In the meantime, investment will continue under those contracts".
DNO said the new draft law appeared "more or less" in line with what it hoped for and affirmed plans to produce on average 7700 barrels per day in northern Iraq this year.
The law will also restructure the Iraqi National Oil Company (INOC) as an independent holding company and establish a Federal Council as a forum for national oil policy.
INOC will have affiliated regional operating companies and the oil ministry will be the regulator for the sector.
Iraq needs billions of dollars in foreign investment in order to reconstruct its oil industry. Production has fallen to less than 2 million bpd, down from 2.5 million bpd before the war.
Oil executives said a consensus has formed on what future oil contracts should look like despite a backdrop of bickering between Baghdad and the Kurdish authority over control of oil revenues and whether a national oil company should oversee contract negotiations.
Iraqi officials have indicated foreign investors will be offered "buyback contracts" for the most promising fields and "production sharing contracts" for the riskier prospects.
Western oil majors expect a national oil company to be formed to exploit the country's reserves.
