Higher demand for dollar as exchange rate fixed till Thursday in auction

Baghdad, Apr 10, (VOI) – Demand for the dollar was down in the Iraqi Central Bank’s daily auction on Tuesday, reaching $ 59.505 million compared with $49.825 million on Sunday, as the Central Bank fixed the exchange rate at 1,272 dinars per dollar until Thursday.In its daily statement, the bank said it had covered all bids, which included $9.485 million in cash and $50.020 million in foreign transfers, at an exchange rate of 1,272 dinars per dollar, unchanged from last week.
A source at the Iraqi Central bank told the independent news agency Voices of Iraq (VOI) "the exchange rate is fixed at 1,272 dinars per dollar until Thursday."
None of the 14 banks that participated in Tuesday's auction offered to sell dollars.
The auction did not convene on Monday as the Iraqi government imposed a curfew on Baghdad on the fourth anniversary of Baghdad's fall.
Abdul-Razzaq al-Abaiji, an economist, who praised the bank's decision to fix the exchange rate at 1272 dinars per dollar told VOI, "the fixed exchange rate has encouraged traders to make more bids in today's session."

Dreamers of change in Amara wake up to occupation nightmare

Missan, Apr 10, (VOI) - Political changes have always had the greatest influence on peoples. Following years of true suffering for Iraqis under the rule of the former regime, the occupation on April 9, 2003 promised a wind of change that the majority of Iraqis considered a glimmer of hope to dispel a nightmare that had weighed heavily on them for many years. This hope was soon shattered in the light of the repercussions of four years of occupation.
Stories of the residents of Amara, 380 km southeast of Baghdad, are no different from those of other Iraqis, with the exception of certain local matters that Kamal Zayir Hassan, an inhabitant of Amara, says are their distinctive feature.
Hassan says that it was the local residents, not the occupations tanks, who toppled Amara's former local government.
"Signs of rejection and opposition to the former government were already there in the former opposition's strongholds in the wide marshes of the province," Hassan told the independent news agency Voices of Iraq (VOI).
"Civil armed groups came from the marshes and controlled the whole city after the government fled from fear of reprisal attacks from its oppressed people, who had been ruled by iron and fire," Hassan explained.
Amara, capital city of Missan province, is a Shiite city on the borders with Iran. It has a large area of marshes.
"These memories are still vivid in my mind, although they are burdened with the sorrows of looting and plundering governmental institutions and departments. A ray of hope emerged but was shattered a few days after the tanks of the British occupation peacefully entered the city. A civil government took over, which was no blessing, and the city suffers from problems just as intense as before," Hassan added.
No sooner had old sufferings ended than new pains came upon the residents of the relatively poor city of Amara.
Hassan Aziz, 43, says "These four years have only brought more destruction and bloodshed at a time when we were dreaming of putting an end to the pains from which we had suffered. Now these pains have doubled."
"Is it possible that foreign troops will pull out from Iraq? The occupation has greater motives than just changing the regime in Iraq," Hassan questioned.
Aziz added "concerning our standard of living, the high income levels, high prices and constant fuel crisis have used up all our savings which we had kept for a rainy day."
The occupation has also affected social life in the city known for its large family dominant culture.
Saadiyah Muhammad Ali, a retired teacher, said that the occupation has increased social divisions within Iraqi families.
"Political diversity, represented by different national and religious parties and movements, have made family members adopt different approaches. Differences in opinions have resulted in problems, which sometimes makes brothers fight against one another," she explained.
Most problems within or even outside the family are blamed for the high percentage of unemployment and the living difficulties in a city with not many job opportunities.
"Today's youth are only thinking about the future. The ghost of unemployment is haunting everyone and job opportunities are not easy to find," Saadiyah added.
"Many youth are trying to prove themselves through work, although job opportunities are very few. We were dreaming that change would save us much of the effort to secure our future, which seems even gloomier than before. These four years have passed like an entire decade," Sarmad Mustafa, a 22-year old unemployed local resident, told VOI.
Local residents seem to have lost their belief in a better future, as the once dominant collective spirit has now disappeared.
Mustafa, who sees no chance for development, construction expansion or an investment boom in the city, as most local officials look to their relatives and tribesmen to hire despite education, qualifications and proficiency, says "I am frustrated at seeing the criteria to appoint anyone based only on kinship now.
"The dream of change has turned to a real nightmare," Mustafa added.
