    Iraqi PM views security conditions, militias, US attitude, Iran

    Nakuzi begins by asking Al-Maliki what the anniversary of the fall of the regime in Baghdad means to him. Al-Maliki first thanks Nakuzi for coming to Baghdad for this interview, and notes that everything has a price and getting rid of "dictatorship" also has a price. He says: "The 9th of April is not an ordinary event. It constitutes a great divide between two phases: the phase of dictatorship, violence, chemical weapons, mass graves, Isolation of Iraq, loss of freedoms, and loss of democracy; the phase where people had have no choice; and another phase where we have political and media freedom, and where we have democracy, elections, and constitution." He says that the Iraqis will face these many challenges, "which we consider to be a natural price that we are prepared to pay."
    He says that what happened in Iraq was not based on the wishes of the Iraqis, noting that "although we wanted to get rid of that dark phase, we never wanted Iraq to experience the entry of foreign forces and occupation." He says: "Had Saddam and the Ba'th Party responded to the appeals of the politicians and the opposition, and had we entered into a political understanding and implemented the will of the Iraqi people, we would not even have needed the process of bringing down the regime." He adds: "Regrettably, other states believed the lies of Saddam and the Ba'th Party and they took sides with him at the expense of the Iraqi people's will. Thus, much blood was spilled. He lied to them by saying that he was protecting the eastern flank [of the Arab nation], and that had it not been for Saddam and his army, Saudi Arabia, Kuwait and the entire Arab nation would have been vanquished."
    He says the Iraqi people never asked for international forces but the former regime constituted "a threat to international peace." He says no Iraqi would accept the presence of international forces on his soil "because this contravenes the principle of patriotism." Asked if he is one such Iraqi, he says: "Yes I am one of them and I would not approve of anyone saying that he agrees to have international forces on our soil for ever. These forces came and were covered by an international decision, and then the situation in Iraq required the backing of these international forces." He says the presence of these forces is "governed by a certain system and by certain mechanisms and agreements" with the United Nations, and the international forces have agreed to these mechanisms and agreements.
    Al-Maliki says: "Now that we have covered this phase, when we see that our forces are built, and that we are prepared to take full responsibility for the security issue, then we will ask the international forces to leave the country. This is our legal right. We are telling others: Come and let us establish security and wipe out the creators of these sectarian confusions - Al-Qa'idah, and the remnants of the previous regime - and reaffirm security in order to tell the international forces: You may go."
    Asked to comment on the claims that his government carries out the desire of the Americans, that the Americans are doing what they want, and that the Iraqi state is not ruling "in the full sense of the word," he says that the Iraqi government is free in its actions, noting that in certain cases the government appears to some to be "giving concessions" to others, but "in fact this not concession but is an agreement imposed by the circumstances of the country." He says: "The reality determines that matters have to be done this way. Therefore, I believe that whoever wants Iraq to get rid of international forces must join hands with the government and the other political forces that are participating in it, and uphold what the Iraqi people have upheld until we realize a comfortable level of security and then we will use our legal and national rights to have international forces evacuated from Iraqi territory."
    Nakuzi tells Al-Maliki that those who support resistance to the occupation say that there can be no security as long as there is occupation. Al-Maliki says that although some say this, the "majority of the Iraqi people and political forces" have made there decision and asked the United Nations to extend the presence of the international forces for one year, noting that the Iraqi government's request to the United Nations stipulated that the Iraqi government will be responsible for building the security forces and that it will have the right to ask these forces to leave Iraq at the time "of our choice and even before the end of the year," stressing that "if we want the international forces to leave Iraq now, we can ask them to do that."
    Asked if he can make such a decision and present such a demand, and what would happen if the Americans withdrew, Al-Maliki says: "First of all, the prime minister has the right to issue such a demand and he can do that, but this demand must pass through the democratic channels according to the constitution. This is not the demand of the prime minister but the demand of the Iraqi government. This means that the Cabinet must approve the demand. This demand might require the approval of the Political Council on National Security because this is a big strategic issue. It might require the approval of the parliament as well."
    Al-Maliki says that such a decision should be based on the success of the current security plan and after "we have destroyed the efforts of the terrorists, the militias, the opposition forces, and the states that back terrorism." He notes that the Baghdad operations are managed by the Iraqis, maintaining that "I was the one who drew up this plan and presented to the international side and they approved it. It was then adopted by the Army generals who added the necessary details."
    Asked about the government's structure and performance, Al-Maliki says that there is harmony within the Cabinet, and the members of the Cabinet are eager to maintain the unity of the government and the Cabinet, that they are "shouldering their responsibilities," noting that the government is not influenced by "the quota system." He says the government is facing immense challenges and the public services require time, arguing that the power generating stations and oil refineries need three or four years to build and noting that the Iraqi people perhaps do not know that, "but it is their right to demand services."
    He says that some of the administrative governors say that what has been realized in their areas "in terms of drinking water, opening roads, and rehabilitating hospitals," has been "10 times as much as what was realized during the last 10 years of the rule of the previous regime." However, he says that these services facilities, which the government is exerting immense efforts to accomplish, are being destroyed because of political objectives and agendas," maintaining that they "kill people and sabotage the infrastructure and services in order to incite people against the government." He says Iraq has returned to its Arab and international position, adding that its economy has developed, its latest budget has been the "greatest budget in Iraq's history," its doors for domestic investment have been reopened, and a new law on oil and gas has been approved. He says that "this year will witness greater development in services, because we have benefited from the experiment of last year."
    He says during Saddam's rule the employee's salary was $24 per year and now the lowest salary is $1,600. He argues that the markets were closed but now "there is everything." He says during the previous regime, nobody was allowed to use a mobile telephone because the regime feared the people and accused them of spying on it. He says that mobile telephones are currently used even by "terrorists and killers" to detonate boobytrapped vehicles, "but we cannot prevent the citizen from using these services." However he says what has been realized in terms of services is much less than what is needed and the government is determined to do more.
    Al-Maliki says that the Iraqis never distinguished between Sunnis and Shi'is, that "most of our tribes are mixed," that there are "intermarriages" and they live together but "the bad political agendas created this problem." He says that internal political forces reject sectarianism and want to work together "but external policies" are to blame. He says: "The international political struggle is being fought on Iraqi soil, such as the struggle between Syria and Iran and some Arab states. Most of them are against the US presence and intervention because they are either afraid or because they reject the principle itself. This is perhaps legitimate. We in Iraq are paying the price of this struggle.
    "There is another struggle, which is unfortunate because it is not realistic and the Iraqi people will never accept it. As I have said, Saddam Husayn succeeded in inciting the Arab states against Iran and against the Shi'is based on the so-called Iranian threat. Regrettably, this idea continues to exist. This means that they wanted another struggle in Iraq other than the regional Arab versus international struggle. There is a struggle of Iranian Shi'i versus Sunni-Arab or Sunni-Turkish. These are the agendas that are struggling on Iraqi soil. In fact the Iraqis will not accept to be with Iran against the Arab states or with the Arab states against Iran or with Turkey against Arab neighbours."
    He says Iraq wants to build friendships with all these states and to destroy bad relations that the Iraqis inherited from the previous regime. He adds: "Based on this, while we speak of joint interests and positive relations, we will not allow anybody, no matter what his relationship with us is - ethnic or denominational - to violate a single inch of our territory and sovereignty. The Arabs should rest assured about this, and that is what Iran and Turkey should be reassured about."
    Asked if Iran wants to destabilize Iraq because of its differences with the Americans, he says that he does not think that Iran or the Arab states benefit from destabilizing Iraq but the whole thing "is caused by complex contradictions and differences, the struggle with the US side, or against a background of sectarian challenges. Indeed, destabilizing security in Iraq is a destabilization of Iran's security and the security of the other Arab states. They are all aware that Iraq is not an isolated variable in the region's equation. Given its internal contradictions and its political and social structure, if Iraq remains destabilized, then the repercussions and impact of this destabilization will not stop at the borders of Iraq. Everybody knows this and therefore I am reassured that none of them wants to confuse the situation to the point of collapse but they want to establish a fighting position in Iraq to confront the others. Regrettably, although they do not realize this fact, these stands lead to creating confusing.
    "I do not blame the Arab states, Iran, or Turkey when they talk like this. However, we the Iraqis should not lay down the red carpet and present flowers to those who want to enter Iraq to continue their struggles against others."
    Asked why he is not dissolving the militias, especially Al-Mahdi Army, Al-Maliki says that he will talk "very frankly" on this issue. He argues that the militias are not only Shi'is. There is the Al-Mahdi Army and others, he says, "but the number of these militias are much greater than what is commonly known, and regrettably all security protection organizations have become militias," noting that the more active ones "steal the limelight."
    He says his decision has always been that arms should be in the hands of the state and that no political party activists will be allowed into the Armed Forces, adding: "Therefore, the Ba'th Party is a militia in Iraq. Al-Qa'idah is a militia, the Sunni or Shi'i opposition forces are militias, but the decision is to oppose all militias regardless of their denominational, sectarian, or ethic affiliations." He says he has never been allied with any militias, stressing the need for "law and order." He says he accepted "no favours from any militias and I will not recognize any bloc that might compel me to tolerate any anti-national practices."
    Asked if he feels that the Shi'i community is apprehensive that the Sunnis might return to power in Iraq, Al-Maliki says: "When the constitution was drafted, some entertained such apprehensions and, therefore, I think that the constitution needs genuine revision, not as some want; namely in order to introduce additional rights or to cancel other rights, but in order to draft a constitution that builds a modern, humanitarian, and civilized state; a state of partnership among the citizens."
    Asked about claims that the Baghdad security plan is only aimed against Sunni areas, that arrests are made only among Sunnis, he replies that the Shia believe that the operation is directed at them because of the many arrests among them, noting that the Al-Sadr Movement believes that the operation was planned to confront this movement. He notes that the Sunnis also say the same thing but the plan is "against both if they contravene the law and it is for the sake of both if they abide by the law."
    Asked about reports that there is a "parliamentary plan" aimed at toppling and replacing the prime minister; that there will be a "bloodless coup," withdrawals from the Iraqi coalition, and the formation of a "broad parliamentary bloc to bring down Nuri al-Maliki's government," Al-Maliki says he welcomes any such "bloodless coups" if they are carried out through the parliament and democratic methods, adding that he "encourages those who follow peaceful methods to realize their objectives regardless of their motives. He says he would not hold on to his position at the expense of democracy and will not be lenient "towards conspiratorial operations that aim to take the country back to the age of military coups." He adds: "However, there are plots on the level of military coups especially by those who were accustomed to such coups, who lived during the times of the coups, and whose mentality was formed during the rule of the former Ba'thists who thought only of military coups. I will not allow this thing to happen at all."
    Asked if he is still enjoying the backing of the United States, he says: "Concerning the US project or policy, democracy is sacred, held in high esteem, and cannot be tampered with, and that those who come to power do so through democracy. Therefore, the American side respects this democracy. This is reiterated every now and then, and the rules of democracy are always adhered to. As for the US backing and whether the Americans are still extending their backing to the government with the same strength, or whether this backing is waning, I myself feel that there is a genuine backing because the success will be a success of a democratic and civilized project. I have not felt that there is a change in stands against terrorism, violence, and sectarianism despite certain developments in the Congress and within the US Administration."
    He says: "This question is left for the Americans to answer: Are you still extending the same backing? I believe, and judging by what I hear from them, they are sponsoring and committed to democracy and its results and are supporting it."
    Al-Maliki says that "nobody has any interest in trying to take the situation back to square one" and "nobody has any interest in returning to the age of plotting, coups, and circumvention," and adds: "Moreover, the political conditions that produced this government are still firm and such withdrawals are a natural and good development - some leave this side and join that. However, even those who left expressed their support for the government. There is no harm if they are under this banner or that banner. The general climate in parliament and within the political forces is that of an immense support, backing, and sponsoring of the government because everybody feels, sincerely and reasonably, that this government must succeed." He says the government is supported by the people and the Council of Representatives.
    Asked finally when security will prevail in Iraq, he says that there is terrorism and danger in the streets but "we can hold this interview in any Baghdad street." He says: "Ministers go about in the street and life has started to return to normal. This might need time but we are now dismantling Al-Qa'idah and the infrastructure of terrorism and the militias, and we have realized great successes, the most important of which is that the average citizens now have confidence in the government. But please give us time, not more than a few months." Al-Maliki asks Nakuzi to come to Baghdad and hold another interview with him in a month's time and "you will see a different Baghdad than the one that you are seeing today."

    Precisely, however and in the meantiome, that launching is still by far... quite a while to go, I won't reckon anywhere before Nov 2007... but thats my calculated view shared with many outside the forum and tracking closely from elsewhere too that are optimistic and certainly, ever cautious as well on a date no earlier than what I believe firmly in.
