You're right about the debt relief with Saudi susie....the reason I posted this article (#647) and the same as post #646 with Russia...is because both countries are announcing they will back Iraq fighting terrorism.

Then there are some other two ( I don't remember the names for them), that have been passed by Cabinet & Parliament - one of them is the National Oil Company formation and one more.
The only one keeping everything in hold is the Oil Sharing law.

Of course, I may be wrong; if someone has better info, please clear this up.

If I understand what I posted it is saying "ONLY NEEDS TO BE APPROVED BY THE CABINET TO PASS THRU THE ICI".

Parts of the HCL have been passed but, the section where who will actually negotate the contracts and specifically as to how much local oversight there will be was the hanging point...and also the part where each citizen would receive an oil check ala Alaska is a sticking point between rich law makers and poor citizens...BUT, the bill(s) as approved by the Cabinet says that if Parliament doesnot inact the law by 31 May 2007 then the Oil Minister in cooperation with the PM will be authorized to sign contracts in the collective interest of the Iraqi People...This escape clause is always why I never put much importance on ther actual passing of the law..to prompt the RV...would nice to have but not needed to get the oil fields humming!
