    Iraqi officials and businessmen arrived in the United Arab Emirates to discuss their country's controversial but crucial draft hydrocarbon law, intended to attract investments into the country's ailing energy sector.

    The 85-person Iraqi delegation includes several oil and planning ministers as well as several other parliamentarians, Iraqi oil spe******ts (spe******ts) and businessmen.

    The delegation will debate ways of moving forward the country's proposed hydrocarbons law, which has been bogged down by disagreement over whether Iraq, holder of the world's third largest oil reserves, should open up the oil and gas sectors to foreign investors.

    Default Do we need to be concerned?

    I am not sure if I should post this here but it is factual and news to me... so here goes. The CBI hasnt changed the exchange rate in eleven auctions now, the longest run since the start of the gradual revaluation. (as oppose to a quick one ...what we have been waiting patiently for) To make things even more stressful the international exchange (Bloomberg and others) have slowly BUT steadily shown a DECREASE in value. Compared to a month ago the exchange rate from dinar to Canadian funds has decreased by almost $30 on a million. I know this doesnt seem like much, but when you take into consideration logging on and watching it grow by a dollar here and a dollar there, $30 is alot. I would like to know what other people think. Are you worried?

    IRBIL, Iraq, April 17, 2007 (UPI) -- A new deal in northern Iraq will establish a regional natural-gas sector and provide needed domestic electricity generation.
    Dana Gas, based in the United Arab Emirates, signed a deal to scope out and develop the natural-gas reserves in Iraq's northern Kurdistan region.

    Iraq has 111 trillion cubic feet of proven natural-gas reserves, the 10th largest in the world, and produced nearly 62 billion cubic feet last year. But Iraq's hydrocarbons sector is vastly under-explored, with more oil and gas expected to be found.

    "This is a high-level broad agreement whereby we work together with the regional government to develop the long-term plans for overall gas development and optimal utilization," said Dana Gas Business Development Director Majid Jafar. "There is an immediate need for power generation as a priority; there is also a strong desire to use this valuable resource to encourage industrial and broader economic development and job creation, and longer term there is also the possibility for potential exports, most likely by pipeline."

    Internally, Iraq suffers from a shortage of electricity, as well as transportation, heating and cooking fuels. It also lacks the investment and development -- as well as security -- needed to put its hydrocarbons production at the level its vast reserves could support.

    Investors are largely waiting for a federal hydrocarbons law that will regulate development. The Kurdistan Regional Government, however, has moved ahead on its own to develop its oil sector, and now gas.

    "The Kurdistan region is in urgent need of natural gas as fuel for electricity generation projects that are long overdue and will benefit not only the people of the Kurdistan region but contribute to affordable electricity for the whole of Iraq," said KRG Prime Minister Nechirvan Barzani.

    Arabian Business reports Dana Gas and the KRG will create "Kurdistan Gas City," a large manufacturing complex fed by natural gas.
