    Iran reiterates its reservations about the conference on Iraq

    Ankara (AFP) - repeated Iranian Foreign Minister Manouchehr Mottaki Tuesday his country's reservations about international conference on Iraq to be held in Egypt, during a meeting in Ankara with his Turkish counterpart Abdullah Gul.

    He said a Turkish diplomat told Agence France Presse after the meeting that Iran regrets that the Conference is not preceded by a meeting of the neighboring countries of Iraq and the lack of consultation with the region's countries on the choice of the host country.

    Participate in the international conference on Iraq scheduled in Sharm El Sheikh, Egypt on the third and fourth of May six countries neighboring Iraq, Iran, Jordan, Kuwait, Saudi Arabia, Syria and Turkey as well as Bahrain, Egypt, the Arab League and Organization of the Islamic Conference, the United Nations and the five permanent members of the Security Council (United States, Britain, Russia, France and China).

    Also participating States and other G8 members Canada, Germany, Italy, Japan and the European Union.

    The Mottaki expressed reservations at the beginning of this month, saying it should have been holding this conference in Baghdad that includes only Iraq's neighboring countries.

    The diplomat said that Turkey Unhappy turn choose Egypt for hosting the conference because Ankara was a candidate for staging But he added, "regardless of the country chosen, Turkey will be present." He did not specify whether Gul will represent his country.

    He continued that the Turkish diplomat Mottaki Sidjol a number of countries in the region to discuss the issue of the conference on Iraq.

    Following is the text of UN Secretary-General Ban Ki-moon’s video message to the International Conference on Addressing the Humanitarian Needs of Refugees and Internally Displaced Persons inside Iraq and in Neighbouring Countries, held in Geneva from 17 to 18 April:
    This Conference is a crucial opportunity to focus international attention on the humanitarian consequences of the situation in Iraq.
    The number of Iraqi refugees and internally displaced has increased significantly over the past year. Their growing needs must be addressed. We also need to look at the situation in affected neighbouring States, especially Syria and Jordan.
    Iraq’s neighbours have been generous in receiving large numbers of Iraqis. But they are finding it ever harder to sustain and provide basic services, such as health care and schooling.
    For many fleeing Iraqis, resources are dwindling. Many will soon become destitute.
    I hope this Conference will galvanize international support to provide them with more protection and assistance. And I hope it will mobilize resources for establishing much needed protection space.
    For neighbouring countries, this means keeping borders open, and upholding the principle of no forced return. It means ensuring access to health and education services.
    For other receiving countries, it means continuing to provide asylum or other forms of protection.
    For the Government of Iraq, it means recognizing the needs of these vulnerable populations. It means working tirelessly to create conditions for their safe return, regardless of ethnicity or sectarian affiliation.
    For the international community as a whole, it means supporting humanitarian programmes. It means creating resettlement opportunities for the most vulnerable, and working together to improve the prospects for the voluntary return of Iraqis as soon as possible. And it means recognizing Palestinians as among the most vulnerable inside Iraq. Many of them have tried to flee the country and are stranded at borders.
    The United Nations will keep doing its part. We will continue to provide humanitarian assistance. We will work with the people of Iraq for reconstruction and recovery, in accordance with Security Council resolution 1546. And we will work in partnership with the Government of Iraq and the World Bank for the success of the International Compact, to build a framework for Iraq’s economic transformation and integration into the regional and global economy.
    These are complementary efforts: providing immediate assistance to displaced Iraqis, and working for the longer-term goals of the International Compact. Only a secure, politically stable and economically prosperous Iraq can reverse the tide of displacement. And only through assistance from the international community in this difficult period can Iraq fulfil its enormous human and economic potential.
    All of us must recognize that this situation is a global responsibility with international repercussions. It will not resolve itself. Let us face it head on, and address it together.

    The religion is behind it here all along... cast that aside and OUT goes Sadr's hold on any strings pulled from that sinister sheikh's band of thugs holding ransom on everything that moves for improvement... Iran again behind this all...???

    Your guess is as good as many others watching and relaxing at the same time.... no real sweat in playing the waiting game here fellas!!!

    Baghdad, (VOI) - Iraqi Oil Minister Hussein al-Shahrestani said on Wednesday the enactment of an oil and gas law is a national achievement for Iraq’s people, underlining that it would have a positive affect on Iraq’s unity.
    "The law tops Iraqis' interests and its clauses are based on realizing national interests," the state-run al-Iraqia satellite channel quoted the minister as saying during a forum held in Dubai, United Arab Emirates, on Wednesday.
    "The oil and gas law consists of 43 clauses and four articles," the minister said in the forum, which was attended by deputy parliamentary speaker, Khaled al-Attiya, and a number of Iraqi lawmakers.
    "The law stipulates that the cabinet will be responsible for approving federal oil policy and supervising drilling, extracting, producing and marketing oil," al-Shahrestani also said.
    "To fulfill these responsibilities, the federal council for oil and gas will be established," the minister stated.
    "The council consists of the oil, finance and planning ministers, the federal government, the governor of the Central Bank, a representative of each province where production capacity exceeds 100,000 barrels per day, and a number of Iraqi experts," he added.
    "The council will be assigned to make federal oil policies and production plans, grant licenses for drilling, and to sign contracts," al-Sharestani noted.
    "An office of Iraqi independent experts will also help the council to fulfill its work," he highlighted.
    "Licenses for drilling will be granted for four years," the minister said, noting that in the case where oil and gas are found in the field, the council will grant a license for two years for estimating production, and sign a contract for 20 years to produce oil and develop oil fields," the oil minister concluded.

    A plan for constructing an oil refinery in Iraq

    The Kuwaiti Gulf Company for Petroleum Investment (Petro-Gulf) said on Saturday that it intends to assist in building an oil refinery at an investment of $ 130 million in northern Iraq with two others partners.
    According to a statement published on the Kuwaiti bourse web site on the Internet, the Company said that it had signed a memorandum of understanding with the Turkish group Chokorova to build a refinery with the capacity of 20 thousand barrels a day within other oil projects.
    The statement also mentioned that the other partner is the Company of Taqat which is a contributor in Petro-Gulf Company.
    The statement added that the refinery is expected to be ready for operation within a year and a half.
    Petro-Gulf Company, which works in the oil fields business such as drilling operations and engineering operations of the upstream and downstream activities, will own 10% in the refinery project.

    Key Sunni political formations headed by member of parliament Adnan al-Dulaimi have denounced an order handed down from the Supreme Judicial Council to the Parliament demanding that the chamber lift Dulaimi’s parliamentary immunity.

    The order, announced two days ago by Baha al-Araji, a Sadrist MP, accuses Dulaimi of being behind murders and forced displacements in areas west of Baghdad, Aswat al-Iraq reports in Arabic.
    A statement posted online on the website of Dulaimi's political party said, “The remarks of MP Baha al-Araji are sectarian in essence, intending to divide Iraq as certain parties and personalities -which are known to all- are attempting to do. They do not want the best for Iraq and its people, and they seek to pull the country into the cauldron of civil war.”
    The statement added, “the conference that Dulaimi leads, which is considered one of the three principal components of the Iraqi Tawafuq List, sees that this is a fabricated falsehood, with political motivations” pointing to “suspicious persons and actors” as standing behind it. Dulaimi is the general secretary of the Conference of the People of Iraq, one of the principal parties joined in the Iraqi Tawafuq Front bloc.
    The order, the statement said, was motivated to incite “division and fighting” in Iraq, in order to dishonor those who seek the “unity and liberation of Iraq, among them Adnan al-Dulaimi.”
    The order “only adds aggravation and complication to the situation” saying that those who were behind the order held “bloody historical grudges” and “hateful sectarian projects,” who were part of the sectarian militias and death squads.
    The statement called for the immediate cessation of “campaigns of targeting noble national symbols, especially the Iraqi Tawafuq.”
    Dulaimi has rejected the judicial order that calls for the lifting of his parliamentary immunity, calling the charges a “ruse” with “no relationship to the truth,” Aswat al-Iraq reports.
    The Tawafuq Front also published an online statement saying that “all the requests to lift parliamentary immunity from members of the Tawafuq Front are politically motivated and are intended to distort the reputation of members of the front, to remove them from the political process.”
    Dulaimi, presently in Jordan, said Tawafuq members will “defend ourselves,” adding that if his immunity is lifted he would “confront the case with all resoluteness,” according to Aswat al-Iraq.
    Dulaimi added that “the court is still to a large extent honest, and we are confident in the rightness of our actions.”
    The Sunni leader is presently in Jordan with a Tawafuq delegation that will travel next to the UAE at the invitation of the ruler of the Emirate of Sharjah.
    Dulaimi added that many political actors try to influence the Supreme Judicial Council, and the passing of its decisions and orders that undermine the security and political situation in the country, and increase the differences.”
    Dulaimi called for the political enttites to work with wisdom, and not to add a rift that will lead to the deterioration of the situation at all levels, especially with respect to national reconciliation, Aswat al-Iraq reports.
    Recently there have been several high-profile raids on residences of prominent members of the Tawafuq Front, in which some guards were arrested.
    Under current Iraqi law, members of parliament are awarded immunity from arrest and prosecution, which can be lifted by the rest of the chamber.
    It was revealed recently that ten MPs were facing judicial recommendations that their immunity be lifted by the parliament so that they can be prosecuted for connections to militant groups.
    Last week, a source inside Tawafuq informed an Iraqi media outlet that the bloc representing 44 seats in the Parliament was planning to withdraw from the political process altogether, saying that Tawafuq MPs had left the country to avoid prosecution. The bloc has yet not moved to exit the political process, and it may be that Tawafuq MPs have adopted a wait-and-see approach pending the outcome of the moves to prosecute.

    Iraq raises price of oil to United States in May

    An oil industry source said on Wednesday that Iraq is raising the official selling price for Basrah light crude, shipment of May, to American customers by 3.60 dollars per barrel.
    Under the increase imposed by the Iraqi Oil Marketing Company (SOMO), American buyers will pay the price of West Texas intermediate crude minus $ 3.30 per barrel for Basrah light crude in May, up from minus $ 6.90 in April.
    The decision followed a similar increase from Saudi Arabia to American clients.
    The price of Basrah light crude in May increased to European buyers by 85 cents to the average immediate price of Brent, Fortes and Osberg crude minus $ 4.85 per barrel compared with minus $ 5.70 in April.
    Asian buyers will bear an increase of 20 cents on May shipments; they will pay the average price of Oman and Dubai crude minus $ 2.35 a barrel, up from minus $ 2.55 per barrel in April shipments, according to the source.

    Prime Minister Nouri al-Maliki--whether intentionally or unintentionally--looks set to follow Moqtada al-Sadr's recommendation regarding the selection of non-partisan independents to replace the withdrawn Sadrist ministers.
    "In the near future, the names of the ministers will be announced ... from the independents, technocrats and those who believe in a new Iraq," Maliki said Tuesday in a press conference in Amman.
    Maliki said the appointment of technocrats would help the government "escape from (sectarian) quotas and also helps in choosing ministers who are professionals and politicians".
    While the majority of the Western press focuses on whether or not the Sadrist move will weaken Maliki's ruling coalition, they miss what in the Iraqi press is a major point of debate over another apparent intended consequence of Sadr's political wrangling.
    Reuters reports that "Analysts had said they did not expect the walkout to affect the day-to-day performance of Maliki's government since the ministers did not hold any key portfolios, but it could increase pressure on him to draw up a troop withdrawal timetable, a demand of many Iraqis four years after the U.S.-led invasion."
    The semi-official al-Sabah newspaper, however, had other pressing questions to ask its experts: "Some political analysts considered the withdrawal of al-Sadr Movement from the government as the first serious attempt to dismantle the quota system and adopt a right political and parliamentary approach."
    According to the newspaper, "Other politicians believe that it will certainly serve the Iraqi political process, which they say is suffering from the burdens of the quota system, if other political blocs followed suit."
    Sectarian parties dominate Maliki's government, and Iraqis have long complained that the deliberately careful ethnic makeup of the national unity government hinders Maliki, forcing him to tread carefully to keep his various constituencies happy, and turning ministries into personal fiefdoms of political blocs.

    A mall project at $ 120 million in Arbil

    Kurdistan Company for real estate development presented late last week the specifications draft for the construction of a mall in Kurdistan valued at $ 120 million and on an area of 104000 square meters; it is expected to be completed in a maximum of 4 years. According to the plan proposed, the mall will include a global hotel accommodating 300 beds, a commercial offices complex, big retail market, large shopping center, three buildings of residential apartments and a recreational area.
    The Center is located near the international airport of Arbil and the new United Nations campus; it can be reached easily through a network of new roads. Bayan Sami Abdel Rahman, head of the board of directors of the Kurdistan Company for real estate development, said in a statement that starting this project, which is considered one of the largest real estate projects, is part of the growing economic activity in Kurdistan.
    The mall is scheduled to provide business facilities and services on a global level for the growing number of multinational companies that seek to stabilize a foothold in Kurdistan. It is noteworthy that the Kurdistan Company for real estate development is a joint project between the National Real Estate Company, which is one of the largest real estate companies listed in the Kuwaiti stock market, and the Kurdistan Development Authority, which works to promote the Kurdistan region amid global investment companies.
    The projects of the National Real Estate Company include the establishment and management of real estate Kuwait area of free trade and the construction and management of the resort Heights and Al-Sharq Market, both in Kuwait.
    The Declaration on Erbil International Hotel included speeches of Osama Al-Bader, Director of the project, and Sheriff Kamal, Director of the National Engineering Company buildings. The occasion was also attended by a number of ministers and officials of the government of Kurdistan region and prominent representatives of the banking sector, the construction sector, the private sector and a number of international journalists.

    Horani said that the crux of the matter is limited to the diagnosis of the real role of the prospective foreign investments, which will have the effect of the new law restricted, after its 82% of Iraq's oil product currently under the authority of the national company, which will have a margin of only 18% to foreign companies.

    Horani positions came during a seminar to discuss the draft law of oil and gas new Iraqi organized by the Iraqi Parliament in Dubai, United Arab invitation of the Iraqi Business Council, has summoned a reply from Sheikh Khaled al-Attiyah, Vice-President of the Parliament, which urged the participants not to use inappropriate language.

    Shahrastani said that the draft law "was discussed throughout the six months to get materials on which everyone agrees," and stressed that the oil and gas "belongs to all the Iraqi people and must distribute dividends to all the districts by population."

    من جهته أوضح علي بابان، وزير التخطيط والتعاون الإنمائي العراقي أن إقرار مجلس الوزراء قيام صندوق عراقي اتحادي لجمع عوائد النفط يشكل حسماً للجدل الدائر حول هوية الثروة النفطية، ويعيدها إلى الشعب العراقي عوض تخصيصها لسكان المحافظة المنتجة.
