Yup...I couldn't agree more on that but that is by now, more than obvious ... question remains, WHAT will and when will it constitute that position with the current havoc both within and outside of the political will of the current leaders running the circus to the bafflement of outside economic forces whoalso, just cannot wait to move in???
All the Press publications is soothing.... but tell it to the victims and would be victims that won't make it and who live by the day as we type here while they get bombed-out again from their last ever living daylights for the last time on this planet... another horrific toll just took place an hour ago...

The bombings will not hold up the HCL, IC and reval. They need to kickstart the economy to stop these dreadful cowardly acts. Give the people money, jobs, homes, something to live for and you will see them turn on the low life's because ultimately they want a better like most of the population. With money in their pocket they would not be accepting money to put a bomb under a car or walk around with a bomb strapped to their backs.
Don't be down Des. This is coming to a head, the IC holds the key and why all these big meetings are being crammed in within close proximity.

You know....After reading Article IV in great detail, and the emphasis it places on stability, I am not sure that par value doesn't mean as compared to other Mideast countries. The IMF does not want large shifts in value....either up or down. At $1, there will certainly be a huge upward movement over the next couple of years, as everyone knows it should be over $3, just as soon as Iraq's oil, natural gas and other industries take hold. To the IMF, from $1 to $3 over a couple of years is extremely volatile. So we could be looking at a different (larger) par value comparison. They are very serious about the volatility issue. JMHO

Paper Claims that a "Prominent Deputy" was Implicated in Parliament Bombing

Az-Zaman led the news today with a dramatic revelation: a “prominent parliamentarian” may be deeply implicated in the bombing that occurred in the Iraqi parliament last week.
The newspaper said that the evidence from “preliminary investigations” point to a “prominent parliamentarian” as the main culprit in the attack.
Az-Zaman did not reveal the identity of the deputy in question, but said that it received the tip from a source in the “security committee” that is investigating the attack. The committee is made up of both Iraqi and US investigators.
However, the newspaper indicated (elsewhere, in the same issue) that the chair of the Sunni Tawafuc bloc, 'Adnan al-Dulaimi, will be “stripped from his parliamentary immunity soon,” but did not indicate the reason.
It is possible, however, that the two events are not connected, several Iraqi politicians had demanded that Dulaimi be investigated for possible ties with insurgents, and for some of his past statements that were deemed to “incite violence against Iraqis.”
The other important theme in today’s news relates to the fate of the Iraqi government after Muqtada al-Sadr withdrew his ministers from the cabinet.
The Sadrist withdrawal left six ministerial seats empty, and the political scene in Iraq is now abuzz with rumors as to who will occupy the cabinet positions, and whether the replacement of the ministers will be conducted with an eye towards “reforming” the government, as Maliki has been promising for months.
The most sensitive issue relates to how the selection of the ministers will reflect on the political balance between different groups in the parliament.
Newspaper predictions and statements by those close to al-Maliki indicate that the Prime Minister may bypass the issue and appoint “independent technocrats” who are not affiliated with the major political blocs; rather than try to distribute the six ministers over the major parliamentary coalitions (which could cause more problems than it solves.)
The more likely possibility is that al-Maliki will appoint several “technocrats” from outside the political scene, while leaving other seats for political negotiations.
Az-Zaman quoted a Maliki advisor, Sami al-'Askari, who said that the names of three new ministers have been approved by al-Maliki, and that those ministers will be from outside the political coalitions.
Al-'Askari did not name any of the candidates but indicated that they are “independent and technocrats.” He added that the candidates to fill the other three seats will be announced in the next few days.
Meanwhile, al-Hayat said that the ministry of health will probably be given to Fakhri al-Maliki, a surgeon who spent a long career in Iraqi hospitals. Al-Hayat referenced a “source close to al-Maliki” who said that the appointment of Fakhri al-Maliki is “quasi-confirmed.”
Al-Mada said that until the new ministers are confirmed, al-Maliki will temporarily delegate the ministerial position to current members of the cabinet.
Al-Mada also reported that major political blocs are already engaged in negotiations over the shape of the new government to come. Certain issues will complicate the ministerial reform, given that certain political blocs demand to change specific ministers that they find to be too “controversial” or inefficient.
One such obstacle is that insistence of the Sunni Tawafuc bloc on replacing the current minister of defense, whom they don’t deem suitable for that strategic ministry. The spokesman of al-Tawafuc told al-Mada that the bloc is “insistent on the replacement of the minister of defense,” and “will not cede on that issue.”
Lastly, in the Iraqi edition of Az-Zaman, al-Maliki’s advisor, Sami al-'Askari, was quoted exclaiming that the Sadrist withdrawal will “relieve” al-Maliki, who can now choose “qualified ministers.” In a snipe against Sadrists, al-'Askari also told the newspaper that “al-Maliki used to suffer from the low performance of the ministers, especially those from the Sadrist bloc ... specifically, the ministries of health and transportation.” Both ministries were run by the departing Sadrists.

More income in.... less currency in circulation.....HCL to go before parliment next week......ISX rumored to open this week......WTO meeting on the 20th of this month......ICI meeting May 3rd and 4th.....GOI operating within budget.......SA relieves debt.....Hopefully Kuwait to follow........More oil reserves than SA......Natural gas coming to the forefront.......expected increase in oil production to 6 MBD in 3 to 4 years........Can anyone think of anything else?

At least 157 people have been killed in a string of attacks in Iraq's capital, Baghdad, security officials say. In the deadliest incident, some 115 people were killed in a car bombing in a food market in Sadriya district.
An attack on a police checkpoint in Sadr City and several other explosions left at least another 42 people dead.
The attacks came as Iraqi Prime Minister Nouri Maliki said Iraqi forces would assume control of the country's security by the end of the year.
On Monday, the Iraqi parliament bloc loyal to radical cleric Moqtada Sadr withdrew from the cabinet, demanding Mr Maliki set a timetable for a US troop withdrawal.

The bomb in Shia-dominated Sadriya was reportedly left in a parked car and exploded at about 1600 (1200 GMT) in the middle of a crowd of workers.
The market was being rebuilt after it was destroyed by a bombing in February which killed more than 130 people.
"We lifted the dead," a man at the scene told the Associated Press news agency.
"One was totally unidentifiable, he had no ID. Actually his body was not even intact. We picked him up too."
About an hour earlier, a suicide car bomb attack on a police checkpoint in Sadr City killed 30 people.
Another parked car bomb killed at least 10 people near a hospital in the Karrada district of Baghdad, while in al-Shurja district at least two people were killed by a bomb left on a minibus.

Car and suicide bombings have occurred almost daily in Baghdad in recent months, despite a US-led security crackdown since February.
The attacks came as officials from more than 60 countries attended a UN conference in Geneva on the plight of Iraqi refugees.

The US military, meanwhile, said its forces had killed five militants during a raid on near the town of Fallujah in restive Anbar province.

Overwhelming isn't it?
It seems like the old day's of the good, bad and the ugly in the end before it was all settled they all had to come together in order to finalize.
We really are on to something and Adster makes perfect sense when stated that once the money is worth so much, who would trade these awful actions of desparity for their families to have some money after their own demise or the destruction of volumes of people for mere pennies.Refractex
