    Kuwait has not yet decided to write off their loans to Iraq

    American official said that Kuwait had not yet decided whether it will write off their loans to Iraq amounting to 15 billion dollars, which date back to the era of former Iraqi President Saddam Hussein.


    The Iraqi Prime Minister Nuri al-Maliki met recently with the Amir of Kuwait, Sheikh Sabah Al-Ahmad and discussed the issue of religion. He also met with David Satterfield, adviser to the American Secretary of State Condoleezza Rice, who is currently visiting the region to provide financial support to the Iraqi government.

    Kuwait had pledged to write off 80% of its debt to Iraq, but the resolution is awaiting parliamentary approval.

    He opposed many of the members of Parliament such a decision on the basis that Iraq is an oil-rich and must repay debt.     Iraq oil law no closer to completion
    BAGHDAD, 25 April 2007 (UPI)

    Iraq's oil minister said a draft law governing its oil would head to Parliament this week, but major roadblocks still need to be overcome.

    More than 60 current and former Iraqi oil officials met in Dubai, the United Arab Emirates, last week to talk frankly about the hydrocarbons law. Instead, what was revealed was negotiations are a long way from concluding.

    The Iraqi Cabinet in February approved a draft hydrocarbons law framework, which lays out how Iraq's 115 billion barrels of oil and 111 trillion cubic feet of natural gas reserves will be governed, explored and produced. That law, along with numerous accompanying laws and annexes, are to be approved by Parliament by May 31.

    While tense talks in Dubai highlighted difference of opinions on the oil regime, Oil Minister Hussain al-Shahristani said it will head to Parliament soon.

    The framework means nothing without the annex -- a disputed list of who controls which oil fields. There has been no agreement on revenue sharing either, both how exactly the money will be collected and redistributed, and how much.

    Petroleum Intelligence Weekly reports the Kurdistan Regional Government said the Kurdish bloc in Parliament will reject the law if the annex stands as is. The KRG will move forward unilaterally on development if the law isn't passed by the end of May, which is looking increasingly likely.

    Iraqi Prime Minister Nouri Al Maliki met with top officials from Kuwait and the US yesterday to discuss the $15 billion (Dh55.05 billion) Baghdad owes Kuwait and ways to stop the infiltration of foreign fighters, officials said.

    Al Maliki, on his second visit to this country as prime minister, met with Emir Shaikh Sabah Al Ahmad Al Sabah for about an hour and later held a separate meeting with David Satterfield, an adviser to US Secretary of State Condoleezza Rice on Iraq.

    Satterfield, who was on a regional tour to encourage financial support for the Iraqi government, told Al Maliki that Saudi Arabia has agreed to write off most of the more than $15 billion Iraq owes the country, but Kuwait has not made a final decision, according to an aide to Al Maliki.

    During his visit, Al Maliki is expected to ask Kuwait to forgive the $15 billion that his country owes the nation dating back to Saddam Hussain's former regime.

    The Kuwaiti government has pledged to forgive 80 per cent of the debt, but the decision is subject to parliamentary approval. Many lawmakers oppose the move, arguing that Iraq also is an oil-rich country and should pay back the money.

    Satterfield said on Monday that the American and the Iraqi governments are "working closely" with Gulf countries and other major creditors to write off Baghdad's debts.

    The US official asked the prime minister on Tuesday about what should be done to stop the infiltration of foreign fighters and weapons into Iraq from neighbouring Iran and Syria, the aide to Al Maliki said on condition of anonymity because of the sensitivity of the issue.
