On a serious note, while I did read the articles about the kurds not agreeing to some points of HCL and the other Party ( Iraqi Front or whatever) that says the HCL is not compatible with the Constitution....

It still seems to me that HCL is pretty much done.

Why? Look at what they have been discussing in the last two sessions:

Monday - Parliament security, with hiring of a security company
Tuesday - The threats received by a Parliament member at home

Parliament discusses security conditions in Basra

Baghdad, Apr 25 (VOI) – The Iraqi parliament held an ordinary session headed by Dr Mahmud al-Mashhadani on Wednesday, where it discussed the security situation in Basra province, which witnessed mass demonstrations to call for the sacking of incumbent governor Mohammed Mosbeh al-Waeli.
Lawmaker Hassan al-Shamri of the Shiite Fadila (Virtue) Party spoke about threats against the governor and his family, urging the government and Iraq's presidency to send a neutral commission to Basra to investigate calls for its governor to be relieved.
"Threatening the governor is a legal issue and the government has to act according to the law," the lawmaker explained.
On Monday, a mass demonstration was staged in Basra province calling for the relief of Governor Waeli.
Basra, a Shiite city, is 550 km south of Baghdad.

Now, you wanna tell me that they talk about this stuff ( which yes, it is important stuff, but they do have a deadline on the HCL that they have to meet, right?) , with the HCL on the table & not taking care of it?? I don't think so.... JMO
