Text of final statement of the Iraqi neighboring states expanded in Sharm El-Sheikh
Sectarian called on disbanding the militias and the strengthening of the political process

Lastly, the neighboring countries of Iraq expanded its work yesterday in the International Conference Center in Sharm El-Sheikh, issued a final statement, stressed the importance of addressing the issue of sectarianism, and the disarming and disbanding of all militias and illegal armed groups without exception. وفي ما يلي نص البيان:
The following is the text of the statement :
At the invitation of the Arab Republic of Egypt, Republic of Iraq, the Ministers of the neighboring countries of Iraq and Egypt and Bahrain and the permanent members of the Security Council and the Group of Eight meeting in Sharm el-Sheikh, Egypt on May 4 (May) 2007 with the United Nations, the Organization of the Islamic Conference, the League of Arab States, the European Union, aimed at assisting the Iraqi people and government and the deputies to build on the ongoing political process and the progress achieved in order to support national unity and the restoration of internal stability and pay the comprehensive political dialogue, reconciliation and strengthening the sovereignty and independence of Iraq.

The participants agreed on the following :
1- To reaffirm the sovereignty, territorial integrity and political independence of Iraq and its national unity and Arab and Islamic identity, and the inadmissibility of the violation of Iraqi border internationally recognized, and commitment to the principle of non-interference in the internal affairs of Iraq and the souvenir of good-neighborly relations with all Iraq's neighbors, and to emphasize the right of the Iraqi people to determine their own political future and Joint freely and in the control of their natural and financial resources and the emphasis on the need to reach compromise solutions collectively to all existing differences.
2- full support for the efforts of the elected constitutional government and the House of Iraqis, and to achieve quickly and effectively the goals of the Iraqi people to achieve prosperity, freedom, independence and democracy, federalism, and unity, and the basic right of all Iraqi citizens to participate peacefully in the ongoing political process.
3 ـcondemn all acts of terrorism in all its forms in Iraq, particularly against civilians, infrastructure and state institutions and holy places, and call for the immediate cessation of all such acts in order to alleviate the suffering of the Iraqi people and preserve the lives of innocent people and respect for human rights and reaffirmed their commitment to ensure respect for international law, especially international humanitarian law.
4- re-emphasized in this context the commitment of all countries in line with international law and relevant international agreements and UN Security Council Resolution 1546 and other resolutions related to combating terrorist activities and prevent their use by terrorists in supplying organize and launch terrorist operations and to prevent repeat specifically demanding the movement of terrorists and weapons to and from Iraq They reaffirm the importance of enhancing cooperation between Iraq and its neighbors to control their common borders.
5- support efforts of the Iraqi government to support national unity and to ensure the security and safety of the Iraqi people and end the violence and to continue to expand political participation by working actively to involve all components of the Iraqi people in the ongoing political process, to move towards universal believes such participation and pave the way for the success of national reconciliation and encourage the totalitarian They reaffirm the commitment of the participants help the Iraqi people to achieve these objectives, and call on all components of the Iraqi people to participate effectively in the political process.
6- praise the Iraqi government and encourage their commitment to protecting the Iraqi people, through the face of violence without regard to religion or race, and stress the importance of dealing with sectarianism and the importance of disarming and dismantling of all militias and illegal armed groups without exception, and the reaffirmation of the need to eliminate terrorism, in accordance with international law as a means better to secure the authority of the State and payment of national reconciliation and lifting the suffering of the Iraqi people.
7- emphasis on the need to assist the government in building the Iraqi defense and security forces on national bases and professional, and welcoming offers from Arab states and other countries to support the professional development of the Iraqi armed forces, and renew their support for the efforts of the Iraqi government to accelerate Yarely its armed forces to assume full responsibility and defend the country, including paving the way to end the mandate of the multinational force that will be open and its existence will end at the request of the Iraqi government and the timing of approval in accordance with Security Council resolutions 1546 and 1723.
8 - Encourage all relevant Iraqi authorities and the relevant authority to continue to take constructive steps towards a revision of the Constitution and other relevant legislation, including the law abolishing the Baath Party in accordance with the agreed constitutional mechanisms, so as to enhance national reconciliation.
9- emphasized that follow the above objectives is the responsibility of the Iraqi government, and expressed their readiness to support them in their efforts to achieve a democratic political system covers everyone and the government of national unity for all Iraqis, and they stress that the spirit of citizenship Iraq must be the basis for building a new Iraq.
10 - to support the establishment of working groups headed by the Iraqi government and other working groups constituted by request and with the agreement of the participants in this conference through active participation and the provision of technical assistance in the fields of energy and electricity, security and protection of the sides of the border and assist displaced Iraqis inside and outside Iraq, and called for the rapid convening of meetings of those groups.
11- recognized responsibility of the international community in accordance with international humanitarian law and norms of refugee protection in protecting and assisting displaced Iraqis and help Iraq's neighboring countries in dealing with the urgent and unforeseen needs and ensure their security through the implementation of the Agreed Framework of the International Meeting of the Office of the United Nations High Commissioner for Refugees, which was held in Geneva on 17 , April 18 (April) 2007.
12 - praise in this context the efforts of the host countries for displaced Iraqis, especially Syria, Jordan, and express readiness to provide necessary assistance in order to alleviate the suffering of the Iraqi people and to encourage efforts by the Iraqi government to shoulder its responsibilities towards its citizens and to create the appropriate atmosphere for the safe return of displaced persons to their homes.
13- emphasize once again the importance of supporting the United Nations and the need to strengthen its central role in coordinating international assistance in support of the political process and national reconciliation, and welcomed the role played by the Arab League to activate the initiative of the Iraqi National Accord and the call to resume preparations for a reconciliation conference under the auspices of the Arab League as soon as possible, and welcome also to contribute effectively to the promotion of tolerance among different communities in Iraq.
14- Welcoming the International Covenant opened with Iraq in May 3 (May) 2007 at Sharm el-Sheikh, and call upon all States to fulfill their obligations in this regard.
15- Commend States neighborly Iraq, Egypt and Bahrain for their continued efforts and meetings to discuss the developments in the political process and ways and means of helping Iraq to achieve stability, security and unity and territorial integrity and look forward to future meetings.
16- expressing satisfaction at the increased international attention to Iraq, which is reflected in various forums set up the meeting in Sharm el-Sheikh November 23 (November) 2004, the Brussels Conference in June (June) 2005 and the meeting in Baghdad March 10 (March) 2007, and to reaffirm their willingness to contribute to the completion of such multilateral initiatives.
18- with the consent of the government of Iraq constituted a follow-up of senior officials to periodic review of progress in implementing the outcomes of this conference.
19- expression of appreciation to the Arab Republic of Egypt for hosting this conference, and agreed to hold the next ministerial meeting in Istanbul, Turkey ».
