Sharm al-Sheikh resolutions dominate Iraqi press

    By Hamid al-Hamrani
Baghdad, May 6, (VOI) -While evaluating the resolutions from the Sharm al-Sheikh conferences held last Thursday and Friday, some Iraqi newspapers published on Sunday said that it is difficult to know which resolutions are achievable, while others described the Iraqi issue as a difficult equation that has to be solved.

In its editorial, the independent al-Dustour newspaper said that the obligations placed on the Iraqi government to restore its role in the regional and international scenes indicate that the help provided by the international community is "not for free."

Discussing the obligations placed on both the Iraqi government and the international community, the newspaper wrote that not setting a deadline for responding to requests from both sides does not serve the current Iraqi situation. According to the newspaper, the absence of benchmarks for evaluating progress being made by either side makes it difficult to know which resolutions are achievable.

The Egyptian Red Sea resort of Sharm al-Sheikh hosted on Thursday the International Compact for Iraq Conference, which produced a document bearing its name that specified assistance to be provided by the international community to help Iraq reconstruct its economic and military institutions. In a further attempt to back the Iraqi government, the resort also hosted the Iraq's Neighboring Countries' Conference, with the participation of Egypt, Bahrain, representatives from the G8, the UN Security Council's five permanent members, the United Nations, the Organization of Islamic Conference (OIC) and the Arab League.

Criticizing the Sharm al-Sheikh conferences, Shakir al-Jabouri wrote in an article entitled, 'Why Sharm al-Sheikh?', asserting that the conferences held to solve the "Iraqi riddle" have added fuel to the fire. Al-Jabouri said that most of the promises and commitments made at the conferences will disappear when the television cameras leave. Only whispers during private sessions remain, al-Jabouri added.

The Shiite al-Bayyina al-Jadida published an editorial entitled, 'Iraq shines in Sharm al-Sheikh,' in which it wrote that Iraq has proved to every one that it has managed to start its ascent from the bottom of the heap in spite of terrorism. "Every one has realized that the Iraqi issue is a difficult equation that cannot be passed over and Iraq cannot be removed from the map," the newspaper said.

Dar al-Salam newspaper, whose board of directors is chaired by First Vice President Tareq al-Hashemi, quoted MP Dhafir al-Aani from the Iraqi Accordance Front (IAF) as saying, "We wish that the Sharm al-Sheikh conferences had offered serious solutions and yielded clear commitments and obligations on all sides to support the Iraqi people, particularly with regards to security and development issues."

Analyzing the speech on national reconciliation made by Iraqi Prime Minister Nouri al-Maliki at the conferences, al-Aani stated, "Al-Maliki overlooked Iran's interference and devastating role in the Iraqi security file."

The Kurdish al-Ittihad newspaper published an article entitled 'National accord first' by Farid Rawondouzi, who said that the Iraqi delegation to the conferences, led by al-Maliki, did not represent all segments of Iraqi society.
On another matter, the newspaper published a headline that read, 'Sulaymaniya Brigade leaves Baghdad after accomplishing its mission, under which it wrote "The head of Sulaymaniya Brigade, Anwar Doulani, announced that the brigade had left Baghdad, returning to Sulaymaniya, after spending four months protecting the neighborhoods of al-Shula and al-Harba."
"The Iraqi Defense Ministry did not expect the Sulaymaniya Brigade to achieve such success," Doulani added.

In an interview with the Shiite al-Bayyina al-Jadida that it said it will publish on Monday, al-Maliki stated, "The U.S. occupation is an official occupation registered by the United Nations. However we have started to take the reins of many of our affairs and we will not allow the U.S. occupation to remain for a long time." "We will not allow anyone to divide our country. Whoever bets that Iraq will be divided is mistaken. There will only be a unified Iraq, no matter what," the newspaper quoted the prime minister as saying.

Discussing the reasons why al-Maliki did not visit Saudi Arabia during his tour of Arab countries a few days before the Sharm al-Sheikh conferences, the newspaper quoted Iraqi President Jalal al-Talabani as saying, "The reason which was officially announced is related to the business of Saudi officials, but the real reason is that Saudis do not like al-Maliki."

China to grant Iraq 50 mln yuan in aid this year: FM

Chinese Foreign Minister Yang Jiechi announced in Sharm El Sheikh on Thursday morning that the Chinese government will give a grant of 50 million yuan of RMB ( about 6.5 million U.S. dollars) to Iraq in 2007 and forgive all the debts owed by the Iraqi government.
The sum will be used to provide assistance in Iraq's public health and education, Yang said at a ministerial meeting of the International Compact with Iraq (ICI) opened in the day at this Egyptian Red Sea resort.

"The Chinese government is ready to substantially reduce and forgive the debts owed by Iraq. In particular, it will forgive all the debts owed by the Iraqi government," he said.

Yang, who was named as Chinese foreign minister on April 27, also said China is ready to resolve through continued friendly consultation with Iraq the issue regarding its request for debt reduction and forgiveness according to the arrangement of the Paris Club.

Yang, who arrived at this Red Sea resort on Wednesday afternoon, was on his first international mission after he replaced retired Li Zhaoxing as Chinese foreign minister.

The ICI meeting, with the attendance of some 60 nations and 12 regional and international organizations, was the largest international meeting on Iraq ever since the U.S.-led coalition forces seized Baghdad in April of 2003.

The ICI was initially launched on July 28, 2006, in the hope of creating "a permanent partnership between Iraq and the international community" to help Iraq in its reconstruction efforts and to pursue political, economic and social development over the next five years.

The initiative, with strong support from the United States, looks like a type of five-year plan for Iraq, yet it is also based on economic, political and security commitments by the Iraqi government in the next five years.

The ICI is supposed to be chaired jointly by Iraq and the UN, with the support of the World Bank.
