SHARM EL-SHEIK, Egypt - Ambassadors from Iran and the United States met Friday on the sidelines of an Iraq summit, Iraq's foreign minister said.
He said the meeting did not include Secretary of State Condoleezza Rice or Iranian Foreign Minister Manouchehr Mottaki. It was the second such meeting, at a lower than foreign minister level, since March 10.
Hoshyar Zebari said that "there was a meeting on experts level today. I don't know what happened during this meeting but I believe it was positive and indications are positive." He then clarified that he meant "ambassadors," instead of experts.
Washington has accused Iran of fomenting violence in Iraq. Tehran rejects the charge.
While Rice and Mottaki exchanged greetings during lunch on Thursday, they did not have further contact at dinner. A U.S. official said Mottaki had abruptly left a dinner where he was to sit opposite Rice, complaining that a red dress worn by a violinist was too revealing.
State Department spokesman Sean McCormack said Mottaki left the conference dinner site just as Rice was arriving.
“She did not see the Iranian foreign minister,” he said.
News of the U.S.-Iranian meeting came at a conference of Iraq's six neighboring states in the Red Sea resort of Sharm el-Sheik that also brought together the five permanent members of the U.N. Security Council, the European Union and the Group of Eight leading industrialized countries.
Little dialogue since 1979
Serious talks between Rice and Mottaki would be the highest-level substantive U.S.-Iran contact since a 1979 revolution turned Iran from a close U.S. ally into the arch-foe Islamic Republic. Over the years Iran has been less enthusiastic than the United States about dialogue.
Rice’s brief encounter with Mottaki and talks with Syria’s foreign minister on Thursday marked a shift in President Bush’s once resolute opposition to high-level contacts with Iran and Syria as he seeks ways to end the Iraq conflict.
Baghdad’s interest in seeing a Rice-Mottaki meeting is clear as it is widely acknowledged that Shiite Muslim Iran is an influential force on Iraq, both as a neighbor and because of its links with elements in the Shiite-led Iraqi government.
The U.S. ambassador to Iraq, Ryan Crocker, did not rule out a meeting between Rice and Mottaki, saying his government would see “what options present themselves.”
“The point from our side is not to have meetings with the Iranians. It is what can we do in Iraq and what can we do in the region to create better circumstances and a better future for the Iraqis,” he told reporters.
U.S.-led forces invaded Iraq in March 2003 to topple Saddam, but U.S. troops — now numbering more than 150,000 — have since failed to stop the violence.
Earlier Friday, urged its neighbors day to stop militants sneaking into Iraq and is expected to ask the Arab League to hold a conference on national reconciliation.
“We will not allow terrorist organizations to use Iraqi territory as a safe haven,” Iraqi Prime Minister Nouri al-Maliki told an opening session of the one-day conference.
“That is what drives us to call on the regional neighbors to prevent the infiltration of terrorist groups into Iraq and to stop them obtaining material support and political and media support,” he said.
The talks are due to focus on border security, Iraqi refugees and political reconciliation between Iraqi factions and ethnic and religious communities.
‘The time to work together’
Arab League Secretary-General Amr Moussa said a draft final communique from the conference was expected to call on the Arab League to convene a national reconciliation conference for Iraq.
“We are ready for this. We are ready to host Iraqi national reconciliation,” he said. “Now is not the time to exchange accusations but is the time to work together.”
Moussa gave no time frame as to when such a meeting could take place, nor did he say where it would be held. The 22-member Arab League is based in Cairo.
Baghdad is dependent on U.S. military support in its drive to halt a slide into all-out civil war by stamping out sectarian violence and defeating insurgents who draw support from the Sunni Arab minority once-dominant under Saddam Hussein.
I find his offense at a red dress no matter how low-cut it may have been to be completely laughable given what Iran does and wants.

That is a reasonable question. If they were moving the site to a new server and wanted to test the functionality of the system, all that was needed then was to clear the rate blank and then input the actual rate again.
I'm not saying anything other than that this explanation raises more questions than it answers.It seems that the state insists, or preserve the value of the Iraqi dinar 148 against the dollar ...Monetary value of the Iraqi dinar must revert to the previous level, or at least to acceptable levels as it is in the Iraqi neighboring states [ MOF Sept 2006]

He pointed to the need to expedite the development of the Army and police forces and the Iraqi national enjoy the confidence of all Iraqis qualified to protect the security, independence and stability of Iraq to accelerate the withdrawal of foreign forces from Iraq.

WASHINGTON (AFP) - American soldiers foiled a planned attack on the Al-Qaeda school for girls under construction in Iraq, as American General said Thursday.

Sharm el-Sheikh (Egypt) (Reuters) - Iraq urged neighboring countries on Friday to stop the infiltration of militants into Iraq and is expected to request in the talks being held in Egypt on ending the bloodshed from the Arab League held a conference on national reconciliation.
In Iraq this invitation to the six neighboring countries at the conference in Sharm el-Sheikh resort which overlooks the Red Sea, which also included the five permanent members of the Security Council, the European Union and of Eight major industrialized nations.
Iraqi Prime Minister Nuri al-Maliki at the opening session in the conference, which lasts one day said that Iraq would not allow terrorist organizations to use Iraqi territory as a safe haven.
He said the reason the Iraqi government to invite countries in the region to prevent the infiltration of terrorist groups in Iraq and prevent them from obtaining the material, political and media support.
It is expected that the participants focused on the issues of border security and Iraqi refugees and political reconciliation between the different Iraqi groups, ethnic and religious.
Secretary General Amr Moussa of the Arab League said that is expected to draw the draft of the final statement of the conference appealed to the Arab League to convene a conference of national reconciliation for Iraq.
He said that the university is ready for this and is ready to host the Iraqi National Reconciliation Conference. He added that now is not the time for recriminations but a time to work together.

But Iran apparently refused the opportunity to hold talks with spokesman said on Tuesday that Tehran will not negotiate with Washington to stop the "evil style." And an American official said there are no plans to hold a bilateral meeting on Friday.
"The official added, "We will see whether there will be any other kind of communication."
