Cheney in Iraq to push for political progress

Dick Cheney , US vice president, paid an unexpected visit to Iraq on Wednesday in an apparent move to press Nuri al-Maliki, prime minister, to push a legislative package aimed at overcoming sectarian differences through a reluctant parliament.
US officials have said that progress on the reforms -- which include a law regulating the oil industry, a roll-back of a purge of members of the former ruling Baath party, the dismantling of militias, and a review of the constitution -- will weigh heavily when the success of the latest US push to boost security in and around Baghdad is evaluated in September.
Mr Cheney said talks focused on ”things like the Baghdad security plan, ongoing operations against the terrorists, as well as political and economic issues that are before the Iraqi government.”
The Americans hope that resolving those political and economic disputes will reduce Sunni distrust of the Shia-led government, and possibly eventually lead to some Sunni insurgent groups deciding to switch to peaceful politics.
However, it may be difficult to pass through parliament thanks to disagreements between Iraq’s different ethnic- and sectarian-based political blocs, as well as Iraq’s general political disorganisation.
Washington is particularly concerned that Iraq’s parliament, the Council of Representatives, might break for two months for the summer without passing key legislation.
Sunnis want to amend clauses that would allow the establishment of a Shia-led regional government in southern Iraq, similar to the Kurdistan Regional Government (KRG) that already exists in the north. Iraq’s oil is concentrated in the north and south of the country, and the Sunnis fear that federalism would leave their homeland in the centre starved of resources.
A parliamentary committee including Sunnis, Shia, and Kurds dealing with the proposed amendments has said that it will issue its recommendations on May 15, although some observers have said that the committee may postpone tackling the most divisive issues until later - a common tactic in Iraqi politics.
Some of these concerns may be addressed by a legislative package on the oil industry, which is supposed to ensure that each region receives a share of revenues proportional to its population.
This package has been held up since last year over a series of Shia-Kurdish disputes. Currently, the Baghdad government and the KRG are at loggerheads over an annex to the legislation that divides up the country’s oil fields.
Oil minister Hussein Shahristani has said that they will try to pass the law by the end of the month even if parliamentarians from the KRG object, but to pas it over serious resistance would be a striking divergence from the usual mode of conducting politics in Iraq, which usually sees key decisions made by consensus of the leadership of the main blocs.
The de-Baathification law meanwhile has run up against opposition from radical Shia, and possibly as well from Grand Ayatollah Ali al-Sistani, Iraq’s leading Shia cleric, whose representatives have said that he opposes any changes that would allow ”criminals” to regain their seats in government.
Mr Sistani himself does not himself appear in public, and it is never entirely clear how committed he may be to statements made in his name. In the past, Shia politicians appear to have been able to persuade the Grand Ayatollah to temper his criticism of positions they needed to take to compromise with the Americans or with other political groups.
Ryan Crocker, US ambassador to Baghdad, told the Financial Times at a conference in Egypt on Friday that he believed Mr Maliki should at least make the effort to try to pass the legislation, even if he encountered opposition. ”In a democracy you get what you fight for. If you don’t fight for it, you don’t get it.”
Mr Crocker urged parliament not to adjourn for the summer before debating the package.
”The people of Iraq aren’t going to understand, people in the United States aren’t going to understand, no one is going to understand if the Council of Representatives takes off for the summer and these critical pieces of legislation that impact iraq’s future have not been acted upon,” he said.

On federalism and uprooting the Baath oil and Article 41
Parliamentary sources : disagreement on the amendments resolved within a week

Cabinet decides to accede to the International Convention for investment and prepare a project to make Independence Day a national holiday

The Cabinet decided in a meeting held yesterday approved legal measures taken to Iraq to join the International Convention for Investment Guarantee MEGA authorization and the Iraqi ambassador in Washington to sign it first.
The statement added "Al-Sabah" a copy of which had been agreed on the draft Code of Criminal Procedure according to the version prepared by the SJC.
He continued that the law abolished holidays and public holidays No. 110 of 1972 and prepare a new draft recommends making on Iraq's declaration of independence a national holiday of the Iraqi state and to keep on Friday and Saturday, a weekly holiday and deleted on July 17 and February 8 of the Act and the problem previously assigned to the task. He explained : "Council endorsed on the first day of the month of October / first day of the official curriculum durability / in schools, colleges and institutes days for the student.
He said the council instructed the ministries and departments not related to the Ministry of legislative texts to work for granting sabbaticals for staff in the initial university degree holders within and outside the country based on the Legislative Decree No. 24 of 1960, instructions and regulations on this matter and referred to the Cabinet for approval with regard to leave school out of the country.
He reported that the Cabinet approved the draft law to amend the warrant compensation martyrs and the injured as a result of terrorist acts No. 10 of 2004 and coverage of retirees from the State provisions of this law. He pointed out that the Council had agreed to release the salaries of school administrators Iraqi abroad by the Ministry of Education.

i just called my bank and she told me they could exchange my dinars but right now they are taking one of the dinars and later they would take the other she didn't say which ones when she called me back she told me the united states government has a block on it right now there is no bank taking dinars i back at wayland state bank i would guess its because it hasn't RV yet

Prime Minister Nuri al-Maliki full day American Vice-President Dick Cheney, were discussed during the meeting, developments in the political process and the government's efforts to achieve security, stability and national reconciliation.
The Premier emphasized that the internal and external challenges facing the government will not be discouraged from its plans to impose the rule of law and bear arms, however, countless state and national reconciliation, indicating that the treatment is in addition to political and military action in dealing with security conditions in the country.
Over the sovereignty of the importance of continued cooperation and coordination between the Iraqi forces and America to build Iraqi forces to be able to take over security responsibility from the multinational forces.
Mr. Prime Minister stressed his determination to see the procedures of national reconciliation through legislation to ensure equitable distribution of natural resources among all Iraqis, the law of oil and gas, as well as a bill of accountability and justice, to ensure that justice, equality and the improvement of economic and living conditions.
He expressed optimism sovereignty international and regional support for the political process and the democratic experience which embodies at the Sharm el-Sheikh.
Meanwhile, the Vice-President reiterated the American position of the United States in supporting the Iraqi government and the political, economic and security to achieve security, stability and consolidation of democracy, pluralism, and promote national unity and the rule of law.
