IRAQ. Following consultation with senior officials from the Iraqi government, the Kurdistan Regional Government and the US Embassy Baghdad the organisers have said it is necessary to reschedule the Iraq Oil, Gas, Petrochemical & Electricity Summit for 2-4 September 2007. This has come about as a result of ongoing negotiations concerning Iraq’s proposed new hydrocarbon law.

Its no wonder the Saudi Arabia and Kuwait have postponed their debt relief....they realize that they they can get their money this way...not quite so sure about the stabiity of the current situation... a govt that is unable to get anything of real value done...so they would rather just keep a lien on Iraq.

THE BIG DINAR QUESTION THEN IS....

DO WE HAVE TO WAIT FOR SEPTEMBER for an opportunity to RV?

How does this play now?

It was the passage of the ammendments and the HCL going into friday's WTO meeting and then the billions of dollars flowing in from the oil contracts that was to trigger late this week the RV...or so many of us thought.

SO, now you have the bills and HCL introduced tomorrow...if the government is right they have the votes to pass them. If they do pass the HCL by late this week...What then?

Do contracts wait till September?

Or does the PM and the Oil Minister (as per the bill's wording) go ahead and do the deals and thus, make the conference in September a non-event????

If the HCL does not pass this week...what does it do to the WTO Membership?

Where does the RV come into Play???

100 billion Iraqi Dinar earmarked for first stage in implementation of Article 140

The Head of Kirkuk's office of the High Commission for Implementation of Article 140 of the Iraqi Constitution, Abubakir Sidiq, has criticised a number of groups who are planning to delay the Kirkuk referendum.

Sidiq claimed that a number of extremist groups want to normalise the city but postpone the referendum. Other groups are totally opposed to Article 140 yet unable to propose an alternative method of the restoring the citizens of Kirkuk their rights.

In response to Zalmay Khalilzad's recent proposal of taking the issue of Kirkuk to the United Nations, Sidiq pointed out that Khalilzad's comments were made within the framework of the Baker-Hamilton report on Iraq.

According to Sidiq, over the last week, one hundred separate sub-committees of the High Commission for Implementation of Article 140 have been involved in distributing compensation. The compensation is awarded both to families who were originally resettled to Kirkuk and can now return to their hometowns, and also to families who were evicted from the city and are now being encouraged to return.

Sidiq stated that the technical problems in implementing Article 140 have now been resolved, adding that 100 billion Iraqi Dinar have been allocated to the first stage of the implementation process. He said that further funds included in the 2008 budget by Iraq’s Council of Ministers have yet to be approved.

I hope this doesnt mean waiting till September, that stinks, but the way this game has been going, it seems like when things get close the date slides. Well guess that is still better than Oct 2008.
