    I don't know about anyone else, but after seeing what all these different countries are rv'ing their currency at, $3.22 does not seem that farfetched. Not to me anyway. Anyone else? Now, I don't expect it to because I don't know diddly as compared to some/most of you on here, but I can hope as well as anyone.

    Ambassador Ryan Crocker listed the adoption of a draft law for the equitable distribution of oil wealth, another to integrate members of Saddam Hussein's Baath Party in government departments, amending the constitution to satisfy Sunni Arab demands, and holding local elections as measures that the government had a "responsibility to tackle in the coming weeks."

    "These are tasks that must be completed, and completed soon, to achieve national reconciliation," he said in an Arabic-language statement marking the first anniversary of al-Maliki's Shiite-dominated government.

    "The first anniversary of a democratic government in Iraq is a victory for the people of Iraq. They've chosen their leaders and now it is the right of every citizen in a democratic society to expect measures and decisions from their elected representatives to serve the interests of Iraqis."

    Crocker's statement provided the latest evidence that Washington had al-Maliki's government on notice that it must meet several policy benchmarks to secure continued U.S. support at a time when the Bush administration was under congressional pressure over its Iraq policies.

    "The transition of any nation to a democratic system is considered a complex process ... It is easy to focus on the problems and challenges. Easy but wrong," said Crocker, who took over his job in March.

    AND STILL NO MOVEMENT BY THE GOVERNMENT TO SIMPLY BRING THESE ISSUES TO A VOTE...THEY BRAGGED THEY HAVE THE VOTES...

    VERY INTERESTING NO INCLUSION OF THE KURD'S NEED FOR PASSAGE OF AMMENDMENTS 140/142...MAYBE, all the articles this morning are correct in that that Kurds have backed down from their benchmark and that they will support HCL...but time grows very short to get in place these triggers for the RV before 1 June 2007 (Stock Market opens).

    Of the three important issues stated the only one that the Iraqi's have met was the last one on local elections - as if you remember the news from a week or so ago; the Parliament set up and then announced the names of the Board that will oversee setting up local elections...they were/are to report back to the Parliament with a plan and a date for local elections this fall...

    THE STOCK MARKET IS PRESENTLY OPEN, NOT TO FOREIGN INVESTORS YET, ARTICLE INDICATES BEGINNING OF JUNE WHICH IS NOT THE 1ST AS THAT DATE FALLS ON A HOLY DAY AND NO ONE IS TRADING WITH THE ISX THAT DAY. I BELIEVE THE FIRST DATE THEY WOULD FEASIBLY TRADE AND COULD OPEN TO FOREIGN INVESTORS IS THE 4TH. SOME REPORTS HAVE EVEN INDICATED THE MIDDLE OF THE MONTH BEFORE THEY OPEN TO THE FOREIGN CONTINGENCY.

    Foreigners can buy up to 49 percent of stock of any one Company and no more.

    There are any number of things that can be done to the ISX to stop it being bought out for pennies here are just a couple : The stocks may well be reverse split or ratioed down. A thousand block of shares may represent 1 share.

    Iraqi Companies who will release shares and those who have already also hold a large amount back and may well do for sometime to come.

    As regards it opening up to foreigners - I read elsewhere - I don't have a link - it was a couple of weeks ago - that it may open for a fortnight with the new 10 sessions a week before they let the foreigners in - sometime in mid June. Although I cannot confirm that.

    In retrospect think how much stronger our position is now than it was then.
    Since September:

    a. The FIL has been enacted and passed unanimously by Parliament;

    b. The International Compact was finished earlier this month;

    c. Approximately 10,600,000,000,000 in dinars have been taken out of
    circulation;

    d. Approximately $140,000,000,000 in debt has reportedly been forgiven;

    e. The HCL has been enacted and is poised to be passed by Parliament
    any day now;

    f. The ISX is about to go electronic in early June and to quintuple its
    trading sessions per week;

    g. Anbar Province has largely been pacified and Al Qaeda is now dislodged
    and clearly on the run there;

    h. There was a traffic jam in the Mansour District of Baghdad a couple
    weeks ago - owing to an overthrow crowd at an amusement park there;

    i. The Democrats have been defeated in their attempt to have us
    surrender;

    j. A Norweigian oil company is going to start pumping oil in the Kurdish
    region of Iraq in June (next month);

    k. A $3,000,000,000 airport is planned for Karbala;

    l. Currency support for the dinar has risen from approximately $11 billion
    to $21 billion, which does not count Iraq's gold backup in Switzerland;

    m. Saddam Hussein was executed and is not coming back;

    n. A budget was passed and finalized for 2007;

    o. Shabibi has the exchange rate down to 1259; and

    p. Iraq is about to be admitted into the WTO.

    My bottom-line point is that if .98 of the euro was possible in September, 2006, in light of the above progress it surely is possible, and I would say probable, now.
    yeap. this needs to be a sticky to point nellies toward.

    New Delhi, May 23: India will seek oilfields from Iraq in lieu of helping the war-ravaged nation rebuild its refineries when Iraq's Oil Minister Hussein Al-Shahristani visits India this week.
    "Al-Shahristani is coming on a four-day visit. We have a joint working group (JWG) meeting on Friday where host of bilateral issues will be discussed," Petroleum Minister Murli Deora said.

    New Delhi is keen on starting work on onshore block 8, that was awarded to ONGC Videsh ltd, the overseas arm of Oil and Natural Gas Corp (ONGC), by the deposed Saddam Hussein regime.

    It also wants the US-back government in Iraq to honour award of Tuba oilfield to a consortium of OVL, Reliance Industries and Sonatrach of Algeria.

    The consortium had been short listed by the Saddam Hussein regime before US invasion of Iraq.

    "They want our help in building refineries," Deora said. "When I met Al-Shahristani in Riyadh earlier this month, he wanted Indian companies to build a 8-10 million tonne refinery (in the war-torn country)."

    Iraq has proved oil reserves of 112 billion barrels, second only to world's largest oil nation Saudi Arabia. Although Iraq has a capacity to process 630,000 barrels of crude a day, it currently produces 477,000 barrels of refined products a day while consumption is 544,000 barrels a day.

    "Oil fields, refineries and other energy projects will be discussed during the meeting," he said.

    Indian Oil Corp (IOC) and Engineers India Ltd can also be involved in revamping Iraq's old refineries and building pipelines.

    Iraq is expected to enact an oil law by may-end that would allow its various regions to negotiate oilfield contracts with foreign investors.

    Iraq has eight refineries, none of which were damaged during the US-led invasion in 2003 but they are operating at only 50-75 per cent of capacity.

    apparently we are still on, at latest printing, for the hcl passage this month.
