He pointed out that the rights of members of «Paris Club» hit about 40 billion dollars, and we know that reducing unconditional commitment to the Iraqi government economic reforms within the framework of so-called structural adjustment, economic, adopted by the IMF, including the implementation of economic reforms by reducing public expenditure and the ongoing, cross program aimed at the abolition of government support for a number of consumer goods and household fuel and ration card and the other, as well as procedures relating to indicators of inflation, interest rate and the rate of economic growth ».
He said : «had hoped to take a series of other creditors, especially Saudi Arabia, Kuwait and others, similar actions, but this did not happen, especially that of the remaining debt amounts to about 60 billion dollars, and did not declare any State for the clear commitment to debt reduction or mitigation, they only reference to the subject of study. With the news that Egypt lied to cancel debt of Iraq $ 800 million ».
He announced that one of the goals Hafiz Chairperson to prepare a draft «International Covenant» was «seeking to induce Gulf states to respond to demand debt cancellation or reduction and encourage them to contribute to the reconstruction of Iraq in the form of an active and direct». However, he believed that the real results of the meetings of Sharm el-Sheikh «did not reflect any form of such a program only welcome genuine reforms and political support him, without undertaking any financial obligations and clear».
He pointed out that wisdom «required not to exaggerate the results achieved in order to revive the great expectations among Iraqis State can not achieve, in light of the difficult circumstances prevailing in Iraq now».

He said that external financing «needs to be a substantive discussion». It pointed out that the figures and facts «According to the availability of approximately $ 17 billion international monetary reserve in the Central Bank of Iraq, as well as the amount of eight billion dollars representing financial assets in the Iraqi Development Fund deposited in the Federal Bank in New York, In addition, absorptive capacity (executive) of government agencies, which do not permit the holding of any investment agreement is important, as the experience of past years, as it has been unable State Bozaratha different from the cashing of 10% of the investment budget allocations for 2006 «, pointing out that the 2007 budget «allocated about 10 billion dollars in the investment program for the current year».
He doubted that «execution rate unchanged as it carries great significance to the Iraq problem lies not in the search for external sources of funding, whether grants or loans, indicating the weakness of the justifications official media that accompanied the results of the Sharm el-Sheikh meetings».
He concluded that the reasons Hafiz recession and the economic deterioration in Iraq «internal and includes in the first instance the absence of security and stability and increasing attrition, humanitarian and physical weakness of the State and its inability to carry out normal functions». He confirmed the necessity to «focus real solution to solve the problem of governance, including ensuring the provision of the real reasons for the stability and security and the restoration of effective state in the form of natural, a matter that needed to talk last».
He pointed to a point considered «very important», which meant that if the International Covenant year plan for the development of the Iraqi economy, as understood by some paragraphs and government statements, the outgoing «constitutional duty to proceed the Iraqi parliament this« Covenant »Law».

Wow... so much has happened in the last six weeks (or so) since this article came out!!! I do not recall any of the articles being so specific in the wording when it came to "raising the dinar exchange rate against foreign currencies"...I don't know how I could have missed this, but this is totally awesome!!! Thanks for digging this up again.
