Iraq says Kurds want timely payment of oil revenue

NEW DELHI (Reuters) - Iraq's Kurdish region is demanding that a proposed oil and gas law should ensure timely payment of oil revenues to the Kurds, Iraq's oil minister said on Friday.
Iraqi Hussain al-Shahristani, on an official visit to India, said the Kurds have not questioned the right of central government to collect oil revenues but want to ensure they get their share of oil revenues on time.
"We are negotiating a mechanism for release of their portion of the budget to them because they say that the federal ministry of finance sometime delays release of the portion of the budget that's allocated to them," Shahristani told reporters in New Delhi.
He added that the oil revenues could not be retained and will be distributed through the federal budget.
"Among the first stage it was agreed among all Iraqis, including Kurdish Regions Government Authority, that oil revenue will be collected in a federal reserve and will be distributed from the federal budget throughout the budget so nobody can retain them," he said.
On the proposed law ensuring that around 80 percent of oil reserves will be managed by the Iraqi National Oil Company, he said the discovered fields in Iraq were a small fraction of the total potential.
"So there is a much larger possibility for oil companies to find new fields and work on it," Shahristani said.
"Once you have discovered and we know what there is and we know what technology is required, we shall manage to do it from our own resources.

Al-Maliki announces cabinet changes in Iraq
IRAQ'S Prime Minister, Nouri al-Maliki, has announced changes in his cabinet, asking parliament to approve six new cabinet members to replace a group which resigned last month on the orders of radical Shiite cleric Muqtada al-Sadr.
Al-Sadr ordered his ministers to quit the government over Prime Minister Nouri al-Maliki's refusal to call for a timetable for United States (U.S.) withdrawal. The anti-American cleric went into hiding in Iran last February when the Baghdad security crackdown was launched.
In Parliament, al-Maliki thanked al-Sadr for giving him the "authority to choose the ministers."
He told the chamber, which will decide in a vote Sunday, that all six were independent "not because we have something against parties, but we were keen on their being independent because that was one of the conditions put for the selection."
Al-Maliki was upset because there were not enough legislators to approve his choices on the spot, and was instead forced to delay the vote by three days. He admitted that he took a long time in choosing them, but said it was the result of the time needed to review the candidates history. Describing them as technocrats, he said none had any record of corruption.
He also announced a future Cabinet reshuffle, but said he had not yet received any proposals for candidates from the parties that make up his government.
Meanwhile, thousands of U.S. and Iraqi troops yesterday fanned out across the fields of southern Iraq in scorching temperatures with the military after the body of a third was pulled from a river.
The military confirmed that the body found Wednesday in the Euphrates River south of Baghdad was that of Joseph Anzack Jnr., of Torrance, Calif., who had been missing since militants ambushed his unit nearly two weeks ago.
Anzack, 20, vanished along with the two other soldiers after their combat team was ambushed May 12 about 20 miles outside Baghdad. Five others, including an Iraqi, were killed in the ambush, subsequently claimed by al-Qaeda.
The attack triggered a massive search operation in the area south of Baghdad known as the triangle of death for the insurgent activity there.
Members of Anzack's platoon choked back tears at news of his death and said they would not stop looking for the other two missing soldiers.
The U.S. military also said two soldiers were killed on Wednesday during combat operations in Iraq's volatile Anbar province. Those deaths, along with the deaths of nine other troopers announced Wednesday, brought the American death toll for the month to at least 82. Last month, 104 U.S. troops were killed in Iraq.
The increase in U.S. deaths come at a difficult moment for Washington, where the Bush administration and Congress are struggling to agree on funding for the unpopular war. The search for the captured soldiers has also taken thousands of troops out of the pool of forces for the Baghdad security crackdown.
In Washington, National Security Council spokesman Gordon Johndroe said U.S. and Iraqi officials were planning to increase again the number of Iraqi security forces to help quell violence in the country.
About 337,000 Iraqi police and soldiers had been trained and equipped as of May 9, according to Defence Department statistics. Officials hope to have the currently planned 365,000 in place by the end of the year, Brig. Gen. BAGHDAD, May 25 (Xinhua) -- A joint British and Iraqi force killed Friday the leader of Shiite cleric Moqtada al-Sadr's Mahdi Army militia in the southern Iraqi city of Basra, British military and official of Sadr office said. "An Iraqi special force backed by British killed in the afternoon Wisam al-Waili, also known as Abu Qadir, leader of MahdiArmy in Basra along with three of his aides while he was driving his car in a commercial street in central Basra," an official from local Sadr office said on condition of anonymity.
The attack sparked tensions in the city, some 550 km south of the capital, as hundreds of Mahdi militiamen spread on the main streets and intersections in the city, the official of the Shiite movement of Sadr, which runs the Mahdi Army, told Xinhua by telephone.
The British military confirmed the incident, saying that a militia leader was killed by Iraqi forces in a "precision strike" on his car in central Basra.

Iraq Oil Minister Hussain al-Shahristani meets Manmohan Singh
New Delhi, May 25 : Visiting Iraqi Oil Minister Hussain al-Shahristani met Prime Minister Dr. Manmohan Singh here on Friday.
Shahristani is on a four-day visit to India to invite Indian firms to set up oil refineries in his country.
During a visit to Riyadh earlier this month, Oil Minister Murli Deora met Shahristani and raised the issue of moving forward with ONGC Videsh Limited's participation in Iraq's upstream oil sector.
The Iraqi Minister invited Indian Oil Corporation Limited and Engineers India Limited to consider participation in the downstream sector of Iraq in particular for construction of oil refinery.
The exploration of the Tuba oil field in southern Iraq could also feature in talks between the two countries in New Delhi.
ONGC, Reliance Industries Ltd. and Algeria's Sonatrach tried in 2000 to secure Tuba.
Iraq is expected to enact an oil law by May-end that would allow its various regions to negotiate oilfield contracts with foreign investors.
According to the Organization of Petroleum Exporting Countries (OPEC) web site, Iraq has a refining capacity of 603,000 barrels per day (bpd).
