    Saleh absolute head the Iraqi National Dialogue Front from Amman that the Iraqi government would not be able to meet the demands of the American administration. He called on both the Bush administration and Congress to take a quick decision about change and bringing the government unable to meet national reconciliation and restoring security and stability.

    He said in an interview with absolute "Radio Sawa" The leader Moqtada Sadr trend sternum will not be a substitute for Abdel-Aziz al-Hakim.He described the political project posed by the trend now is to quality sternum to abandon the current plan for the military.

    O - The American Congress on the draft finance the war on Iraq and set a 18 condition, do you think the Iraqi government capable of implementing these requirements in the time limit?




    C - I think that the tragic situation existing in which American forces in Iraq, and the big pass by the United States in Iraq sometimes caught in them say they go to the sometimes unrealistic ideal.

    The current government is not able to implement part of the condition of one of these conditions within four years. How can we expect this government to the completion of these projects during the four months? These are just the conditions suggest that the United States wants to change this government, but looking for a sufficient justification to convince people that there is a democratic process through which this government as it tries to convince the people that they reached to the extent that the current political project would lead to further losses to the troops in Iraq. I think that the government would not be able to meet the demands of the American administration and I wish them and for Congress to make a quick decision to change the government and bringing the government unable to meet their demands and to respond to national reconciliation and restoring security and stability and is able to get the water conservation Americans face in Iraq.
    Any longer does not mean only further sacrifices from the American side, the Iraqi and more waste of time, money and effort.

    Question-How do you look at the letter posed by Muqtada al-Sadr?




    C - I do not think that Mr. Moqtada Sadr will substitute for Abdel-Aziz al-Hakim, but the ideas put forward by Sadr are good ideas that we hope to find their way on the ground.     I tend to agree as I said in another post after that...that this article didn't make sense.

    First you have the WTO saying come back in years...we have the Americans tickled with the progress...we have the article saying that this was the first meeting...it all didn't jiv...something is wrong with this picture....

    UNLESS

    Remember the WTO Official praised the Iraqis for the courage and foresight to "pass the important laws that will create a whole new Iraq" or something to that effect, last week. You had the Italian News Release that we quoted here saying that "Iraq had met all the requirements for WTO Membership" and this meeting was a celebration party to sign a letter of intent...


    OK, here is (IMO) the answer:

    The WTO official and the Italian News Report talked in past tense...MAYBE, JUST MAYBE, the WTO had been assured that the brave steps of the Iraqis would have been done by this meeting on the 25th ie...oil law...Suni Civil Rights.

    At the meeting, none of what the WTO had praised the Iraqis for (last week) was actually delievered AND THIS then put their membership on hold..

    IMO the oil law and maybe the re-establishment of Suni Civil Rights were part of the WTO deal and till they are instated...NO WTO Membership...

    Just a thought!

    Baghdad, May 26, (VOI)- A British official delegation met on Saturday in Baghdad with members of the Iraqi parliament's investment committee to explore causes that delayed passing the Iraqi oil and gas draft into law, a member of the House's investment committee said.



    "The House's investment committee acquainted members of the British official delegation with the reasons behind delaying the enactment of the Iraqi oil and gas draft law," parliamentarian Nour al-Din al-Hiyali, from the Sunni Iraqi Accordance Front, told the independent news agency Voices of Iraq (VOI) on the phone.
    He added "the delay is due partly to the unresolved consultations about the constitutional amendments and partly to the ongoing talks between the central government and the local administration of Kurdistan region on the draft."
    The parliament's investment committee member who did not unveil the names of the visiting delegation members said "both British and U.S. sides are keen on accelerating passing the draft law in its present wording."
    The investment committee told the delegation that it would take long before the draft be passed into law as "it regulates Iraq's first wealth and it should pass through in-depth evaluation prior to its enactment," al-Hiyali told VOI.
    The Iraqi lawmaker expressed belief that U.S. and British companies would be the only beneficiaries from the law if it was passed under the deteriorating security situation currently prevailed in Iraq.
    "Only U.S. and British companies will be able to strike deals with the Iraqi government since their troops are still deployed in Iraq," al-Hiyali said.
    The House's investment committee considers now the formulae of investment contracts that should be struck with foreign companies so that Iraq's wealth could be secured for the upcoming generations, the committee member noted.
    The Iraqi oil and gas draft law was approved by the Iraqi Council of Ministers in mid January and was referred to the parliament for enactment.
    The present wording of the draft law gives Iraqi and foreign investors a free hand to build and operate oil refineries and gas installations in Iraq for a period of no less than 50 years and then they will be transferred to the Iraqi government.
    There are differences among the major political blocs over passing the draft law as Sunni parties press for adjourning passing it till security prevails in the country while Kurds oppose the clauses concerning the relation between the central government and the Kurdish administration as the present draft wording gives more powers to the central government as to concluding investment contracts with foreign companies.
