استقبل الشيخ الدكتور همام حمودي بمكتبه الرسمي ببغداد السفير اليوناني سيارتيك بارتيس وجرى خلال اللقاء استعراض آخر المستجدات والتطورات السياسية في المشهد العراقي لاسيما فيما يتعلق بعمل لجنة مراجعة الدستور التي يترأسها الشيخ حمودي وتقديم تقريرها الى رئاسة مجلس النواب

وكذلك لجنة الصداقة (العراقية _ اليونانية) والانتخابات اليونانية، من جهته بارك السفير اليوناني الاتمام شبه النهائي لعمل لجنة مراجعة الدستور وقد أشار الشيخ حمودي الى ان تقدماً واضحاً وملموساً قد تحقق في معظم المواد التي طرحت للتعديل ،فيما بقيت مسائل تحتاج الى اجماع قادة الكتل السياسية لاسيما المادة 140 المتعلقة بقضية كركوك حيث أوضح سماحته ان هناك اقتراحات لجعل هذه المدينة ذات التركيبة_ الفسيفسائية المتلونة _ إقليماً بذاتها وقد أبدى السفير اليواني رغبة بلاده في التطوير وتوثيق العلاقات الثنائية بين البلدين لا سيما البرلمانية منها وفي هذا السياق وجه دعوة مبدئية لسماحة الشيخ حمودي ولجنة العلاقات الخارجية لزيارة اليونان بحلول نهاية هذا العام من جانبه رحب رئيس لجنة العلاقات الخارجية في مجلس النواب بهذه الدعوة معرباً عن سعادته بتلبيتها في اقرب فرصة لما فيه مصلحة البلدين الصديقين.

This meeting was attended by the members of the Foreign Relations Committee : Jaber Habib Jaber Abdel Bari Zebari, Zahra Hashemi At the end of the meeting, he thanked Dr Hamoudi Iraq and the Division of the Yunnan government and people for their support for the new Iraq and the fledgling democratic experiment.

قال وزير التجارة والصناعة فلاح الهاجري امس ان منطقة الخليج مستهدفة وجاذبة لعمليات غسيل الاموال، مشيرا الى ان العصابات المعنية بهذا النشاط الخطير بدأت توجه انظارها نحو دول الخليج العربي بعدما بدأ تضييق الخناق عليها من قبل الولايات المتحدة واوروبا.

The Minister of Trade and Industry Falah al-Hajiri yesterday that the Gulf region targeted and attractive for money laundering operations, noting that the gangs involved in this dangerous activity started to fix some Arab Gulf states began after a corner by the United States and Europe.

وقال الهاجري في كلمة القاها نيابة عنه وكيل وزارة التجارة والصناعة رشيد الطبطبائي في افتتاح ندوة الوزارة التي جاءت تحت شعار «ساهم معنا في مكافحة عمليات غسيل الاموال» ان الجهود الحالية لدول الخليج في مكافحة عمليات غسيل الاموال اصبحت في حاجة الى المزيد من التطوير والتكثيف.

Hajri said in a speech read on his behalf by Deputy Minister of Trade and Industry Rasheed Tabtabai at the opening of a symposium Ministry, which came under the slogan «helped us in the fight against money laundering operations» the current efforts of the Gulf states in the fight against money laundering operations are in need of further development and intensification.

واوضح الهاجري في كلمة نقلتها (كونا) ان هذه العصابات بدأت توجه اهتمامها لمنطقة الخليج من حيث كونها بيئة مواتية تتوافر فيها بنية اساسية من مطارات وموانئ وطرق دولية ووجود اعداد كبيرة من العمالة الوافدة وخاصة من بعض الدول التي تنشط في انتاج المخدرات مشيرا الى ان بعض هذه العمالة اصبحت تمثل نواة لعصابات ممارسة الجريمة المنظمة.

He explained in a speech delivered by Al-Hajri (KUNA) that these gangs began turning their attention to the Gulf region, in terms of being an environment conducive available infrastructure of airports, ports, roads and international presence of large numbers of foreign labor, especially from some States that are active in drug production, pointing out that some of these employment become represent the nucleus of organized crime gangs exercise.

واكد ان ظاهرة عمليات غسيل الاموال في دولة الكويت محدودة جدا وفي الحدود الطبيعية بفضل ما تقوم به الدولة على المستوى الوطني من تسخير لكل امكاناتها من اجل مكافحة الفساد وتجسيد سيادة القانون والشفافية والالتزام بالاتفاقيات الدولية.

He emphasized that the phenomenon of money laundering operations in Kuwait are very limited and, thanks to the natural boundary of the State at the national level to harness the potential of each in order to combat corruption and to realize the rule of law, transparency and commitment to international conventions.

واشار الى ان اجراءات عدة اتخذتها الدولة للحد من هذه الظاهرة الخطيرة منها اصدار القانون رقم 35 لسنة2002 وتشكيل اللجنة الوطنية لمكافحة عمليات غسيل الاموال كما يتم اخضاع عمليات جمع الاموال للاعمال الخيرية في دولة الكويت للترخيص المسبق من وزارة الشؤون الاجتماعية والعمل.

He pointed out that many measures taken by the State to reduce this dangerous phenomenon, the issuance of Law No. 35 of 2002 and the formation of the national anti-money laundering operations are also subject of raising funds for charitable work in Kuwait prior authorization from the Ministry of Social Affairs and Labor.

واضاف ان الكويت من اول الدول العربية التي طبقت الاليات والتدابير البنكية لمكافحة عمليات غسيل الاموال.

He added that Kuwait is one of the first Arab countries that have applied mechanisms and measures to combat money laundering operations.

وقال «ان طبيعة المرحلة المقبلة حافلة بالتطلعات الاقتصادية الضخمة مما يجعلنا في حاجة الى استمرار دعم جهودنا في مكافحة عمليات غسيل الاموال بل تكثيف هذه الجهود وتطويرها لتوفير الضمانات المطلوبة لسلامة الانجازات الاقتصادية في المستقبل».

He said «The nature of the coming stage bus huge economic aspirations, which we need to continue to support our efforts in combating money laundering operations, but these efforts will be intensified and developed to provide the required guarantees for the safety of the economic achievements in the future».

وتهتم الندوة بزيادة الوعي بمخاطر عمليات غسيل الاموال ومناقشة افضل السبل لمواجهتها والحد من اثارها السلبية على الاقتصاد الكويتي بصفة خاصة واقتصاديات المنطقة بشكل عام.

The symposium is interested in increasing awareness of the risks of money laundering and discuss the best ways to confront and reduce its negative effects on the Kuwaiti economy, particularly the economies of the region in general.

يشار هنا الى أن انتشار الفساد على المستوى الدولي وصل إلى وضع غير مسبوق، حيث يقدر البنك الدولي حجم الرشوة في السنة الواحدة بنحو ألف مليار دولار، وغسيل الأموال بحوالي 500 مليار دولار سنوياً، وأن حجم الأموال المُنفقة في الرِّشوةِ يعادل عشرةَ أضعاف كلِّ ما هو متوفر من مساعدات دولية للتنمية.

أكّد متحدث باسم السفارة الأمريكية بأنقرة امس عزم واشنطن علي مواصلة مكافحة النشاطات الإرهابية لعناصر حزب العمال الكردستاني المتواجدين في شمال العراق.

A spokesman for the American embassy in Ankara yesterday's Washington to continue the fight against terrorist activities of the elements of the PKK presence in northern Iraq.

وجاء هذا ردّاً علي تصريح المنسق التركي المكلف التنسيق مع الولايات المتحدة لمكافحة الكردستاني الجنرال أديب باشير باستقالته من منصبه في غضون الشهر القادم لعدم تعاون الجانب الأمريكي بالقدر الكافي مع أنقرة للقضاء علي الحركة الكردية.

This came in response to the statement by the Turkish coordinator in charge of coordination with the United States to combat the PKK, General Adib Bashir of his resignation within the next month for the lack of cooperation the American side sufficiently with Ankara to eliminate the Kurdish Movement.

ولم يرد في كلام المتحدث باسم السفارة الأمريكية أي تعليق علي قرار الجنرال باشير هذا مكتفياً بالقول "إن الولايات المتحدة الأمريكية تتعهد التعاون المستمر مع تركيا لمكافحة الإرهاب وإن الحوار القائم بين البلدين جزء من مشروع التعاون هذا".

Nowhere in the words of spokesman for the American embassy had no comment on the decision by General Bashir, saying only that "the United States pledges continued cooperation with Turkey to combat terrorism and that dialogue between the two countries is part of the cooperation project."

في حين قالت مصادر رسمية تركية ان انقرة مازالت تمتنع عن إجراء مباحثات مع رئيس اقليم كردستان مسعود البارزاني رغم اصرار الجانب الامريكي ووزير الخارجية هوشيار زيباري علي ضرورة اجراء مباحثات مع البارزاني حول مكافحة حزب العمال الكردستاني.

While the official Turkish sources said that Ankara still refrain from holding talks with President Masoud Barzani of the Kurdistan despite the insistence of the American side and Foreign Minister Hoshyar Zebari on the need to hold talks with Barzani on the fight against the PKK.

ومن جانب آخر أفادت رئيسة فرع إسطنبول لجمعية التعاون الثقافي والاجتماعي للمهاجرين التركية شفيقة كربوز أن الجمعية انتهت من إعداد تقرير حول مخيم مخمور في شمال العراق والذي يضم 12 ألف لاجئ من أكراد تركيا.

On the other hand, The President of the Istanbul Branch of the Society for Cultural and Social Council of Turkish migrants Shafiqah Corpuz that the General had prepared a report on Makhmour camp in northern Iraq, which includes 12 thousand refugees from the Turkish Kurds.

وأفادت كربوز إن عودة هؤلاء اللاجئين إلي مناطقهم في تركيا مرهونة بحل المشكلة الكردية في تركيا.

Corpuz reported that the return of these refugees to their places in Turkey depended on a resolution of the Kurdish problem in Turkey.

وجاء هذا التصريح خلال مؤتمر صحفي عقدته الإثنين رئيسة فرع الجمعية في اسطنبول أشارت فيه إلي أن التقرير الذي تم إعداده في هذا الخصوص أحد أهم نتائج زيارة قام بها وفد من الجمعية في الفترة الأخيرة للمخيم التابع إلي محافظة الموصل.

This statement was made during a press conference held Monday, Chief of the General in Istanbul pointed out that the report had been prepared in this regard one of the most important results of a visit by a delegation from the Assembly in the recent period of the camp belonging to the Mosul governorate.

وفي سياق قريب أفادت مصادر رسمية في أنقرة إن وفدا تركيا رفيعاً سيتوجه إلي العاصمة العراقية بغداد في غضون أسبوع وسيترأس الوفد مسؤول الشؤون العراقية السفير اوغوز جليكول.

In the context of recently reported official sources in Ankara said that a Turkish delegation would travel to a high-ranking Iraqi capital Baghdad within a week Citrus delegation official Iraqi affairs Ambassador Oguz Gelikul.

Reforms gave federal government wide competences

Sheikh Humam Hamodi has met in his office Grease ambassador in Iraq and reviewed latest political developments in Iraq specially the work of constitution.

Review committee which is headed by Hamodi.This committee would represent its report to head board of council of representatives.

They discussed Iraqi – Grease friendship committee, as Grease ambassador has praised the semi completed finishing of constitution review committee.Hamodi said that a noticeable progress has been achieved in most items subjected to amendment.

Sadrist bloc won't vote on six figures to be named as new ministers – spokesman Baghdad - Voices of Iraq

The Sadrist bloc, or members of parliament loyal to Shiite leader Muqtada al-Sadr, will not vote on the six candidates proposed to occupy their former ministerial portfolios on the grounds that they are not "technocratic enough," a spokesman for the Sadrists said on Saturday.

The six ministerial positions became vacant after Sadr withdrew his six ministers from the government of Iraqi Prime Minister Nouri al-Maliki in April 2007 in protest against its failure to come up with a timetable for the withdrawal of foreign troops and to provide necessary services for Iraqis.

"Our objection did not rest on the fact that we are members of the Sadrist bloc but rather as members of the Iraqi parliament. The ministers of the Sadrist bloc were better than the new candidates from both practical and independence perspectives," spokesman Nassar al-Rubaie told the independent news agency Voices of Iraq (VOI) during a parliamentary session on Sunday.

He said some of the new candidates have been outside Iraq for more than 25 years.

Maliki, during a session of the Iraqi parliament on Thursday, proposed the names of the candidates to fill the ministerial vacancies left by the six ministers loyal to leader Sadr last month.

The Sadrist members of parliament are part of the Shiite Unified Iraqi Coalition (UIC), the largest bloc with 30 seats out of the total 275.

Iraqi Prime Minister Nouri al-Maliki said on Sunday that any opposition or criticism from political parties within a democratic framework is triumph for the political process.

"It is the right of any parties or blocs to be active and form fronts, but it would be dead wrong to leave the door wide open for foreign intervention that might drag Iraq into an unfavorable vicious circle of actions and reactions," Maliki said after receiving a number of members from former premier Iyad Allawi's secular Iraqi National Slate (INS), which has 25 seats out of the parliament’s 275.

"We have to send Iraqi citizens the message that the government is working on molding a unified national vision for the political process, away from sectarianism," Maliki said in a cabinet statement received by the independent news agency Voices of Iraq (VOI).

The Iraqi prime minister also called on political partners to "shoulder their responsibility."

Maliki, referring to the Iranian-U.S. negotiations scheduled for Monday in Baghdad, to be attended by U.S. ambassador Ryan Crocker and Iranian ambassador Hassan Kazemi Qomi, said the Iraqi government has encouraged both sides to "launch a dialogue and settle the problems that have a negative impact on Iraqi reality," the statement added.

The INS had said on Saturday that it has no plans to withdraw from the Iraqi government and parliament at present, but left the door open for possibly quitting.

"The INS expresses support for the current political process in the country, provided that there is no sectarian quota system," the spokesman, MP Iyad Jamal al-Din, said during a press conference in Baghdad.

"The INS is evaluating its participation in the government of Iraqi Prime Minister Nouri al-Maliki," said Jamal al-Din, adding INS leader Allawi is seeking closer viewpoints among the political blocs.

"Allawi managed to facilitate contact between the Iraqi government and armed groups, many of which have joined the political process," he said.

Jamal al-Din noted that the INS is continuing its efforts in dialogue with all political powers in order to get Iraq out of its current predicament.

Heads of Iraqi parliamentary major blocs and the House's presidency will meet on Monday to discuss the names proposed By Iraq's Prime Minister Nouri al-Maliki to fill up the seven vacant portfolios within his cabinet, a parliamentarian said on Sunday.

"The House Speaker intends to meet heads of the major blocs in the parliament prior to Monday's scheduled session to reach an agreement on the proposed ministerial reshuffle," lawmaker, Mohammed al-Khazaali, from the Shiite Fadhila party, told the independent news agency Voices of Iraq (VOI).

Seven portfolios are still vacant in the Iraqi government after six Sadrist ministers quit Maliki's cabinet in addition to the justice minister who resigned early this year.

"It was scheduled for today's parliament morning session to witness a vote on the names of the nominees for the seven vacant portfolios but the parliament Speaker preferred to put off voting till more lawmakers would attend in the afternoon session but only 145 members out of the 275 members were present leading the Speaker to adjourn voting until tomorrow," al-Khazaali said.

A nominee needs at least 138 pro-votes to be a minister.

Before tomorrow's session, the lawmaker pointed out, Speaker Mahmoud al-Mashhadani is scheduled to meet heads of the major parliamentary blocs to agree on the names proposed for the portfolios.

The major blocs in the Iraqi parliament are the Shiite Iraqi Unified Coalition (113 seats), the Kurdistan Coalition (55 seats), the Sunni Iraqi Accordance Front (44 seats), the Iraqi National List (25 seats), the Shiite Fadhila party (15 seats) and the Sunni National Dialogue Front.

Asked about the Fadhila party's view about the nominees, al-Khazaali replied "We have not decided yet about voting for or against the proposed names."

Earlier on Sunday, the Sadrist bloc, 30 seats within the Shiite Iraqi Unified Coalition, decided to vote against the proposed names on the grounds that they are not "technocratic enough."

(IMO) UNTILL THEY REQUIRE PARLIAMENT MEMBERS TO ATTEND THEY WILL NEVER HAVE ENOUGH VOTES TO PASS ANY OF THE IMPORTANT BILLS...Maliki had said that they would publish the attending records of the members- I wish they would...so that the people could see how baddly they are being served!
