Kurds refuse any constitutional amendments impinging on pluralism in Iraq

Kirkuk, Kurdistan region border with (Iraq), -- The Kurds do not agree to any amendments to the Iraqi constitution that will impinge on pluralism, the deputy speaker of the Iraqi Kurdistan region's parliament said on Monday.
Kamal Kirkuki said committees were set up in Baghdad to follow up on important issues pertaining to the region, including the law on oil and article 140 of the Iraqi Constitution.
"The recommendations and decisions of these ad hoc committees will be considered by the Iraqi Kurdistan region's presidency," Kirkuki said.
He stressed, "there are no decisions or draft laws passed without the Iraqi Kurdistan region's approval."
The draft law on oil and gas is one the most controversial issues in Iraq.
Seen as a compromise between Sunnis, Shiites and Kurds, the law calls for the distribution of oil revenue to the governorates or regions based on population numbers, and grants regional governments or oil companies the right to draw up contracts with foreign companies for the exploration and development of new oil fields.
Regions will be allowed to enter into production-sharing agreements with foreign firms and a federal Oil And Gas Council will be established to oversee these agreements, holding veto power over the regional governments.
"These committees were set up after a visit by Iraqi Kurdistan region's Prime Minister Nechirvan Barzani to the Iraqi capital Baghdad and his meeting with members of the Kurdistan Coalition, the second largest bloc in the Iraqi parliament," which has 55 seats out of the Iraqi parliament's 275, said Kirkuki.
He said there were "initial guarantees from Baghdad to activate article 140 of the constitution by the end of 2007 to bring home the Kurds deported from Kirkuk during the former regime's time and to hold a referendum on the disputed areas."
Article 140 of Iraq's constitution regulates the mechanisms to normalize the situation in the northern Iraqi city of Kirkuk.
Kurds claim that the demographic distribution of Kirkuk's population was considerably changed after the 1980s, following attempts by the former regime to encourage Iraqi Arabs to flock into the city in a bid to change the demographic composition of the city's population.
Oil-rich Kirkuk now has a mixed population of majority Kurds and minority of Arabs, Turkmen.

Iraqi Kurdistan region to take charge of own security

Iraqi Kurdistan's autonomous government will take charge of security in its mountainous northern region this week in a transfer of command from the US-led coalition, officials said.
At a ceremony on Wednesday in the regional capital Erbil the commanders of the peshmerga -- former anti-Baghdad guerrillas and now staunch US allies -- will be handed responsibility for three northern provinces.
"This week the responsibility for security in the Kurdistan region will be officially transferred from multinational forces to the peshmerga affiliated with the regional government," said Jabar Yawar, a Kurdish military spokesman.
The peshmerga are former Kurdish rebels who have been incorporated into the Iraqi and Kurdish armed forces in the four years since a US-led invasion toppled Iraq's dictator Saddam Hussein.
Yawar said the decision was made during a meeting held in Baghdad between Kurdistan regional president Massud Barzani, Iraq's Prime Minister Nuri al-Maliki and senior US military leaders.
The US military confirmed the handover in an invitation to the event sent out to local media.
"The Kurdish Regional Government will hold a transfer of security ceremony, to highlight the return of the entire region from the coalition force to the government of Iraq," the invitation says.
While turning regional security responsibility over to mainly Kurdish forces, the agreement requires them to coordinate with Iraqi state and US-led forces, according to Kurdish officials.
The US statement said "the Kurdistan Regional Government was deemed ready to assume security responsibility in the region."
The decision comes at a time of growing tension between Iraq's Kurds, who are pursuing greater autonomy, and the country's neighbours, principally Turkey, who opposes anything resembling Kurdish independence.
Turkey has long accused Iraq's Kurds of sheltering fighters from the separatist Kurdistan Workers' Party (PKK), and last week threatened to launch an operation in northern Iraq if local authorities fail to combat the group.
"Either you prevent illegal activities on your soil or if you are not powerful enough, the occupation forces there... should prevent them," Turkey's Foreign Minister Abdullah Gul said.
"If they cannot do it either, then we, who are the ones to suffer, will do it," he warned.
Washington has warned Ankara against cross-border interference in northern Iraq, wary that such a move may destabilise a relatively peaceful region and fuel tensions between Turkey and the Iraqi Kurds, both staunch US allies.

With respect to the oil-Falah Mustafa said : Everybody agreed the oil, but the purpose of the meeting was to hold discussions on the supplements of these laws, such as the distribution of wealth.
He also noted that the territorial government's clear position of constitutional amendments, which must be aimed at enriching the Constitution and not change the principles voted by the Kurdish people as well as the peoples of Iraq.
The Prime Minister in the government of the province conducted during this visit a series of meetings with Iraqi Prime Minister Dr. Nouri Al-Maliki, a number of members of the Iraqi government on matters relating to the law of oil and s budget and constitutional amendments.

Zoellick to be named to World Bank

WASHINGTON - President Bush has chosen Robert Zoellick, a one-time U.S. trade representative and former No. 2 official at the State Department, to lead the World Bank, a senior administration official said Tuesday.
Bush will announce his decision on Wednesday.
Zoellick would succeed Paul Wolfowitz, who is stepping down June 30 after findings by a special bank panel that he broke bank rules when he arranged a hefty compensation package in 2005 for his girlfriend, Shaha Riza, a bank employee. The controversy led to calls from Europeans, the bank's staff, aid groups, Democratic politicians and others for Wolfowitz to step down.
Zoellick's selection has received positive reaction from other nations, and the White House expects him to be accepted by the World Bank executive board, the senior administration official said. The official spoke only on condition of anonymity because Bush had not announced the selection.

WTO starts negotiations with Iraq for membership

IRAQ. For the first time since Iraq's application in 2004, the Working Party met this week to discuss and examine Iraq's trade legislation and its conformity to World Trade Organization principles.
Iraq's Trade Minister HE Dr Al-Sudani stated that “Iraq's joining the WTO is an important step towards its integration into the global trading system and restores its position within the international community after decades of isolation”. He emphasised that WTO accession was essential to integrate into the global economy and a priority for his government.
The Chair of Iraq's Working Party HE Claudia Uribe, Ambassador for Columbia, declared the meeting to be a significant event in WTO's calendar of activities and said that “the presence of a high-level delegation from Baghdad demonstrated Iraq's strong commitment to its accession to the WTO”.
WTO members strongly supported Iraq's accession and welcomed the commencement of multilateral work in Geneva. Members acknowledged the progress made by Iraq in passing or drafting new legislation to comply with WTO rules. Areas for further work were identified.
Iraq called for technical assistance to help the country accede the WTO and members stated their willingness to help Iraq advance the accession process in every possible way.
Iraq met bilaterally with Brazil, Chinese Taipei, Egypt, the EU, Jordan Morocco, Norway, Oman, the United Arab Emirates, the US, and Vietnam. Iraq was invited to submit initial offers to advance their market access negotiations on goods and services.
In the next steps, Iraq will prepare documents on agriculture, services, technical barriers to trade, sanitary and phytosanitary issues and intellectual property. It will also prepare a general legislative action plan providing members with a state of play of current and future legislation.
