Iraq Nudges Closer to WTO Membership
Trade Minister Reports Positive Developments in Geneva Meetings

BGeneva, SWITZERLAND: World Trade Organization (WTO) headquarters in Geneva.
Iraq appears to be moving closer to joining the World Trade Organization, as Trade Minister Abdul Hassan Falah al-Sudani reports that his delegation experienced a fruitful exchange with WTO officials in Geneva.
The WTO said Tuesday it has officially begun to examine Iraq's application to the organization, which was first filed in 2004.
The Chair of Iraq's Working Party H.E. Claudia Uribe, Ambassador for Columbia, declared the meeting to be a significant event in WTO's calendar of activities and said that “the presence of a high-level delegation from Baghdad demonstrated Iraq's strong commitment to its accession to the WTO”.
A statement released by the Iraqi Ministry of Trade reported “The minister met in Geneva with the WTO experts and explained procedures and laws passed by Iraqi authorities to organize the economic and commercial process in the country."
“The negotiations ended with complete understanding by the WTO team to the recent economic procedures taken by the government to organize the economic and commercial work which could lead Iraq to be a member of the international organization,” the statement explained.
Trade Minister al-Sudani noted, “The Iraqi delegation answered every question and inquiry regarding investment issues in Iraq, oil projects, taxes and explained the procedures taken nowadays to facilitate the trade exchange with all countries."
“The delegation also explained the mechanism to register companies in Iraq. A total of 200,000 companies have been registered since 2003 till last year,” he continued, noting that this shows great flexibility in registering companies.
Sudani reported that the pending draft law on patent and copyright issues does not meet the standards set by the WTO and that further steps would have to be taken in that respect.
Iraq called for technical assistance to help the country accede the WTO and members stated their willingness to help Iraq advance the accession process in every possible way. Iraq met bilaterally with Brazil, Chinese Taipei, Egypt, the EU, Jordan Morocco, Norway, Oman, the United Arab Emirates, the US, and Viet Nam.
According to the WTO, Iraq's next step on the path to accession will be to prepare reports on agriculture, services, technical barriers to trade, sanitary and phytosanitary issues and intellectual property. It will also prepare a general legislative action plan providing members with a state of play of current and future pertinent trade-related legislation.

- Talks on the new oil law

Baghdad, May 29, (VOI)- Iraqi Trade Minister Abdul Falah Hassan al-Sudani described on Tuesday as a success the Iraqi delegation's negotiations with the World Trade Organization (WTO) that could end with Iraq’s joining to the international organization.
“The minister met in Geneva with the WTO experts and explained procedures and laws passed by Iraqi authorities to organize the economic and commercial process in the country,” the minister said in a statement released by the ministry and received by the independent news agency Voices of Iraq (VOI).
“The negotiations ended with complete understanding by the WTO team to the recent economic procedures taken by the government to organize the economic and commercial work which could lead Iraq to be a member of the international organization,” the minister explained.
“The Iraqi delegation answered every question and inquiry regarding investment issues in Iraq, oil projects, taxes and explained the procedures taken nowadays to facilitate the trade exchange with all countries,” al-Sudani noted.
“The delegation also explained the mechanism to register companies in Iraq. A total of 200,000 companies have been registered since 2003 till last year,” he also said, noting that this shows great flexibility in registering companies.
“There are other procedures that could be taken regarding protecting copyright or trademarks,” the trade minister highlighted.
“The government has a draft law for copyright and patent on an invention but it is not suit the WTO regulations nowadays,” he stated.

The Presidency ratified the amendment of the law on retirement and social security for workers
May 29, 2007
Council decided the presidency penultimate held on 19-5-2007 ratification of the amendment to the retirement and social security for workers (No. 39) of 1971 and issued Resolution No. 20.
And the law reads :
"On behalf of people
The Presidency
Decision No. (20)
Based on the approved by the House in accordance with the provisions of Article (61 / I) of the Constitution, based on the provisions of paragraph (V / a) of article one hundred thirty eight of the Constitution.
Council decided the presidency penultimate held on May 19, 2007
The law follows :
No. (21) of 2007
Amending the retirement and social security for workers (No. 39) of 1971
Article 1-cancels the text of article III of the Code of retirement and social security for workers (No. 39) of 1971 and replaced by what comes.
Article 3 : The provisions of this law to workers covered by the provisions of Law No. (71) of 1987.
Article 2-canceling the decision Revolution Command Council (degenerate) (No. 209) in the 5/12/2000
Article 3-This Act implemented from the date of publication in the Official Gazette.
Reasons
In order to cover all workers in the private sector and mixed and cooperative regardless of the provisions of the retirement and social security for workers (No. 39) of 1971 and not deprived of its advantages, initiated this law. "
