TURKISH PREMIER SAYS MILITARY ATTACK INTO IRAQ POSSIBLE
Turkish Prime Minister Recep Tayyip Erdogan said that a cross-border operation to attack Kurdistan Workers Party (PKK) militants in Iraq will be carried out "if necessary," the Anatolia news agency reported on May 29. Asked by NTV whether an operation would be carried out, Erdogan said, "One does not talk about whether these kind of operations will take place or not, it would simply be carried out." He added: "There are two dimensions to it. One is military and technical, the other is political and diplomatic. Both parties [presumably the military and diplomatic corps] would work on their parts. Then they would come together and discuss. Following that, the necessary steps would be taken rapidly." Erdogan said last week that he saw eye-to-eye with the army over possible military action, Reuters reported on May 30. The news agency reported that Turkey sent more tanks -- about 20 -- to the border on May 30 ahead of a possible incursion. KR

AL-QAEDA IN IRAQ CLAIMS TO HAVE 'THERMAL' BOMBS
The Al-Qaeda-affiliated Islamic State of Iraq said in a video posted to the Internet that it now has Russian-made thermal bombs, Al-Jazeera television reported on May 30. The group said it has established a new unit called the Thermal Brigade to attack coalition vehicles with its thermal grenades. The Islamic State of Iraq claims the grenades can penetrate armored vehicles. The video shows insurgents lobbing the grenades at the vehicles, the news channel reported. KR

Engineers clear way for new school

U.S. troops triggered the process of healing and closure, May 20, at a former combat outpost in As Sadah, four miles north of Baqubah, Iraq.
The outpost was partially destroyed by a deadly car bomb attack in April. Members of 5th Squadron, 73rd Cavalry Regiment, who operated the outpost, requested the remaining structure be torn down and a new school built in its place.
Combat engineers from Company E, 1-12 Combined Arms Battalion, 3rd Brigade, 1st Cavalry Division, from Fort Hood, Texas, were called in to demolish the remainder of the structure.
The engineers placed 520 pounds of explosives in the building, wired them together, and within hours, turned the outpost into a pile of rubble, facilitating the construction process, said 1st Lt. Benjamin Dowell, executive officer for Company E.
Safety measures were taken to ensure that homes in the community and the nearby mosque would not be damaged from the blast.
“Charges were placed on the opposite side of the building as the mosque, so that not only would the force of the blast be less on that area, but also so that the building would be much more likely to fall away from the mosque,” said Dowell.
Prior to the demolition, Soldiers of 5-73 Cav. Regt., from Fort Bragg, N.C., set up security and an attached Civil Affairs team spoke with residents to ensure they stayed out of the blast area. No injuries were reported. Minimal damage was done to several homes across the street. Arrangements were made with those residents for compensation, said Dowell.
Dowell said the construction of the new school will most likely be contracted out to a local company in order to offer jobs in the community and help improve the economy.
Demolishing the building will make it easier for construction crews to clear the site, speeding the eventual construction of the school, he said.
“Today was really the beginning of a construction mission,” said Dowell. “And so today, although we took down a building, it was more of a rebuilding. We didn’t do it to thwart the enemy. It was more to help the people in the area.”
And it was the easiest, quickest way to do it, said Staff Sgt. Terry Millender, platoon sergeant for 2nd platoon, Company E.
“It speeds up the time for building the new school. It took us four hours to do that mission … We didn’t have to organize convoys, putting Soldiers at risk, making up a big work site and imposing on the people like that. One boom and it’s done,” said Millender.
Prior to a U.S. combat outpost being set up in the area, there was a heavy al-Qaida presence in this town that ran many residents out of their homes, said Millender. For the residents who remained, today’s demolition was a quick start to a new beginning.
“It’s definitely going to turn a very negative event into something positive,” Millender said. “It will be something good for the Army to do for the people, as a show of goodwill.”
The combat engineers were happy to take on this task and help provide closure for Soldiers from 5-73 Cav. Regt., improve the quality of life in As Sadah, and allow junior Soldiers to put their demolition skills to use.
Millender said the mission was accomplished successfully because of his troop’s preparation and hard work.
“You could see the excitement of all the Soldiers. They don’t get to do this type of task (often), which is what most of them join the Army for when they see demolitions is part of our job title. Today, they got a chance to do it,” said Millender.

Iraq to compensate martyrs’ families

Iraq’s Vice President Tarek Al Hashemi condemned the attack that targeted Al Qadiriya Holy Mosque which killed and wounded tens of citizens. In a statement issued by his office, Al Hashemi called on all parties to resort to wisdom and unify ranks and efforts away from tensed sectarian speeches.
Al Hashemi ordered to form two committees to compensate the martyrs’ families.
In another context, Iraq’s Vice president received an invitation from Egyptian Prime Minister Ahmad Nadif to make an official visit to Cairo in order to discuss issues of common interest on the international and regional levels. Al Hashemi welcomed the invitation and promised to visit Cairo in the coming days, his office said.

China vows to promote economic cooperation with Iraq
Chinese State Councilor Tang Jiaxuan said here Wednesday that China is ready to enhance economic and trade cooperation with Iraq.
"China values its relations with Iraq and will strengthen economic and trade cooperation and exchanges with Iraq on the basis of mutual respect, equality and reciprocal benefit," Tang told visiting former Iraqi Prime Minister Ibrahim Al-Jaafari.
Tang said China is always concerned with the situation in Iraq and supports the Iraqi government's efforts for stability, reconciliation and reconstruction.
"China will work with the international community to play its due role in helping Iraq achieve stability and development," said Tang.
Jaafari said he appreciated and thanked China's contribution to the stability and development in Iraq.

The Federal Government, in coordination with the regions governments, shall finalize the requirements needed to implement this law and activate the entities mentioned in the law in a time period not exceeding the end of May 2007. In case this deadline was not met, the Iraqi Prime Minister shall meet with the president of Kurdistan Region to implement the law within one month and reach a solution based on one of the following options:
a. In case article 5 was not finalized by the deadline of May 31st 2007, the two parties shall have the right to sign Exploration and Production Contracts in accordance to the constitution, this law, and the general principles of contracts' models (the first option).
b. Extend the time period mention above.
