I am not so sure anymore. Look at the highlighted red portions. They can extend it and they have one month to do it - at least this is what I understand...

But, on the other hand , I am not sure that HCL is a requirement for RV..so...

It would be an extremely intelligent move on the part of the Iraqis to RV before any HCL law was passed and before the ISX is opened to foreigners.

Why? $$$$$$$$$$$$$$$$$$$$$ Iraq will become much richer if they make their move with an RV first.

it says they will go ahead and start signing contracts under the law and constitution and we know that they are already doing this as we have been watching the reports of companies moving in. as inquisitive1 pointed out the two gentlemen are indeed together in baghdad right now. the blue moon is the 31st, iraqis base many events on phases of the moon and this being one of the more rare.
