The best news is that the Iraqis must RV before the HCL is passed or they will loose billions. President Talabani and his council have called on all of the powers of the presidency and are using them. They have had the new draft law with the 4 issues bundled for a couple of weeks however they might have added more. The Presidential Council, headed by President Talabani signed off on the powers of the presidency document before he left for his US trip. All terrific.

    These conditions make it a good time to reopen the discussion about shifting the international reserve currency further away from a dollar base. A substantial expansion of Special Drawing Rights, or SDRs, is one fairly straightforward way to do this.

If a national currency is available in good enough supply to be the international currency, the country must be running a deficit, so the currency is vulnerable to a fall in value and to the macroeconomic policies of the national government. On the other hand, if a country is running a surplus and the currency is strong, it will be scarce and not available as an international currency. In concrete terms, the supply of dollars to the rest of the world depends on the U.S. deficit, while the stability of the dollar depends on the U.S. ability to return to surplus.

    The realization of this in the 1960s prompted the search for an alternative form of internationally acceptable money to supplement the dollar as the U.S. deficit was brought under control.

    Countries that are in deficit can transfer their SDRs to surplus countries, and the latter must provide them with convertible currencies in exchange. The deficit country governments must repay the currencies and pay interest on the SDRs they have disposed of.

    In this way deficit countries can cover their deficits and maintain a higher level of economic activity than would otherwise be possible — provided the surplus countries are prepared to extend credit in this way and provided the deficit countries pay their interest and eventually repay (or reacquire) the SDRs.

    In practice the use of the SDR scheme has remained tiny, relative to total international aid and loans. But the financier George Soros proposed in his 2002 book "Soros on Globalization" the expansion of SDRs as the centerpiece of a raft of proposals to improve the world economy. He concentrates on how rich countries could use newly created SDRs to raise the supply of "global public goods."

    According to Soros's proposal, rich countries would donate their SDRs to a trust fund managed by a board of "eminent persons" (not state representatives); and the rich countries would pay the interest on the SDRs. The board would draw up a menu of worthy projects with a high quotient of global public benefit — for example, a tuberculosis eradication program in Africa. Rich country governments would then select from among the menu of projects some that they individually wish to support.

    At the point when the SDR allocation was made to each project, the sponsoring rich country would have to pay the recipient (or the trust fund) in U.S. dollars or its own (hard) currency the equivalent amount at the going SDR exchange rate determined by the basket of major currencies.

    So the new scheme would not alter the economic character of SDRs: The rich countries have to pay for them with their own currency once the SDRs are put to use. and at that point they become a charge on the national budget; the SDRs are not "free" for the rich countries.

    What would be the rich countries' incentive to endorse the scheme? The response to the idea from rich-country governments has been a deafening silence. But a public campaign in favor of a new SDR issue could change minds, the way the Jubilee 2000 campaign for debt cancellation did.

    The Soros proposal is very modest compared to what would be needed to establish an international currency not tied to the dollar. But it could be a first step, and the debate about its pros and cons could help to ignite a larger public discussion about the social purposes of an international payments system.
