    Iraq speaker ordered on leave after brawl

    BAGHDAD (AFP) - Iraq's parliament on Sunday sent its Sunni speaker Mahmud Mashhadani on indefinite leave after he allegedly ordered his bodyguards to beat up a fellow MP, a lawmaker said.
    Mashhadani, known for his loud rhetoric in parliament, set his bodyguards on Fariyad Mohammed after a heated verbal exchange outside the parliament hall, according to lawmaker Abdul Karim Anizi.
    "There was an argument between the bodyguards of the speaker and Mohammed. Mashhadani then ordered his men to beat the Shiite MP," said Anizi, from Iraq's ruling Shiite alliance.
    Parliament then convened a session, he added, in which it was decided to "send Mashhadani on indefinite leave and ask his deputy Khalid al-Attiya to take over ... until a new speaker is elected."
    Anizi said parliament also told the Sunni National Concord Front, the main Sunni political bloc in the 275-member parliament, to forward a new name for the post of the speaker.
    Mashhadani is a religious fundamentalist of the Salafi school whose death sentence under
    Saddam Hussein's regime was commuted to a 15-year prison term in 2000 after he bribed the judge.
    A doctor by trade, the Baghdad native helped create the National Dialogue Front, one of the Sunni parties that belong to the 44-seat Sunni National Concord Front coalition.

    I am a little confused with this article . does it mean that the RV of the dinar will be prolonged till Sept. I Thought that the CBI was in main control of the moneies in Iraq. will the CBI still have the upper hand on the RV . Sorry but everyday I try to keep up with theses post some are very hard for the Layman to digest.seems like a lot of double talk to me. some one pleaase help me out here---WHO controls The currency In Iraq? Sorry i don't completely under stand this. BOB

    That's what popped out at me Bob. Within meaning ~ could be tomorrow, could be August 10th. (August 10th is two months from today )

    STILL ON TRACK BUT FOR THE 17th (as the 15th is Friday) but, at last count there are over 70 amendments...everyone is loading it up because it is a package vote "all or nothing.."

    Although, 140 the government seems to think it can do without having an amendment and they already have a 140 commission looking into just implementing the vote aspect...they seem to feel (from the majority of government press releases) that they can do the resettling through the commission - NO NEED for a Shiti Parliament to actually vote to remove Shiti families from their homes...

    Battle Over Bush Oil Law ProposalWould Privatize More Oil Fields

    Jun. 10 - KGO - The threat of violence is of course a major concern for Iraqis, but so too is how to handle the country's oil resources. The Bush administration claims its plan to privatize production is the best way to rebuild Iraq's infrastructure. But representatives from Iraq's oil industry say the plan gives too much control to foreign interests. They're touring California right now to convey that message.

    Most of the Iraqi oil wells which were destroyed during the first Gulf War and in the past four years may soon be under foreign control. A law backed by the Bush administration and now in Iraq's parliament would give control of the majority of these fields to foreign oil companies for about 30 years.

    Severin Borenstein, U.C. Energy Institute: "There's a lot of expertise in the United States and in some other oil companies that simply doesn't exist in Iraq -- that they're going to need to make efficient use of these oil fields."

    The plan is to privatize two thirds of the oil production with Iraq maintaining the other third. Two Iraqi labor leaders spoke in San Jose Sunday. They agree that Iraq needs help. But not so much that it has to give away It is one great natural resource for 30 years.

    Faleh Abood Umara, Iraq Federation of Oil Trade Unions: "Improve the oil wells helping in the maintenance then leaving afterwards after getting their money."

    Hashmeya Muhsinhussein is with the Electrical Utility Workers Union. Faleh Abood Umara is with the Federation of Oil Workers . They say the more than 60,000 Iraq electrical and oil workers they represent could strike -- paralyzing the country and stopping all oil production if parliament agrees with the Bush administration. Because of their stand they have faced death threats.

    Hashmeya Mushin Hussein, Iraq Electrical Util. Workers Union: "But if every Iraqi says they're afraid nothing will happen."

    Both see the law as an excuse for the U.S. and Europe to steal their oil.

    While these two labor leaders are against the move to privatize the oil production some analysts believe it's the only way to help rebuild the country.

    Patrick Hatcher of the University of San Francisco agrees with the U.S. stand. The Iraqi's need help to rebuild so we can leave.

    Patrick Hatcher Ph.D., University of San Francisco: "We want it to work. Soon and start gaining revenues to build the country with. Not just our money via taxpayers' money."

    The Iraqi Parliament is expected to vote on the new law this October.

    Gaining the petroleum refining industry, which is one of the most important phases of integrated operations in the petroleum industry, particularly important since beginning prospecting, exploration and expiring marketing products, enjoy being characterized as the only means by which we can use the crude oil extracted from beneath the ground, and the importance of this lies in the derivatives used for many purposes including household cooking and heating and is also used widely in the Transportation Department in the machine and as a precursor in chemical and Petrochemical Industries and complains of these refineries the decline in production due to obsolescence and although installations are complex and charged its huge capital where the industry looks set of production units and warehouses for the storage of crude oil. In Iraq, there was a need to support this industry and renovation instead of spending money on importing oil derivatives, in order to meet the market needs of the local Iraqi oil products rather than relying on the exports of neighboring oil derivatives, The activation energy of domestic productive so they can obtain additional financial resources through export of surplus petroleum products, and this means diversifying export products and not only on the export of crude oil, thus improving the balance of payments with any economic balance, which is one of the objectives of the country's economic policy, because the industry sophisticated oil refinery in Iraq will enable us to redouble Ward ton of crude oil to about ten times when selling oil products, oil experts have estimated that the refinery 20 million tons of crude oil will give us the equivalent of the sale of 200 tons of crude oil annually.
    The oil refining industry will help the Iraqi economy to the free exchange of crude oil from the constraints of external pressure and to enhance the positive aspects of the balance of payments.
