    If approved, the new law - Shafiq helped draft the original legislation - is expected to encourage foreign oil companies to invest in Iraq and spur the country to attain its goal of doubling current production of 2.5 million barrels a day by 2010.

    Iraq's oil infrastructure has been under repeated attacks from insurgents. Shiites and Kurds dominate the two major oil regions in southern and northern Iraq and are resisting national control, Shafiq said.

    "A compromise must be found" to balance regional interests with the responsibility of the federal government to be the "custodian" of the country's resources, Shafiq said.

    Last week, oil ministry spokesman Assem Jihad said, "We hope the ratification of this law will be achieved in no more than one month from now."

    "This law is considered a major national project and achievement," he told The Associated Press.

    Asked if he agreed, Shafiq said, "I wish I shared the optimism of the minister. I am not very optimistic."

    Anyone, what is the latest on the Pension Law? Is it passed and waiting to be enacted (that's what thought was the last word)?

    And

    Whats was the budget for 2007 for Iraq..........40 Billion Dinar, and does/should the 2007 Budget reflect the expenses of paid pension benefits or is that accounted for in an entirely different way?

    I appreciate any assitance on answering these questions...........

    Default Demand for dollar up, exchange rate down in daily auction

    Baghdad, Jun 13, (VOI) - Demand for the dollar was up in the Iraqi Central Bank’s daily auction on Wednesday, reaching $ 80.220 million compared with $57.140 million on Tuesday, while the exchange rate went down one tick.

    In its daily statement the bank said it had covered all bids, including $10.910 million in cash and $69.310 million in foreign transfers, at an exchange rate of 1,258 dinars per dollar, one tick lower than yesterday.
    None of the 17 banks that participated in Wednesday's auction offered to sell dollars.
    Ali al-Yasseri, a trader, told the independent news agency Voices of Iraq (VOI), "The decline in the exchange rate encouraged traders to make higher bids in foreign transfers in today's session, bringing up the overall size of transactions."
    The Iraqi Central Bank runs a daily auction from Sunday to Thursday.

    Baghdad, Jun 13, (VOI) – Iraqi newspapers on Wednesday focused on U.S. Assistant Secretary of State John Negroponte's visit to Baghdad and his meetings with Iraqi officials, and the recent developments in the Iraqi parliament after the removal of Speaker Mahmoud al-Mashhadani two days ago.

    In its coverage of Negroponte's meeting with Iraqi Prime Minister Nouri al-Maliki, the government-funded al-Sabah newspaper said that al-Maliki reiterated the Iraqi government's commitment to introduce new laws and to step up efforts towards national reconciliation.
    Negroponte's visit came only one day after incoming British Prime Minister Gordon Brown's visit to the Iraqi capital Baghdad, during which he met top Iraqi officials, including President Jalal al-Talabani and al-Maliki.
    Quoting political observers, the newspaper said that Negroponte's visit aimed to reaffirm the international community’s support for the Iraqi government at the political, security and economic levels.
    Under the headline 'Al-Mashhadani rejects resignation demands. IAF reiterates commitment to pledge,' the newspaper wrote, "Speaker Mahmoud al-Mashhadani rejected resignation calls following the Iraqi Accordance Front's pledge to name a replacement in a week's time, leading the Iraqi parliament into a new crisis and a dilemma whether to listen to al-Mashhadani's conditions or resort to other means, including his removal or a vote of no confidence. "

    Al-Ittihad newspaper, issued by the Patriotic Union of Kurdistan (PUK), published the following front-page headlines: 'Iraqi president and prime minister meet U.S. assistant state secretary separately,' 'Barham Saleh discusses common economic interests with Rafsanjani, Shahroudi, Larijani' and 'Erdogan opposes Turkish military incursion into Iraq. Al-Maliki likely to visit Ankara soon.'
    In an article entitled, 'Attia invites Turkish leaders to dialogue. Washington opposes military solution in Kurdistan,' the newspaper quoted First Deputy Speaker Sheikh Khaled Attia as saying, "Iraq's Kurdistan region recently witnessed a cross-border shelling by the Turkish army under the pretext of hunting down followers of the Kurdistan Workers Party. We condemn this act and call on Turkish officials to exercise wisdom and prudence by understanding that armed clashes will not serve the interests of any country in the region, but rather will harm the good relations between the two countries that we are keen to retain and develop in a way that serves the interests of the Iraqi and Turkish people."
    Iraq's Hezbollah movement's al-Bayyina newspaper published the following headlines: 'After courting terrorist groups in the triangle of death…concerns about U.S. plans for civil war next year' and 'Parliamentary blocs brings down al-Mashhadani who rejects resignation demands.'
    Under the headline, 'Seven areas are out of control. Displacement continues in Baghdad,' the newspaper quoted security sources saying that the neighborhoods of al-Bayaa, al-Aamel, Saddam, al-Mahdiyya, al-Saidiya and al-Doura have suffered security instability over the past few months, in reference to increased activity by "terrorists" and armed groups.
    On its front page the London-based al-Zaman newspaper published the following headline, 'Sources: Washington paves the way for troop withdrawal from Iraq in secret deal far from the eyes of the (Iraqi) government.' Citing secret reports, al-Zaman claimed that U.S. administration invited several unnamed Iraqi politicians to visit Washington and make secret deals with it on announced visits.
    The newspaper also published the main following headlines: 'Al-Maliki: We will push forward with laws on oil and accountability de****e regional interference,' 'Political crisis on the horizon because of al-Mashhadani,' 'U.S. prosecution: Negligence in investigation into the death of 24 civilians in Haditha,' 'Resigned employees to get their cumulative vacation salaries', 'Tehran discusses Iraqi request to resume dialogue with Washington' and 'Armed group threatens to kill 14 kidnapped security personnel.'

    Default Iraqi FM discusses with Ban Ki-Moon U.N’s role in Iraq

    Baghdad, June 13, (VOI) - Iraqi Foreign Minister Hoshyar Zibari met with U.N. Secretary General Ban Ki-Moon in New York, where they discussed the need to activate the role played by the U.N in Iraq, a foreign ministry statement said on Wednesday.

    "The two sides discussed the need to activate and bolster the U.N.’s role in Iraq. Zibari also highlighted the importance of U.N support for the Iraqi government to realize peace and stability in the country," read the statement received by the independent news agency Voices of Iraq (VOI).
    Regarding the U.N.’s role in Iraq, the statement said "Zibari emphasized the need to activate the role played by the U.N. The minister also said that it is the time now for international companies to take part in reconstructing the country and establishing projects, mainly in the services sector."
    "The foreign ministry should be the link between the UN Assistance Mission for Iraq (UNAMI) and the Iraqi authorities to facilitate its mission," the statement quoted the minister as saying.
    "Zibari also reviewed the positive outcomes of the Sharm el-Sheikh conference, which was held in Egypt last month, the statement noted.
    "He called on the U.N. chief to support the draft resolution presented to the U.N. Security Council which reflected Iraq's desire to end the UN Monitoring, Verification and Inspection Commission (UNMOVIC) mission on June 26.
    The statement also said that the two senior officials discussed the Turkish military concentration on the borders with Iraq and the actions taken by the Iraqi government to calm down the situation by peaceful and diplomatic means, emphasizing Iraq's keenness to have good relations with Turkey.
    The statement further noted that Ban Ki-Moon asserted the U.N.'s support for the Iraqi government in its efforts to realize security and reconciliation in the country.
