Irbil (June 14) and the agency (Lucky) - Italian News severity of the criticism from several quarters against the Kurdistan Parliament, the late start discussing the draft constitution on the territory of Kurdistan, in a statement to Parliament member Dr. Noori Talabani, pointed out that "the legal committee in parliament charged with drafting the constitution, so far not met to consider the proposals and views, from citizens or parties or people's organizations and professional preparation for the final draft of the Constitution, and put forward for discussion in Parliament. " But a source in the parliament of Kurdistan confirmed in a telephone conversation today, "The Constitutional Commission is currently considering those proposals, which is nearing its final stage, as will the final draft of the constitution, the parliamentary debate in the near future."

Tariq essence Sarmme Information Advisor to the Speaker of Parliament, "there are several thousands of suggestions, opinions and request amendments to the draft, making four committees emanating from the Constitution Drafting Committee examined and indexed, it is true said that the process was delayed, but the issue is not as simple as some people imagined," A number of members of parliament of Kurdistan, have raised the issue of delay in the issuance of bills before Parliament, as well as regional constitution in the closed meeting, which was held early this week, but Sarmme pointed out that "we must await the outcome of the proposed amendments to the Iraqi Constitution, in order to be able to make our adjustments and the inclusion of proposals on regional constitution, not contrary to the Iraqi constitution amended.

But Noori Talabani is the draft regional constitution, drafted by the early 1990s, believes otherwise, he says, "I had prepared a draft constitution for the province in 1992, and submitted to the political parties for discussion in the parliament of Kurdistan, but that did not happen, and in 2006 came the delegation from the Province of Canada (Quebec), including legal expert at the university there, Valttaghinah in Parliament has expressed astonishment that the drafting of the Constitution of the Territory before the age of the Iraqi Constitution, and he told us, if writing to your Constitution before the Iraqi constitution, for you are free in Takhtbaunh without any constitutional constraints, and this also my request, but there were others of a different opinion, and now overdue time and we are bound by the provisions of the Iraqi Constitution. " He criticized Dr. Talabani those calls to make Kirkuk the capital of the territory, stressing that "this request has been made for a political objective and emotional, and although I greatly welcome such a proposal, but reality says otherwise, it was four years since the liberation of Kirkuk, and there is Article 140 which provides embarked upon, But so far not implemented a single paragraph of the article, how can this demand, I support the return of Kirkuk to Kurdistan city, and not the capital of the territory.

"He criticized Talabani giving priority to partisan interests of national interests in Kirkuk, and said, "One of the main reasons for the delay in the implementation of Article 140 of Kirkuk, is the parochial interests of narrow partisan national interests, and those interests partisan overshadow all other joints, unfortunately still (Testimonials) party is the fundamental criterion for appointment to senior administrative and governmental, Most political parties trying to foster a culture of political parties in government institutions, and here lies the danger that really take root these concepts in the Kurdish community, and in such a climate, can be the foundations of law and constitutional institutions in the society.
