Iraqi IM official accuses Allawi, Al-Dhari of complicity with militant group

BAGHDAD, Oct 8 (KUNA) -- An official of the Iraqi Interior Ministry on Monday charged former prime minister Iyad Allawi and Hareth Al-Dhari, the leader of a mainstream Sunni movement, of having links with a militant group.
Major General Abdel Karim Khalaf, in charge of the national command in the ministry, said at a news conference that Allawi and Al-Dhari had affiliations with "Jund Al-Samaa," a group of armed men that plotted to assassinate local leaders.
The two men had links with Diaa Al-Karaawi, the chief of the organization, the major general said, adding that the group was backed by foreign intelligence authorities.
"Jund Al-Samaa," also onown as the "Soldiers of Terror," was active in the region of Al-Zarkah near Nejev, and had planned to assassinate senior religious clerics in the city. He also charged that Allawi had funded the group.

Iraq, 5 Oil Cos To Sign Technical Deals By Dec

Iraq`s government expects to sign oil technical support agreements with five international oil companies before the end of the year, even if the parliament hasn`t passed a new oil law, Oil Minister Hussein al-Shahristani said Friday. "We`re going to sign these agreements with five oil majors," Shahristani told Dow Jones in a telephone interview from Baghdad, but declined to name the companies involved. Some of these agreements would be signed within the next two months, he added.
These new agreements would help increase production in six Iraqi oil fields - Rumeila South, Rumeila North, Zubair, Subba/Luhais and Missan in southern Iraq and Kirkuk oil fields in the north, he said.
The minister didn`t give figures on the crude production from these oil fields. Iraq is currently producing around 2.2 million barrels a day from its southern and northern oil fields.
Shahristani declined to give details on the cost of the technical support deals, but said they would be small contracts financed by the oil ministry.
The contracting companies would provide technical support, expertise and equipment to redevelop these oil fields, which are already producing.
These technical support agreements would be the first step before awarding service contracts to develop oil fields, he said.
Shahristani said the ministry expected to issue the first round of tenders for international oil companies to develop its existing fields by the end of this year.
The ministry is prepared to sign the technical support and development contracts with these companies even if the oil law hasn`t been passed, Shahristani said. The companies that sign the technical support agreements will be in a better position to win the first round of tenders which are expected to cover a third of Iraq`s prized oil fields.
Iraq`s draft hydrocarbon law was approved by the federal government in Baghdad in July and was then referred to the parliament for final approval. But since then differences between the Kurds in northern Iraq and Baghdad on who should control the oil in newly discovered fields have delayed its passage. One of the five oil majors Shahristani is talking about could be Royal Dutch Shell PLC (RDSB.LN), an Iraqi oil analyst said. Last month a senior Iraqi oil official said that the oil ministry is studying a Shell proposal to redevelop the Missan oil field in southern Iraq. Shell also has plans for the redevelopment of the oil fields in Kirkuk, the official added.
