    Iraq Kirkuk proposal on elections debated

    Representatives of Arab and Turkman political parties expressed their support to the proposal that was signed by 110 lawmakers calling to adopt the mechanism of dividing Kikruk into four electoral districts according to the number of components therein as part of provincial elections due in October. This move aims to guarantee the integrity of elections and not allow for any party to prevail or marginalize other parties.

    On the other hand, Kurdistan political parties in the province represented in Kirkuk list firmly rejected dividing the province into electoral districts saying calling for such a proposal seeks to partition the country and disintegrate political unity.

    The major difference between political parties representing Arabs, Kurds and Turkmen over upcoming elections is the Kurdish attachment to results of local elections in 2005 refusing to hold new elections unless Constitution Article 140 about Kirkuk is fully implemented. However, representatives of Arab and Turkmen stress the necessity of holding new elections in October rejecting results of 2005 elections which they say are not precise.

    Iraqi Deputy Prime Minister: recommendations de Mistura no more than a draft could dialogue

    Arab and Turkman Tribes in Jalawla Support Implementation of Article 140

    Ibrahim Ali Reddah, the Representative of the PUK Secretary General and Muhammad Gul Muhammad, the Head of the Social Center in Khanakeen paid a visit to Jalawla sub-district yesterday.

    They held a meeting with the Chieftains of the Kurdish, Arab and Turkman tribes in Jalawla. They emphasized the need to implement Article 140 of the Iraqi Permanent Constitution and to keep the fraternity and coexistence among the community components of the city and its suburbs.

    Muhammad explained through his speech to the meeting that their visit comes as a respond to the citizens’ demands and to discuss ways of collaboration in order to improve the security situation.

    The Tribes Chieftains expressed their willingness to support the government institutions and the security authorities in order to defeat the terrorists in the area.

    Kurdish Leadership: UN Report Sidesteps Content of Article 140

    The Kurdish officials stated today that the UN report sidesteps the content and demand of Article 140.

    The statement came as Kurdish officials led by the President of the Kurdistan Region, Massoud Barzani, met today in Salahadin Resort to discuss the first UN report on disputes concerning Article 140.

    The meeting was attended by Presidencies of Kurdistan region, Supreme Council Kurdistan Region Political Parties, and several MPs.

    All attendees expressed concern over the content of the report, saying it is “unexpected”.

    In response to the UN report, the officials cautioned that the following points should be considered with respect to the report.

    1- It is impossible to use such recommendations as criterion for addressing the problems.

    2- Most of the mechanisms outlined for implementing the report are far from the points which were already agreed upon to address the concerns.

    3-The report implies averting the content and the constitutional demands to implement Article 140.

    4-The di Mistura- led commission has been engaging in minor issues instead of working on the core of the problems. The major part of the report is dedicated to some concerns in those areas which are outside of the realm of their responsibility.

    The attendees decided to submit an official letter to Stefan di Mistura and the relevant parties to address in detail those deficiencies found in the report. The letter will also carry the demands of the people of Kurdistan region.

    It was also decided to form a commission for negotiation with the UN officials in Iraq.

    Kurdistan Parliamentarians Union Issues Statement on De Mistur’s Report

    The Kurdistan Parliamentarians Union issued a statement on the initial report of the UN’s Convoy Staffan De Mistura concerning the disputed areas.

    The statement said that De Mistur’s report will make the question more complicated and transfer it from an internal affair to an external and regional one.

    The statement also added that the Report suspects the integrity of 2005 elections and ignores the efforts of the political parties and resorts to conspiracies and contradicted viewpoints instead of resorting to the Iraqi Constitution and Article 140 and other agreements between the Iraqi Parties.

    The Union expresses its concerns towards the Report and considers it a back warded step and hinders the implementation of Article 140. It also demands the Kurdish Political Leadership, Kurdistan region Parliament and the KRG not to consider De Mistura’s Report as Road Map in solving the fateful Questions.

    KNA and KRG Discuss de Mistura’s Report

    Both presidencies of the Kurdistan Region National Assembly (KNA) and the Kurdistan Regional Government (KRG) convened today to discuss the report by the UN Special Envoy to Iraq, Steffan de Mistura.

    The concerns of the Kurdistan region people over the report have been stressed upon during the meeting .They also discussed a statement by UN Special Envoy Steffan de Mistura that he retreated from his report as the report is only a draft.

    Both Adnan Mufti, the Speaker of the Kurdistan Region National Assembly, and the KRG PM Nechirvan Barzani held a joint press conference following the meeting.

    Kurdish Parties Representatives Discuss Article 140 Implementation

    Selah Kwekha, the Head of the PUK Organizational Center in Khanaqeen chaired a meeting of the Kurdish Parties that work in the city, in the headquarter of the KDP’s 15th Branch.

    They discussed the latest developments in Iraq and Kurdistan region. The meeting upheld the Kurdish leadership’s role in making all Iraqi sides viewpoints closer. They shed light on the important role of Kurds in keeping the stability of Iraq and the region.

    Article 140 question and the need to solving any obstacle which hinders its implementation were also discussed in the meeting.

    The meeting emphasized the need to stand the province councils elections in one list and make sure that the Representatives of the Kurdish Factions are qualified for this mission.
