Mahmoud Othman: Kuwait constitute an obstacle to Iraq out of Chapter VII
He said the Kurdistan Alliance MP Mahmoud Othman said the stance of Kuwait that Iraq would emerge from under the Chapter VII informal, explaining that he is positive that there was nothing new in the situation.

lol...America procrastinating...now that right there is funny...never mind that this Iraqi Government has had laws to vote and pass on since Feb. 2007 and have not passed one yet.but America is procrastinating their removal from Chapter VII....lol...very funny stuff there....Pat

U.S. ambassador renewed his country's commitment to remove Iraq from Chapter VII
New U.S. ambassador to Baghdad, Christopher Hill, his country's commitment to help Iraq to get out of the pain of Chapter VII of the Charter of the United Nations.
Hill said in a joint news conference with the governor of Basra Cltag Abboud Mayah during his visit to the province that the U.S. administration "will do their utmost to rid Iraq from Chapter VII."
For his part, called the governor of Basra Washington to work to get Iraq under Chapter VII, who said he was "a great injustice against Iraqis."

United Nations: support out of Iraq's Chapter VII

Talabani renewed the call to remove Iraq from Chapter VII

Prime Minister calls for Spain to support Iraq out of Chapter VII
Prime Minister Nuri al-Maliki, his government's keenness to develop relations with Spain in all fields, particularly political and economic.

Cabinet forms committee to get Iraq out of Chapter VII
The Council of Ministers have decided to form a committee to follow up negotiations with the UN on getting Iraq out from the Chapter VII on Tuesday, a spokesman for the Iraqi government said.
“The council decided to form a committee chaired by the foreign minister which will include representatives from the finance, justice, defense, human rights, oil and transportation ministries to negotiate with the UN on the ways to get Iraq out of the Chapter VII,” Ali al-Dabbagh told Aswat al-Iraq news agency.
“The council have also approved on the national strategy to lighten the poor in Iraq,” he added, noting that the strategy was recommended by the committee formed by the planning ministry in cooperation with the World Bank.
UN Security Council Resolution 678 was the legal authorization for the Gulf War, which was passed on 29 November 1990. It gave Iraq an opportunity to withdraw from Kuwait by 15 January 1991 and authorized UN member states in cooperation with the government of Kuwait to use “all necessary means to uphold and implement” Chapter VII of the UN Charter, which authorizes the use of force to restore peace.
Chapter VII of the United Nations Charter sets forth the powers of the UN Security Council to maintain peace. It allows the council to “determine the existence of any threat to the peace, breach of the peace, or act of aggression” and to take military and non-military action to “restore international peace and security.”
