Dabbagh: Iraq does not need US Financial Aid

Iraqi Government does not need any financial aid to raise the country financially, Cabinet spokesman Ali Al Dabbagh said in response to US criticism that US tax payers were paying too much towards Iraq’s reconstruction.

The cabinet spokesman noted that the approval of Parliament on the supplementary budget will accelerate the government’s spending on investments.
“As we have some supplementary budget, we add on more than 21 billion dollars as the oil price has been decreased. So it is not the intention of the government but we have some difficulties, we are trying, we are improving. This year, it will be better than the last year, definitely, next will year will be much better. Security adding more and more progress”, he added.

But the U.S. wants to hand over the responsibility of the Sunni militias to the Iraqi government which has always viewed their training and financing as a threat to its existence.
The Shiite-dominated government has stalled on a U.S. demand to have the nearly 100,000-strong militia force integrated into the Iraqi army and security forces.
On the contrary, the government is reported to be gearing towards a campaign to crack down on the militias, by disarming them and sending some of their leaders to jail.
Tareq al-Hashemi, a vice-president who persuaded the tribes to join forces with U.S. marines in fighting al-Qaeda says he is hopeful of a good solution to the issue.
Known officially as ‘alsahwat” or awakening, these groups are now present in almost all Sunni-dominated areas.
Hashemi’s political career as a Sunni leader is at stake unless he could broker a deal which he says would offer “an honorable life for the alsahwat.”
But the alsahwat’s dream of turning joining the armed forces is hard to realize.
The government may eventually agree to employ most of them as civil servants on government payroll if they agree to disarm.

Syria names first ambassador to Iraq since 1980s
The Syrian government has named an ambassador to Iraq for the first time since the 1980s, the state-run SANA news agency reported Tuesday.
It said Nawaf Fares, who has been the governor of the southeastern Quneitra province, was sworn in before Syrian president Bashar Assad Tuesday.
His appointment follows similar moves by the United Arab Emirates, Jordan, Bahrain and Kuwait, reflecting the improvement of security in Iraq and the decrease in tension between the Shiite-led government of Prime Minister Nouri al-Maliki and Iraq's predominantly Sunni Arab neighbors.
SANA did not say when Fares will travel to Baghdad.
Syria is home to hundreds of thousands of Iraqi refugees who fled the violence in their country after the 2003 U.S.-led invasion that toppled Saddam Hussein's regime. Iraqi and U.S. officials have in the past accused Syria of allowing foreign fighters to cross into Iraq and join the insurgency. Syria has always denied the charge, arguing it is impossible to control the long desert border.
Syria and Iraq formally restored diplomatic relations in November 2006, ending a 24-year break caused by charges made by the Damascus government that Iraq incited riots in Syria in 1982 blamed on members of the banned Muslim Brotherhood.
Syria and Iraq were then ruled by rival factions of the Arab Socialist Baath Party, but Syria broke Arab ranks and sided with non-Arab Iran during its 1980-88 war with Iraq. Relations worsened again when Syria joined the U.S.-led alliance that drove Iraq's army out of Kuwait in 1991.
The two neighbors further improved relations in December, when they agreed to reactivate an oil pipeline linking Iraq's northern oil fields with Syria's Mediterranean coastline.

Parliament should break up if failed in resolving elections issue: Al-Mashhadani
Iraqi Parliament Speaker Mahmud al-Mashhadani expected to resolve the voting on the elections law in the next hours.

Iraq prepares 2009 budget
Iraq's Finance Ministry says next year's budget will stand at US$78.88 billion.
Ministry spokesman Adnan Abdul-Rahman says the budget is based on an average oil price of US$80 a barrel in 2009.
Abdul-Rahman said Wednesday that US$60.26 billion will go to operational expenses, while US$18.62 billion will go to investment and improvements in infrastructure.
In July, Iraq added US$21 billion to its 2008 budget, bringing the total budget to around US$70 billion, thanks to higher oil revenues.
Oil revenues represent more than 90 percent of the country's national capital budget.
