    Preparations underway to organize Baghdad int'l fair in November

    Chairman of the Iraqi exporters and importers federation on Wednesday said that preparations underway in separate economic institutions to organize the first edition of the Baghdad International Fair between on November 10-15.

    "The federation agreed with the Iraqi exhibitions company to give the Industrial and productive sector a specified area to highlight the progress and achievements realized," Thabet al-Baldawi told Aswat al-Iraq - Voices of Iraq (VOI).

    He called on exporters, businessmen and industrialists throughout the country to take part in the fair and to show their products to render this edition a success.

    Higher demand for dollar in CBI auction

    Demand for the dollar was up in the Central Bank of Iraq (CBI) auction on Wednesday, registering $115.825 million compared to $81.680 million during the last session.

    "The demand hit $10.825 million in cash and $105 million in foreign transfers outside the country, all covered by the bank at a stable exchange rate of 1,180 Iraqi dinars per dollar, unchanged for the fifth consecutive session," an official source from the bank told Aswat al-Iraq - Voices of Iraq - (VOI).

    The 13 banks that participated in the session offered to sell $4 million, which the bank bought at an exchange rate of 1,178 Iraqi dinars per dollar.

    The Central Bank of Iraq runs a daily auction from Sunday to Thursday.

    Kurdistani Bloc: We will not accept any project for elections law, except the one of De Mistura

    The Parliament members who called themselves the July 22 group, presented a new project on elections law for provincial councils to the Parliament today. The content of the project is the same as article 24 of the elections law which was passed in illegal and unconstitutional way on July 22.

    According to a well informed source, the Kurdistan Alliance Bloc absolutely refuses the presented project and support, instead the proposal of Staffan De Mistura, the U.N Envoy in Iraq.

    He added that the Kurdistan Bloc is unwilling to discuss any project except the one of De Mistura. He also said that the July 22 group attempts to prevent holding the elections this year

    Voting on the controversial Iraqi provincial elections bill once again delayed until Thursday due to impossible suggestions and amendments to the UN’s suggestions by several Iraqi blocs inside the Iraqi parliament during today’s session, Kurdish lawmaker Khalid Shwani told PUKmedia.

    The Kurdistan alliance bloc has already announced its agreement on the suggestions of the UN’s envoy to Iraq, Staffan de Mistura, despite having several reservations, he added.

    The presidency board of the Iraqi parliament has asked both the legal and regions parliamentary committees to present their final report at 11:00 am local time on Thursday

    Barzani calls for upholding Iraqi constitution

    Kurdistan region President Massoud Barzani said that the governance of Iraq should be based on consensus in the current stage and if there is a dispute, the constitution should be a mediator.

    The statement came in a press conference held today for President Barzani and the US ambassador to Baghdad Ryan Crocker after they held talks yesterday in Pirmam Resort, Erbil.

    “We keep trying to find solutions to the concerns and reach our key goal which is a democratic and federal Iraq away from violence and actions against the interests of the Iraqi peoples,” Barzani said as he called for upholding the constitution.

    The US ambassador reminded the reporters about his first meeting with president Barzani in 2001 and they have good progress concerning the future of Iraq and Kurdistan region since then while he said much work yet remains to be done. He also reaffirmed his country and the UN’s cooperation for implementing article 140.

    “This process (implementation of article 140) is very important for the political process in today’s Iraq.”

    The US Ambassador briefed the reporters on the content of the Iraq-US strategic pact as it was one of the key topics of his meeting with president Barzani.

    Fouad Massum: if amendments are made to UN’s suggestion, KAB will also present its own notes

    After postponing the voting on the Iraqi provincial elections bill during today’s session of the Iraqi Parliament, head of Kurdistan Alliance Bloc (KAB) inside the Iraqi parliament, Fouad Massum, told PUKmedia that KAB has several recommendations regarding the UN’s final suggestion.


    “Kurdistan Alliance Bloc has several recommendations regarding the UN’s final suggestion, which is a mixture of the first and second proposals by the UN’s envoy to Iraq Staffan de Mistura, but we agreed upon the suggestion for the sake of the public interest and a consensus has been reached,” Fouad Massum said stressing that if any amendments are made to the UN’s suggestion by any side, the Kurdistan Alliance Bloc will also present its own notes.

    Regarding the dismissal of Bahaa al-Aaraji, from his post as the head of the legal committee of the Iraqi parliament Fouad Massum said that this demand is illegal and unofficial indicating it will lead to imbalances inside the Iraqi parliament.

    Fouad Massum Finally hoped that the Iraqi provincial elections bill to be passed this year.

    KRG officials stress importance of strategic agreement with the US, strengthen ties with Congress

    Kurdistan Regional Government(KRG) Minister Falah Mustafa Bakir, Head of the Department of Foreign Relations, and Mr Qubad Talabany, Representative of the KRG in the US, held three days of intensive meetings in Washington with senior Bush Administration officials and Members of Congress about developments in the Kurdistan Region, Iraq and the Middle East.

    In meetings with top officials at the Pentagon and State Department, Minister Bakir and Mr Talabany reiterated Kurdistan's commitment to partnership with the United States in support of a democratic federal Iraq, and in the fight against terrorism. They also stressed that the KRG supports completion of talks on a US-Iraq strategic agreement as soon as possible, as well as passage and enactment of the Iraqi provincial elections and hydrocarbons laws.

    "We strongly support a strategic agreement between the US and Iraq and are working with other Iraqi parties to reach agreement on an elections law and a hydrocarbons law in accordance with the Iraqi constitution," said Minister Bakir.

    "The KRG is part of the solution, not the problem, in meeting these Iraqi benchmarks," said Mr Talabany.

    Minister Bakir and Mr Talabany also made clear that Article 140 of the Iraqi Constitution must provide the basis for any resolution of the situation in Kirkuk and other disputed Iraqi territories. "There can be no resolution of the status of Kirkuk outside Article 140," said Minister Bakir.

    The KRG delegation explained to US officials the situation in Khanaqin. Mr Bakir said, "Khanaqin is a city whereby over 90% of its residents are Kurdish. It was peaceful before Prime Minister Maliki decided to send Iraqi forces there. The KRG wants peaceful relations, and I am hopeful about the ongoing talks, but we will not be intimidated through force of arms."

    In addition to their meetings with Administration officials, Minister Bakir and Mr Talabany met with many Republican and Democratic members of Congress about the situation in the Kurdistan Region and Iraq, and about the Kurdish-American Congressional Caucus, which now number 18 Democrats and Republicans. "Our reception in Congress was outstanding," said Minister Bakir. "The Kurdish-American Caucus is a major achievement for US and Iraqi Kurdistan's relations."

    Mr Talabany said, "We formally launched the Caucus only four months ago, in May, during the visit to Washington of Prime Minister Barzani. It has been one of my top priorities as the KRG representative in Washington, and I could not be more pleased with the progress so far. That we now have 18 members in such a short time is testimony to the recognition of our many common values and interests, and also to the deep friendship between the Kurds and the United States."

    Minister Bakir also spoke to business leaders at the US Chamber of Commerce on the current investment and political climate in the Kurdistan Region of Iraq. Minister Bakir and Mr Talabany discussed the Region's open and transparent investment climate, as well as specific sector opportunities for US investors. The Chamber event was held in the context of its business working group dealing with the Kurdistan Region in Iraq.

    Iraq to participate in Madrid economic forum

    The chairman of the Iraqi Businessmen Union on Wednesday said that it will send a delegation to participate in a forum by the Black Sea Economic Cooperation Organization (BSEC) in the Spanish capital from October 16-19.

    "The Iraqi delegation will introduce cooperation projects with the organization, in which it became a member five months ago," Ragheb Redha Bulaibel told Aswat al-Iraq­ - Voices of Iraq - (VOI).

    Food security is one of the main issues in today's world, the chairman noted, stressing the importance of the joint efforts of the Caspian and Black Sea states to boost the agricultural sector.
