Abbas al-Bayati: Parliament took a decision to vote on the law of provincial elections before the Eid al-Fitr
MP Abbas al-Bayati, parliament adopted a resolution undeclared need to vote on the law of provincial elections before the Eid al-Fitr, noting that negotiations regarding the law is moving towards a solution. He Bayati told the daily "Sabah" it was agreed that six demands made by various parties, adding that the parliament will vote next week on the elections law. Meanwhile, an al-Bayati of the bilateral meetings will be held between Iraq and Arab countries to establish joint mechanisms on how to reschedule Iraq's debts and brought down part of bilateral agreements. Bayati said that the objective of debt and compensation were in the forefront of what has been discussed with the Interim Arab Parliament Speaker Jassem Mohammad Al-Sager, who will visit Baghdad soon.

Al Shahristani:Iraq oil and gas law hindered
Iraqi Oil Minister Hussein Al Shahristani considered that contracts concluded by Kurdistan regional government hinder the work of Parliament to ratify the new oil and gas law which forced the government to use the former regime legislations in order to sign oil contracts. Al Shahristani announced that most lawmakers are reluctant about passing the new law after Kurdistan regional government signed contracts before issuing the national law. He noted as well that the new oil law will not pass soon asserting that if the regional government does not sign contracts and show clear commitment to the new law, lawmakers will not pass it. Al Shahristani added that the new law does not grant additional benefits to foreign companies.

I see a bright future for Kurdistan region: German Official
The KRG Minister of Education Dilshad Abdel Rahman met Mr. Colinos Roberts, the head of German Embassy Office in Erbil.
Mr. Roberts expressed his happiness to the developments that the studying process of German Language witnesses and also to the educational developments at the schools of Kurdistan region in general. He thanked the minister for his encouraging and supporting the studying of the German language in the region.
“I see a bright future in all terms of Kurdistan region rising because any fundamental change in the community starts from reforming the education system. Changing the education system by the minister of education is a bright start and a step towards progress and prosperity”, Mr. Roberts added.
For his side, Dr. Abdel Rahman expressed his delight to the success of studying the German language in Kurdistan region since it is an international language and the first one in the EU states.

KRG Premier meets British Minister
Nichervan Barzani the Prime Minister of the Kurdistan Regional Government (KRG) met Malcolm Wicks, the British state minister for energy affairs and his accompanied delegation yesterday in Erbil.
They discussed in the meeting the relations between Kurdistan region and Britain in addition to the latest developments in Iraq and the area. They discussed the oil law and the equal distribution of the revenues in Iraq as well.
They also emphasized the encouragement on investment and cooperation to build Iraq in general, referring to the KRG stance about commitment to constitution and resorting to dialogue to solve the problems and also to implement all the terms and articles of the Iraqi constitution.

Iraq’s 2009 Budget to hit $78 Billion
Iraq’s 2009 budget will hit more than $78 billion, the Finance Ministry said.
A ministry statement sent to the newspaper said the figure relies on an average of $80 for a barrel of oil and a daily export rate of two million barrels.
While oil prices have been generally higher than the projected price, output has generally been below the two million barrel a day.
Nonetheless, the budget will be unprecedented in the country’s history, giving the government a rare chance to rehabilitate the country’s rickety infrastructure.
But despite soaring oil revenues and massive influx of foreign aid particularly from the United States, the country’s economic woes have been worsening.
The ministry has allocated some $60 billion for operational expenditures and $18 billion for investment purposes, said the statement.
The oil sector will get $2.5 billion to sustain and boost production.
The power sector, one of the most dilapidated in the country, will get $2.4 billion.
Allocations have been made for each of the country’s ministries and the Kurdish regional government in the north to which up to 17% of the country’s hard cash revenues are earmarked.
