The Challenges of Foreign Investment in Iraq
Foreign investment is of great importance in the economies of all States, especially after opening the World Economic globalization and the world is going through. This is even more important for developing countries as it offers economic and social benefits for these countries.
May not know that much foreign investment contributes significantly the transfer of modern technology to developing countries, thereby promoting the development of local production of goods and services to these countries, and to increase the competitiveness that Furthermore, the production Mayofarh of job creation and employment, thus helping to reduce rates Unemployment. Meanwhile, it will save money for investment, which often suffer from the developing countries were not available and therefore help increase investment rates to levels that achieve the required economic growth and the exploitation of material and human resources available in those countries.
Despite these economic and social benefits but faces many difficulties and faces opposition from those who believe foreign investment is the control of foreign capital to the Joint Economic those countries, and thus lose their control of economic empowerment, but remain positive advantages than disadvantages.
From this point of view Iraq has begun to develop mechanisms to encourage foreign investment in Iraq and was the starting point to find a legal basis for foreign investment process in Iraq, has made great efforts in this area by the Iraqi ministries culminated in the issuance of foreign investment law No. (13) for the year 2006 , Which emerged from the national investment, and now, two years after we refer to the most important difficulties faced in the process of foreign investment in Iraq.
1 - Security: The insecurity of factors strongly expelling foreign investment, as it is known that the capital or consider moving towards safer areas, it follows there is a direct correlation between the availability of security and foreign investment. He estimated it came to Iraq have suffered in previous years the loss of security and stability. But after plan to impose law, the security situation has improved on the previous heading for further improvement as a positive point on record in favor of encouraging foreign investment.
2 - Infrastructure: There is no doubt that the infrastructure of energy (electricity and fuel, transport and infrastructure of seaports, airports, railways, roads, bridges, communications and financial services, banking, insurance and water supply), the package are all factors encouraging foreign investment and notes that Iraq has Lack of infrastructure, encouraging foreign investment, especially in the field of electric power and easy access to fuel, and the weakness of banking services and lack of development sufficiently equivalent of the neighboring countries at least.
Here is bound to the duty of the State through public investment return of existing infrastructure and increase in line with the increase in the number of people in Iraq to encourage foreign investment. It should be noted that the state is seeking to provide the necessary funding for this purpose through the national budget and foreign loans have been allocated funds as soft loans acquired by Iraq for the reconstruction of infrastructure, it is hoped that this will contribute to securing part of the infrastructure necessary to stimulate foreign investment.
3 - Statistical data: The statistical data on the overall economy in any country is very important for foreign investors to find areas Alasttmarwaljdoy economic investment projects which can not be achieved only by providing the data component of gross domestic product of agriculture, industry and trade, transport, services, etc. and inflation rates prevailing statistics Government financial to identify the financial policy of the state and tax trends. As well as the monetary survey statistics for monetary policy to identify and determine the interest rate in addition to foreign trade statistics to determine imports and exports of goods and services to reflect the structure of consumption and production of the country. It must provide investment map of Iraq by pointing places and types of investment opportunities and promotion, as well as providing statistical data in accordance with international standards.
4 - the legal framework: In spite of the enactment of legislation or foreign investment (No. 13) for the year 2006, it is required to issue instructions to facilitate the implementation of this law as they help the flow of foreign investment toward investment opportunities easily.
5 - administrative corruption: the process of foreign investment anywhere in the problem of financial and administrative corruption, through bribery and illegal commissions. Iraq is excluded from this, it must take the steps necessary to enhance the work of regulatory services and a culture of integrity.
6 - high wages: be noted that wages in the private sector is moving towards a general rise in spite of widespread unemployment in Iraq as a result of acceleration of inflation rates on the one hand and increase wages in the public sector on the other. And therefore would be a challenge for future foreign investment, it may increase Complex when the arrival of foreign investment and do business on the ground.

Some Parliamentarians do not want the Success of the political process
Prime Minister attributed the Kurdistan Alliance bloc Fuad Masum failure to reach a compromise on the electoral law to the unwillingness of a group of deputies make the political process.
Massoum said that the coalition offered a lot of concessions and demonstrated great flexibility to reach a compromise and the drafting of a final electoral law.
He pointed out that the bloc agreed to the proposed new bill, despite the amendments and changes to the draft UN envoy Dmistora.
He was surprised that the infallible Congress party denied the other signatories agreed on the proposal before it and demanded to leave the meeting.
