the preparation of budgets, planning for the Banks Government
Represents the essence of the planning process management agencies, the main pillar for the success of management in achieving the desired objectives and planning in its broadest sense is forecasting the future and prepare him representing estimates fiscal and monetary studied and prepared befo.r.e.h.a.n.d reflect the different activities of the unit expected to be achieved during the period of time to come .. The planning budget is the tool used by the scheme to develop financial and monetary estimates of the size of future activity of the unit and the result, it helps to control the performance and then take appropriate administrative decisions, and for planning budget over the years usually.. It is understood that budgets Altaktaitith banks covering the following areas:
A - sources of funds (the financial resources of the World) any required.
B - uses of funds, or its assets.
C - income and expenditure account and the result (profit and loss and distribution).
While covering the planning budget of the bank's resources, personal resources (capital and reserves) and external resources (deposits, liabilities and other kinds) planning budget focused on the proceeds of revenue accruing from the operation of those resources, and show planning budget for the expenses of total expenditures expected during the subsequent period, and then interview Expenses with revenue planned to be achieved during the budget to reach the net result is a surplus or a deficit financially .. And adopt government-owned banks when preparing their budgets for planning, the historical basis in the preparation of budgets with the short term, taking into consideration some of those variables when preparing future plans, which are based on figures and indicators phenomenon in the semi-annual budget accruing to prepare those budgets.. The Kirkuk plans to Almaiaraltarue when preparing financial estimates, spares for many problems and disadvantages of this standard and perhaps most important:
First: based on the planned financial indicators of branches, and presumed high accuracy and this fact, otherwise, due to various reasons can not be reviewed here ..
Second: The scheme which relies on historical basis mostly double indicators achieved in 30 / 6 for the current year to reach the estimated year-end, and then develop Evaluator for the following year, taking into account certain variables expected .. This basic assumption was not much of substance, not necessarily the activity section in the second half of the year is the same for the first half, and this applies to all paragraphs of the budget .. This part On the other hand, some indicators may increase in the second half of the year for the branch, and go down to another branch.
Third: do not pay scheme based on the criterion of many historic importance of adequate external factors, including:
1 - a study of competitors and market share, and the impact on the development of the necessary estimates.
2 - the future direction of legislation and laws and its impact on the development of future plans.
Fourth: The historical norm is not showing the effect of inflation on future budget estimates.
* The foregoing is to succeed banks in a sound and precise plans for its future Least Possible deviations must establish procedures and ways to avoid the shortcomings of the historical norm to minimize the importance of external factors giving clear when preparing the budget.
On balance requires planning budget to answer the following questions:
1 - what objectives to be achieved for the coming year?
2- What is the magnitude of resources required to achieve those goals?
3- What is the size of resources available during that period for the bank?
4- How much of the deficit in resources if any? How will close the gap between what is available and what is required?
5- What other constraints to achieve those goals? Legislation and laws, the competitors, market share, future trends in the economy .. What means can be used to reduce those effects expected.

Legal Expert: upgrading is required according to the law firms need investment for the country
His attorney Ammar Al-Zubaidi expert in the registration of companies: The year 2008 Asher retreat registration numbers of Iraqi companies, Zubaidi added that the reason is due to the application of the Companies Act and the ability of Iraqi companies registered in the assignment of fictitious companies to the courts and legal investigations because of irregularities committed by companies registered with the Registrar of Companies in the Ministry Trade.
He emphasized that if we referred to the records of companies registered during the years 2003 - 2007 are very hundreds of front companies and registered and obtained the legal classification without a Micruahd on the existence of practical and legal existence as a going concern in the Iraqi market, and the evidence of his talk that many Iraqi ministries had been instituted In the courts against the Iraqi people and fake companies become more like the ghost of m.o.b.i.l.e, Well now working government ministries and departments in the opening blacklists of companies across prevent dealing with fictitious names.
Zubaidi and explained that the era has ended in chaos recording companies, and now we have players find controls to limit the registration of fictitious companies, let alone the Iraqi market is unlikely without the thousands of companies registered to operate or start any economic activity, eight laws of the Registrar of Companies now in terms of Legal Help window now, it may not be registered owner of the company or any Sequencers is not carrying a legal, and registration are not taken only through a lawyer authorized by the board chairman of the company wishing to register.
Zubaidi noted, however, when the comparison between the Gulf states and Iraq in terms of the number of companies find that the balance be negative in Iraq as a result few costs of registration and fragile conditions, while the Gulf states require a specific number first capital, while Iraqi vice million and a half to two million dinars can your company, then The employment requires that national and Iraqi law is still vague in this area, let alone identify as Gulf Operations Company can not withdraw more than 50 percent of their capital abroad, while the Registrar of Companies Iraqi law allows foreign companies to withdraw their funds in full, and this is what affects the financial security Iraq.
The Companies Act needs to be reconsidered in terms of fines, not unreasonable to be dinars or fines of hundreds of dinars, but is necessary to reconsider the work of the Registrar of Companies in this area in terms of participation of the State fines rents contributor in the state budget and tax equivalent degree.
He called Zubaidi need to support the work of the Registrar of Companies and give investors a percentage of the Iraqi capital, the foreign company operating in Iraq through the presentation in the form of shares for subscription in the Iraq market for securities or a bank eligibility, or direct subscription at 10 - 20 percent of the company's capital, and then he asked Change the value of foreign capital of the company wishing to register with the Registrar of Companies of the value of Iraqi dinar to the dollar appreciation, because the Iraqi dinar is still so far has not returned to the actual value, thereby determining the ceiling of the minimum capital of foreign companies.
He noted that Iraqi law firms need to be a real extrapolation of a new line with the philosophy of the state aimed at stabilizing the free market rules, and that the law now reaches more than 50 percent of the wishes of the investment needed in Iraq.

Office of Iraqi elections: You must pass the election law in September
Iraqi Electoral Commission announced today, Saturday, it must be approved by Parliament Elections Act, which arose around the dispute by mid-September to allow for provincial elections to be held this year.
He said Faraj Al-Haideri Commission President Reuters that if the law was passed in the ninth or tenth of September would be able Committee and then hold elections on Dec. 22 in December. He explained that if passed the law after the Commission would try to take place on December 31 in December.
If we do not pass the election law by that time the elections could take place next year. If there was a further postponement of provincial elections, which was scheduled in October in the first strike in December that frustrated Washington, which sees these elections is essential for their efforts in helping to reconciliation among rival Iraqi factions, strengthen the nascent democracy in Iraq.
And fouled pass the law due to the crisis of how to deal with the oil-rich city of Kirkuk and the Kurdish minority that are considered part of the traditional homeland.
He rejects Turkmen and Arab city, many of whom who moved to Kirkuk under a policy of "Arabization" of the city that Saddam Hussein pursued an ambitious Kurds to make them part of the northern region which enjoys autonomy.
